　　Background
　　隨著中國(guó)經(jīng)濟(jì)的快速發(fā)展，汽車已經(jīng)成為國(guó)民經(jīng)濟(jì)的支柱性企業(yè)，產(chǎn)業(yè)鏈長(zhǎng)，涉及面廣、帶動(dòng)性強(qiáng)，國(guó)際化程度高，在國(guó)家產(chǎn)業(yè)體系中一直占據(jù)著重要地位，汽車改變了我們生活，為出行提供了便利。近年來(lái)，汽車行業(yè)在技術(shù)和市場(chǎng)方面取得了重大突破和進(jìn)展，汽車技術(shù)水平提高和汽車產(chǎn)業(yè)集群效應(yīng)顯現(xiàn)。海南省提出2030年全域禁售燃油車，2035年生態(tài)環(huán)境做到全世界領(lǐng)先。在自由貿(mào)易港建設(shè)背景下，海南建設(shè)國(guó)家生態(tài)文明試驗(yàn)區(qū)和國(guó)際旅游消費(fèi)中心離不開(kāi)汽車的推廣應(yīng)用。
　　三亞南丁汽車小鎮(zhèn)致力于建設(shè)成為三亞“人·車·生活”綜合體驗(yàn)區(qū)，未來(lái)將引進(jìn)知名汽車產(chǎn)業(yè)上下游企業(yè)和旅游服務(wù)企業(yè)，匯聚汽車貿(mào)易展銷和汽車貿(mào)易、運(yùn)營(yíng)維保、智慧能源、創(chuàng)新體驗(yàn)等領(lǐng)域市場(chǎng)主體，形成帶動(dòng)三亞市汽車應(yīng)用和汽車發(fā)展的新引擎。
　　With the rapid development of China's economy,automobiles have become a pillar enterprise of the national economy,with a long industrial chain,wide coverage,strong driving force,and high degree of internationalization.They have always occupied an important position in the national industrial system.Automobiles have changed our lives and provided convenience for travel.In recent years,the automotive industry has made significant breakthroughs and progress in technology and market,with the improvement of automotive technology level and the emergence of automotive industry cluster effects.Hainan Province has proposed a nationwide ban on the sale of fuel vehicles by 2030,and the ecological environment will become world leading by 2035.In the context of the construction of a free trade port,the construction of a national ecological civilization pilot zone and an international tourism consumption center in Hainan cannot do without the promotion and application of automobiles.
　　Sanya Nanding Automobile Town is committed to building itself into a comprehensive experience zone of"people,cars,and life"in Sanya.In the future,it will introduce well-known upstream and downstream enterprises in the automobile industry and tourism service enterprises,gather market entities in the fields of automobile trade exhibition and sales,automobile trade,operation and maintenance,smart energy,and innovative experience,and form a new engine to drive the application and development of automobiles in Sanya.

　　競(jìng)賽目標(biāo)
　　Competition Objectives
　　三亞南丁汽車小鎮(zhèn)項(xiàng)目擬打造成以汽車貿(mào)易、創(chuàng)新體驗(yàn)、智慧能源、運(yùn)營(yíng)維保為主要功能，匯聚文化、餐飲、購(gòu)物、娛樂(lè)、等產(chǎn)業(yè)配套的三亞“人·車·生活”綜合體驗(yàn)區(qū)。
　　整體設(shè)計(jì)應(yīng)結(jié)合現(xiàn)狀條件、空間特征、城市關(guān)系和產(chǎn)業(yè)研究，研判提煉項(xiàng)目發(fā)展目標(biāo)和愿景，制定具有前瞻性、創(chuàng)想性的整體城市設(shè)計(jì)理念和開(kāi)發(fā)目標(biāo)，提出項(xiàng)目的核心價(jià)值。
　　The Sanya Nanding Automobile Town project is planned to be built into a comprehensive experience area of"people,cars,and life"in Sanya,with the main functions of automobile trade,innovation experience,smart energy,and operation and maintenance,gathering supporting industries such as culture、catering、shopping,entertainment,and so on.
　　The overall design should combine current conditions,spatial characteristics,urban relationships,and industrial research,analyze and extract project development goals and visions,formulate forward-looking and innovative overall urban design concepts and development goals,and propose the core values of the project.

