　　Background
　　河南鄭州航空港經(jīng)濟(jì)綜合實(shí)驗(yàn)區(qū)（以下簡稱“河南鄭州航空港”）地處鄭港汴許鄭州都市圈核心引擎區(qū)，是建設(shè)鄭州都市圈、培育中原城市群的重要支點(diǎn)，在國內(nèi)國際雙循環(huán)發(fā)展格局中具有承東啟西、連南貫北的重要地位?！多嵵菔袊量臻g總體規(guī)劃（2021-2035年）》（過程稿）明確航空港作為鄭州建設(shè)國家中心城市功能空間雙核之一。
　　Zhengzhou Airport Economy Zone(referred to as"ZAEZ")is located in the core area of Zhengzhou Metropolitan Area,it is an important pivot point for building Zhengzhou Metropolitan Circle and cultivating the Central Plains City Cluster.It has an important position in the development pattern of domestic and international double-cycle to connect the east and the west,and to connect the south and north.Zhengzhou City Territorial Spatial Master Plan(2021-2035)(Process Draft)specifies the ZAEZ as one of the dual cores for Zhengzhou to build the functional space for the national central city.

　　河南鄭州航空港的開發(fā)起始于1997年新鄭機(jī)場建設(shè)，2013年成為我國首個(gè)、目前唯一一個(gè)由國務(wù)院批復(fù)設(shè)立的國家級(jí)航空港經(jīng)濟(jì)發(fā)展先行區(qū)，批復(fù)面積415平方千米。航空港實(shí)驗(yàn)區(qū)獲批以來，得到黨中央國務(wù)院與河南省委省政府、鄭州市委市政府高度重視。
　　The development of Zhengzhou Airport Economy Zone began in 1997 with the construction of Xinzheng Airport,and in 2013 it became the first and currently the only national-level aerotropolis economic development pioneer area approved by the State Council,with an approved area of 415 square kilometers.Since the approval of the Zhengzhou Airport Economy Zone,the State Council of the Party Central Committee,the Provincial Government of Henan Province,and the Zhengzhou Municipal Government attaches great importance to it.
　　2017年6月14日，在會(huì)見盧森堡首相貝泰爾時(shí)指出“中方支持建設(shè)鄭州-盧森堡‘空中絲綢之路’”；2022年2月6日，在會(huì)見盧森堡大公亨利時(shí)強(qiáng)調(diào)“做大做強(qiáng)中盧貨運(yùn)航線‘空中絲路’”；2022年11月16日，習(xí)近平總書記在同盧森堡大公亨利就中盧建交50周年互敬賀電中指出“鄭州-盧森堡‘空中絲路’搭建了中歐互聯(lián)互通的空中橋梁”。
　　On June 14,2017,during his meeting with Luxembourg Prime Minister Bettel,General Secretary Xi Jinping stated that"China supports the construction of the Zhengzhou-Luxembourg'Air Silk Road'";In February 2022,General Secretary Xi Jinping once again stressed the importance of"expanding and strengthening the China-Luxembourg cargo route'Air Silk Road'"when he met with Grand Duke Henry of Luxembourg.On November 16,2022,General Secretary Xi Jinping exchanged congratulatory messages with Grand Duke Henry of Luxembourg on the 50th anniversary of diplomatic relations between China and Luxembourg,noting that"the Zhengzhou-Luxembourg'Air Silk Road'has built an air bridge between China and Europe".
　　河南鄭州航空港相繼被列入中共中央、國務(wù)院《關(guān)于新時(shí)代推動(dòng)中部地區(qū)高質(zhì)量發(fā)展的意見》《黃河流域生態(tài)保護(hù)和高質(zhì)量發(fā)展規(guī)劃綱要》等國家戰(zhàn)略規(guī)劃，被確立為河南高質(zhì)量發(fā)展“名片”、高水平開放“龍頭”與鄭州國家中心城市建設(shè)“引領(lǐng)”。
　　Zhengzhou Airport Economy Zone has been included in national strategic plans such as Opinions on Promoting High-Quality Development in the Central Region in the New Era and Outline of the Plan for Ecological Protection and High-Quality Development of the Yellow River Basin by the Central Committee of the Communist Party of China and the State Council,and has been established as the"calling card"of Henan's high-quality development,the"leader"of high-level opening,and the"leader"of Zhengzhou national central city construction.
　　2021年9月，經(jīng)省委常委會(huì)審議，決定將尉氏縣4個(gè)鎮(zhèn)320平方千米納入河南鄭州航空港管轄，航空港范圍拓展至747平方千米。2022年4月，河南省委、省政府以前瞻三十年的眼光，對(duì)航空港進(jìn)行系統(tǒng)性重塑改革，將發(fā)展區(qū)域拓展為核心區(qū)（747平方千米）、聯(lián)動(dòng)區(qū)（1100平方千米，含核心區(qū)）、協(xié)同區(qū)（3200平方千米，含聯(lián)動(dòng)區(qū)），要求建成“現(xiàn)代化、國際化、世界級(jí)物流樞紐”、“中原經(jīng)濟(jì)區(qū)和鄭州都市圈核心增長極”、制度型開放“中原特區(qū)”。
　　In September 2021,the Standing Committee of the Provincial Party Committee decided to incorporate 320 square kilometers of 4 towns in Weishi County into the jurisdiction of Zhengzhou Airport Economy Zone,expanding the scope of ZAEZ to 747 square kilometers.With a forward-looking vision of thirty years,in April 2022,Henan Provincial Party Committee and Provincial Government systematically reshaped and reformed the ZAEZ,expanding the development area into a core area(747km2),a linkage area(1100 km2,including the core area)and a synergy area(3200 km2,including the linkage area).It is required to build a"modernized,internationalized,world-class logistics hub",a"core growth pole of the Central Plains Economic Zone and Zhengzhou Metropolitan Area",and an institutional open"Central Plains Special Zone".

　　河南鄭州航空港是“空中絲路”先導(dǎo)區(qū)、國家航空經(jīng)濟(jì)實(shí)驗(yàn)區(qū)、中原經(jīng)濟(jì)區(qū)和鄭州都市圈核心增長極、現(xiàn)代化國際化世界級(jí)物流樞紐、中原特區(qū)。當(dāng)前，按照新發(fā)展目標(biāo)，河南鄭州航空港確立了21個(gè)城市功能片區(qū)（簡稱“21城”）新格局，包括：

　　汽車城，定位為國際領(lǐng)先的新能源汽車制造基地，主導(dǎo)產(chǎn)業(yè)為新能源汽車、儲(chǔ)能電池、智能制造。
　　電子城，定位為萬億級(jí)電子信息產(chǎn)業(yè)集群的重要功能區(qū)，主導(dǎo)產(chǎn)業(yè)為新一代信息技術(shù)、半導(dǎo)體集成電路、新型顯示。
　　生物醫(yī)藥城，定位為引領(lǐng)帶動(dòng)中原生物醫(yī)藥產(chǎn)業(yè)發(fā)展的驅(qū)動(dòng)核，主導(dǎo)產(chǎn)業(yè)為創(chuàng)新藥、原料藥、醫(yī)療器械的大規(guī)模生產(chǎn)制造。

　　智造城，定位為面向未來的智能制造新城，主導(dǎo)產(chǎn)業(yè)為高端智能裝備、新一代信息技術(shù)、新材料。
　　中原醫(yī)學(xué)科學(xué)城，定位為具有全國影響力的醫(yī)學(xué)醫(yī)藥醫(yī)療創(chuàng)新發(fā)展高地，主導(dǎo)產(chǎn)業(yè)為科技研發(fā)、生物醫(yī)藥、生命健康。