　　項(xiàng)目基本情況及區(qū)位
　　Basic information and location of the project
　　項(xiàng)目名稱：三亞南丁汽車小鎮(zhèn)城市設(shè)計(jì)暨建筑概念方案設(shè)計(jì)征集
　　項(xiàng)目區(qū)位：項(xiàng)目位于吉陽(yáng)區(qū)南丁北片區(qū)，亞龍灣互通西北側(cè)，南面為G98環(huán)島高速，北面為馬點(diǎn)嶺，依山而建，自然資源和地理位置突出。
　　區(qū)域交通：項(xiàng)目緊鄰亞龍灣互通，距離三亞鳳凰國(guó)際機(jī)場(chǎng)17km，距離三亞站9km，距離亞龍灣站3km，到達(dá)三亞市中心約15分鐘車程，交通十分便捷。（詳見(jiàn)圖01）

　　Project Name:Collection of Urban Design and Architectural Conceptual Scheme Design for Nanding Automobile Town in Sanya
　　Project Location:The project is located in the Nanding North Area of Jiyang District,northwest of Yalong Bay Interchange.To the south is the G98 Island Expressway,and to the north is the Madian Ridge.It is built along the mountain,with outstanding natural resources and geographical location.
　　Regional transportation:The project is adjacent to the Yalong Bay Interchange,17 kilometers away from Sanya Phoenix International Airport,9 kilometers away from Sanya High Speed Railway Station,3 kilometers away from Yalong Bay High Speed Railway Station,and about 15 minutes'drive to the city center of Sanya.The transportation is very convenient.(See Figure 01 for details)

　　設(shè)計(jì)范圍
　　Design scope
　　本次征集設(shè)計(jì)范圍為三亞南丁北片區(qū)，東臨落牙嶺，西至南丁村，北臨馬點(diǎn)嶺，南至G98環(huán)島高速，規(guī)劃總用地面積約48.44公頃。（詳見(jiàn)圖02）

　　The scope of this solicitation design is the Nanding North Area in Sanya,bordering Luoya Ridge to the east,Nanding Village to the west,Madian Ridge to the north,and G98 Island Expressway to the south.The total planned land area is approximately 48.44 hectares.(See Figure 02 for details)