　　Zhengzhou Airport Economy Zone is the pioneer area of the"Air Silk Road",the national aviation economic experimental zone,the core growth pole of the Central Plains Economic Zone and Zhengzhou Metropolitan Area,the modern international world-class logistics hub,and the Central Plains Special Zone.Currently,in accordance with the new development goals,Zhengzhou Airport Economy Zone has established a new pattern of 21 cities,including:

　　在當(dāng)前全球產(chǎn)業(yè)變革和國家區(qū)域經(jīng)濟(jì)布局優(yōu)化調(diào)整的大背景下，面向鄭州都市圈擴(kuò)容、航空港系統(tǒng)性重塑改革的區(qū)域發(fā)展新機(jī)遇，河南鄭州航空港尤其是未來城的發(fā)展方向、功能謀劃和空間布局亟待進(jìn)行新一輪審視研究，要強(qiáng)化對(duì)各類產(chǎn)業(yè)和功能的建設(shè)規(guī)模、建設(shè)時(shí)序安排，以科學(xué)功能布局促進(jìn)有效投資。
　　Under the background of global industrial changes and national regional economic layout optimization and adjustment,facing the new opportunities of regional development with the expansion of Zhengzhou Metropolitan Area and systematic reform of the ZAEZ,the development direction,function planning,and spatial layout of the ZAEZ,especially the Future City,are in urgent need of a new round of review and research.At the same time,it is necessary to strengthen the arrangements of the construction scale of various industries and construction timing to promote effective investment in scientific functional layout.

　　為貫徹落實(shí)國家和省委省政府對(duì)鄭州航空港經(jīng)濟(jì)綜合實(shí)驗(yàn)區(qū)（簡稱“河南鄭州航空港”）的發(fā)展定位要求，牢固樹立“二次創(chuàng)業(yè)再啟航”、實(shí)現(xiàn)“二次騰飛”的新目標(biāo),鄭州航空港區(qū)管委會(huì)堅(jiān)持以高水平規(guī)劃引領(lǐng)高質(zhì)量發(fā)展，做好頂層設(shè)計(jì)，按照“三學(xué)三提升”和“三標(biāo)”工作要求，計(jì)劃組織開展河南鄭州航空港未來城城市設(shè)計(jì)國際競賽。

　　Design Scope and Design Brief
　　1、總體城市設(shè)計(jì)優(yōu)化提升
　　工作范圍：為鄭州航空港管轄范圍，面積約747平方公里。
　　工作任務(wù)：面向河南鄭州航空港新的發(fā)展定位和21個(gè)城市功能片區(qū)（簡稱“21城”）新格局，結(jié)合國內(nèi)外航空港和新城建設(shè)優(yōu)秀案例，提出總體城市設(shè)計(jì)優(yōu)化提升的創(chuàng)新理念和總體思路；評(píng)估河南鄭州航空港現(xiàn)狀建設(shè)情況，結(jié)合既有總體層面相關(guān)規(guī)劃，提出總體空間格局和21城功能布局優(yōu)化方案；針對(duì)城市綜合交通、空間形態(tài)、風(fēng)貌特色以及公共空間等方面提出設(shè)計(jì)提升策略；形成21城的建設(shè)指引。
　　(1)Overall Urban Design Optimization and Enhancement
　　Design Scope:The design area is under the jurisdiction of Zhengzhou Airport Economy Zone,covering an area of about 747 square kilometers.
　　Design Brief:Facing the new orientation of Zhengzhou Airport Economy Zone and the new pattern of 21 urban functional areas(referred to as"21 Cities"),the design agency should propose innovative concepts and general ideas for the optimization and enhancement of the overall urban design,taking into account the excellent cases of aviation ports and new city construction at home and abroad;evaluate the current situation of the construction of Zhengzhou Airport Economy Zone and the existing relevant master plans,and propose an overall spatial pattern and 21 cities’layout optimization scheme;propose design enhancement strategies for integrated urban traffic,spatial forms,landscape features,and public spaces;propose guidelines for the construction of 21 cities.
　　2、未來城詳細(xì)城市設(shè)計(jì)
　　工作范圍：北至巢湖路，東至九德南街，南至燕都大道，西至濱河?xùn)|路，包含21城的未來城和數(shù)字港，面積約27平方千米。
　　工作任務(wù)：提出未來城整體發(fā)展定位和產(chǎn)業(yè)功能策劃方案；提出整體規(guī)劃設(shè)計(jì)理念和空間格局、功能布局方案；分析研究場地特征和建設(shè)條件，提出具有創(chuàng)新性和實(shí)施性的設(shè)計(jì)創(chuàng)意，制定空間形態(tài)、公共空間、景觀環(huán)境、建筑組群、特色交通等方面的設(shè)計(jì)策略；研究實(shí)施管控，后續(xù)深化階段形成城市設(shè)計(jì)導(dǎo)則。
　　(2)Detailed Urban Design of the Future City
　　Design Scope:North to Chaohu Road,east to Jiude South Street,south to Yandu Avenue,west to Binhe East Road,including the Future City and the Digital Port of the 21 cities,covering an area of about 27 square kilometers.
　　Design Brief:Propose the overall development orientation and industrial function planning scheme of the Future City;propose the overall planning design concept and the scheme of spatial pattern and functional layout;analyze and study the site characteristics and construction conditions,propose innovative and implementable design ideas,and formulate design strategies for spatial form,public space,landscape environment,architectural clusters,and characteristic traffic;research implementation and control to form urban design guidelines in the Results Integration and Deepening Stage.

　　本次競賽采用“意向邀請(qǐng)+公開征集”兩種報(bào)名方式。

　　2、工作階段/Work stages
　　本次國際競賽工作分為“資格預(yù)審”、“方案設(shè)計(jì)及評(píng)審”、“成果整合深化”三個(gè)工作階段。
　　The competition is divided into Pre-qualification Stage,Scheme Design and Review Stage,and Results Integration and Deepening Stage.
　　（1）第一階段：資格預(yù)審
　　主辦單位公開發(fā)布公告，面向國內(nèi)外專業(yè)設(shè)計(jì)機(jī)構(gòu)公開征集，設(shè)計(jì)機(jī)構(gòu)提交相應(yīng)的報(bào)名文件和概念提案，主辦單位組織召開資格預(yù)審會(huì)擇優(yōu)選取3家入圍單位，與2家受邀單位共同進(jìn)入“方案設(shè)計(jì)及評(píng)審”階段。
　　(1)Pre-qualification Stage
　　The Host will publicly announce the competition for domestic and international design agencies,which will submit the corresponding registration materials and concept proposals,and the Host will select 3 finalists to take part in the"Scheme design and review stage"together with the 2 invited design agencies.

　　在入圍的5家設(shè)計(jì)機(jī)構(gòu)提交《參與確認(rèn)函》和《保密承諾書》后，主辦單位將組織入圍設(shè)計(jì)機(jī)構(gòu)進(jìn)行現(xiàn)場踏勘和答疑，并提供方案設(shè)計(jì)階段設(shè)計(jì)任務(wù)書和設(shè)計(jì)基礎(chǔ)資料。入圍設(shè)計(jì)機(jī)構(gòu)在規(guī)定時(shí)間內(nèi)提交符合要求的成果文件后，主辦單位組織召開方案評(píng)審會(huì)在入圍設(shè)計(jì)方案中選出前三名優(yōu)勝方案。
　　(2)Scheme Design and Review Stage
　　After the 5 shortlisted design agencies sign the Participation Confirmation Letter and the Confidentiality Commitment,the Host will organize the shortlisted design agencies to conduct the site visit and Q&A and provide the design brief and design basic information for the project design stage.After the shortlisted design agencies submit the required deliverables within the specified time,the Host will organize the Scheme Design Review Meeting to select the top three excellent schemes among the shortlisted design programs.

　　成果整合深化工作包括：①航空港總體城市設(shè)計(jì)優(yōu)化提升整合。②21個(gè)城市功能片區(qū)優(yōu)化提升指引。③未來城城市設(shè)計(jì)成果整合，并形成城市設(shè)計(jì)導(dǎo)則。
　　(3)Results Integration and Deepening Stage
　　The integration and deepening of the results include:①Optimize and enhance the integration of the overall urban design of the Zhengzhou Airport Economy Zone.②To give guidelines for the optimization and enhancement of 21 urban functional areas.③Integrate the urban design results of the Future City and form the Urban Design Guidelines.
　　原則上由獲得第一名的設(shè)計(jì)機(jī)構(gòu)在充分尊重方案評(píng)審會(huì)意見的基礎(chǔ)上，完成成果整合深化工作。如第一名機(jī)構(gòu)放棄成果整合深化工作，由第二名、第三名的設(shè)計(jì)機(jī)構(gòu)按照先后次序取得整合深化資格。成果整合深化工作服務(wù)合同另行簽訂。
　　In principle,the first place design agency will complete the integration and deepening of the results on the basis of full respect for the opinions of the Scheme Design and Review Meeting.If the first place agency gives up the integration and deepening work,the second and third place design agencies will obtain the integration qualification in order of priority.The service contract of results integration and deepening is signed separately.
　　為保證整合深化成果的切合實(shí)際和有效落地，主辦方有權(quán)邀請(qǐng)河南省內(nèi)設(shè)計(jì)機(jī)構(gòu)支持并配合成果整合深化機(jī)構(gòu)，共同完成成果整合深化工作，河南省內(nèi)設(shè)計(jì)機(jī)構(gòu)工作費(fèi)用由主辦方另行支付。
　　To ensure the practicality and effective implementation of the integration and deepening results,the Host has the right to invite the design agencies in Henan Province to support and cooperate with the design agency that has undertaken the integration and deepening of the results to complete the work.The cost of the work of the design agency in Henan Province will be calculated separately.
　　3、報(bào)名要求/Registration requirements
　　（1）本次國際征集不設(shè)資質(zhì)要求，采用全球公開報(bào)名的方式，國內(nèi)外設(shè)計(jì)機(jī)構(gòu)均可報(bào)名參加，不接受個(gè)人或個(gè)人組合的報(bào)名。
　?。?）鼓勵(lì)聯(lián)合體報(bào)名，聯(lián)合體成員不得超過3家，需以聯(lián)合體協(xié)議書明確聯(lián)合體的牽頭機(jī)構(gòu)和各自職責(zé)。聯(lián)合體各方不得再單獨(dú)以自己名義，或者與另外的設(shè)計(jì)機(jī)構(gòu)組成聯(lián)合體參加本次國際征集。
　?。?）國內(nèi)外設(shè)計(jì)機(jī)構(gòu)必須具有經(jīng)合法注冊(cè)并在有效期內(nèi)的營業(yè)執(zhí)照，且必須具有獨(dú)立企業(yè)法人資格。法定代表人為同一個(gè)人的兩個(gè)及兩個(gè)以上法人，母公司、全資子公司及其控股公司，不得同時(shí)報(bào)名參賽。
　?。?）具有機(jī)場片區(qū)、城市中心地區(qū)、濱水公共空間等同類項(xiàng)目城市設(shè)計(jì)經(jīng)驗(yàn)的設(shè)計(jì)機(jī)構(gòu)將被優(yōu)先考慮。
　?。?）負(fù)責(zé)本項(xiàng)目的主要設(shè)計(jì)工作的主創(chuàng)設(shè)計(jì)師需參加重要節(jié)點(diǎn)的匯報(bào)會(huì)議等工作，如在競賽過程中發(fā)現(xiàn)主創(chuàng)設(shè)計(jì)師與資格預(yù)審材料所提交的團(tuán)隊(duì)人員不符，主辦方有權(quán)取消其入圍和競賽資格。
　　(1)There are no qualification requirements for this international competition,and both domestic and foreign design agencies can apply for the competition.But individuals or combinations of individuals will not be accepted.
　　(2)Consortium registration is encouraged,and the Consortium members shall not exceed 3,and the lead agency and respective responsibilities of the Consortium shall be clearly defined in the Consortium agreement.Each party of the Consortium shall not participate in the international competition on its own behalf or form a Consortium with another design agency.
　　(3)Design agency,either from home or abroad,must be independent legal entities with legally registered and effective business licenses.For two or more legal entities that have one same legal representative,their parent companies,wholly owned subsidiaries and holding companies are not allowed to register for the Competition at the same time.
　　(4)Design agency with experience in urban design for airport areas,city center areas,waterfront public spaces and other similar projects will be given prioritized consideration.
　　(5)The chief designer who is responsible for the main design work of the project should participate in the reporting meeting of important nodes.If the chief designer is found to be different from the team members submitted in the pre-qualification materials during the competition,the Host has the right to cancel its qualification for the shortlisting and competition.

　　競賽獎(jiǎng)金
　　Competition Awards
　　1、獎(jiǎng)金設(shè)置/Awards
　　第一名（1名）：獲得獎(jiǎng)金人民幣570萬元整。
　　第二名（1名）：獲得獎(jiǎng)金人民幣360萬元整。
　　第三名（1名）：獲得獎(jiǎng)金人民幣250萬元整。
　　第四至五名（2名）：每個(gè)獲獎(jiǎng)單位獲得獎(jiǎng)金人民幣180萬元整。
　　原則上由獲得第一名的設(shè)計(jì)機(jī)構(gòu)完成方案整合深化工作，整合深化費(fèi)用為200萬元整。
　　The First Prize(1 winner):RMB 5.7 million.
　　The Second Prize(1 winner):RMB 3.6 million.
　　The Third Prize(1 winner):RMB 2.5 million;
　　The Fourth and Fifth Prizes(2 winners):RMB 1.8 million.
　　In principle,the design agency that won first place should complete the integration and deepening of the results.The total cost of results integration and deepening is 2 million yuan.
　　2、支付方式/Payment terms
　　獎(jiǎng)金在本次國際競賽結(jié)果公示結(jié)束（且沒有異議）后開始辦理支付手續(xù)。獎(jiǎng)金費(fèi)用均以人民幣支付。以聯(lián)合體形式參賽并獲得獎(jiǎng)金的設(shè)計(jì)機(jī)構(gòu)，獎(jiǎng)金將統(tǒng)一發(fā)放至聯(lián)合體指定的賬戶。設(shè)計(jì)機(jī)構(gòu)所獲獎(jiǎng)金產(chǎn)生的任何稅金由設(shè)計(jì)機(jī)構(gòu)自理。
　　設(shè)計(jì)機(jī)構(gòu)應(yīng)按照要求提供國內(nèi)合法增值稅發(fā)票等付款資料，并按照要求配合完成費(fèi)用結(jié)算各項(xiàng)手續(xù)。
　　國外設(shè)計(jì)機(jī)構(gòu)若無法使用本機(jī)構(gòu)帳戶收取人民幣的，可授權(quán)國內(nèi)合法獨(dú)立法人代收款項(xiàng)及開具發(fā)票。
　　The payment procedures of the awards will commence after the public display of the international competition(without objection).For design agencies that participate as a consortium and win an award,the award money will be paid to the account designated by the consortium.The payment will be made in RMB,and any taxes incurred therefrom will be on the accounts of the design agencies.
　　Design agencies should provide materials required for payment,such as legitimate Chinese VAT invoice,and render supports as may be necessary for the settlement procedures.
　　Offshore design agencies that are not able to collect the payment in RMB via its own account may authorize a legitimate independent legal entity from the Chinese Mainland to collect the payment and issue invoice on its behalf.