　　競(jìng)賽規(guī)則
　　Competition Rules
　　1、組織方式：本次競(jìng)賽采用公開(kāi)報(bào)名方式。
　　2、工作階段：本次競(jìng)賽工作分為“資格預(yù)審”、“方案競(jìng)賽”二個(gè)工作階段。
　?。?）第一階段：資格預(yù)審階段
　　主辦單位公開(kāi)發(fā)布公告，面向國(guó)內(nèi)外專業(yè)設(shè)計(jì)機(jī)構(gòu)公開(kāi)征集，設(shè)計(jì)機(jī)構(gòu)提交相應(yīng)的報(bào)名文件和概念提案，主辦單位組織召開(kāi)資格預(yù)審會(huì)擇優(yōu)選取3家入圍單位進(jìn)入“方案競(jìng)賽”階段。選出2家（有排序）備選單位。
　　（2）第二階段：方案競(jìng)賽階段
　　組織單位向入圍的3家申請(qǐng)人發(fā)送第二階段項(xiàng)目設(shè)計(jì)資料，組織現(xiàn)場(chǎng)踏勘和答疑，并提供方案設(shè)計(jì)階段設(shè)計(jì)任務(wù)書(shū)和設(shè)計(jì)基礎(chǔ)資料。
　　3、報(bào)名要求
　　（1）境內(nèi)外獨(dú)立法人企業(yè)或機(jī)構(gòu)均可報(bào)名參加。不接受個(gè)人或個(gè)人組合的報(bào)名。
　?。?）申請(qǐng)人須同時(shí)具備建設(shè)主管部門頒發(fā)的城鄉(xiāng)規(guī)劃編制甲級(jí)、建筑工程甲級(jí)或工程設(shè)計(jì)綜合甲級(jí)資質(zhì)。
　?。?）參賽單位可單獨(dú)作為參賽申請(qǐng)人，或與其他參賽單位組成聯(lián)合體參賽申請(qǐng)人(以下簡(jiǎn)稱“聯(lián)合體”)報(bào)名，聯(lián)合體成員(含牽頭單位)數(shù)量不超過(guò)3家。聯(lián)合體成員至少1家同時(shí)具備建設(shè)主管部門頒發(fā)的城鄉(xiāng)規(guī)劃編制甲級(jí)建筑工程甲級(jí)或工程設(shè)計(jì)綜合甲級(jí)資質(zhì)。聯(lián)合體各成員需簽署具有法律效力的《聯(lián)合體協(xié)議》，明確牽頭單位、分工、權(quán)益份額比例等。聯(lián)合體各方不得再單獨(dú)以自己名義，或者與另外的設(shè)計(jì)團(tuán)隊(duì)組成聯(lián)合體參加本次競(jìng)賽。
　?。?）參賽申請(qǐng)人(聯(lián)合體)須在報(bào)名材料中指定1至2名主創(chuàng)設(shè)計(jì)師。
　　（5）參與本次競(jìng)賽的設(shè)計(jì)人員應(yīng)為其所屬設(shè)計(jì)單位的在冊(cè)人員。主創(chuàng)設(shè)計(jì)師須在本次競(jìng)賽全過(guò)程及后續(xù)工作中真正負(fù)責(zé)主導(dǎo)本項(xiàng)目設(shè)計(jì)工作，包括但不限于出席踏勘答疑會(huì)等。在本次競(jìng)賽過(guò)程中，如發(fā)現(xiàn)主創(chuàng)設(shè)計(jì)師與遞交材料中的人員不符，主辦單位/承辦單位有權(quán)取消其參賽資格。
　?。?）法定代表人為同一個(gè)人的兩個(gè)及兩個(gè)以上法人企業(yè)或機(jī)構(gòu)，母公司及其全資子公司，有控股關(guān)系的公司，視為同一參賽單位，不得同時(shí)以多個(gè)參賽申請(qǐng)人名義提交2份或2份以上報(bào)名。
　?。?）為保證設(shè)計(jì)人員對(duì)本次競(jìng)賽背景和相關(guān)要求有準(zhǔn)確理解，主要設(shè)計(jì)人員中應(yīng)至少有一名以漢語(yǔ)為母語(yǔ)的成員。
　　1.Organization method:This competition adopts an open registration method.
　　2.Work stage:The competition work is divided into three stages:"pre qualification","scheme competition",and"scheme deepening".
　　(1)Phase 1:Prequalification stage
　　The organizer publicly releases an announcement,soliciting bids from professional design institutions both domestically and internationally.The design institutions submit corresponding registration documents and concept proposals,and the organizer organizes a pre qualification meeting to select three shortlisted units to enter the"Scheme Competition"stage.,Select 2(sorted)alternative units.
　　(2)Phase 2:Scheme Competition Phase
　　The organizational unit sends the second stage project design materials to the three shortlisted applicants,organizes on-site surveys and Q&A,and provides the design task book and basic design data for the scheme design stage.
　　3.Registration requirements
　　(1)Independent legal entities or institutions both domestically and internationally can apply to participate.Registration for individuals or combinations of individuals is not accepted.
　　(2)The applicant must have a Class A qualification for urban and rural planning,a Class A qualification for construction engineering,or a Class A qualification for comprehensive engineering design issued by the competent construction department.
　　(3)Participating units can register as individual applicants or form a consortium with other participating units(hereinafter referred to as the"consortium").The number of consortium members(including leading units)shall not exceed 3.Each member of the consortium shall sign a legally binding"Consortium Agreement",specifying the leading unit,division of labor,and proportion of equity shares.Each party to the consortium shall not participate in this competition solely in their own name or in a consortium with another design team.
　　(4)The participating applicant(consortium)must specify 1 to 2 main creative designers in the registration materials.
　　(5)The designers participating in this competition should be registered personnel from their affiliated design units.The lead designer must be truly responsible for leading the design work of this project throughout the entire competition process and subsequent work,including but not limited to attending survey Q&A meetings.In the process of this competition,if it is found that the main creative designer does not match the personnel in the submitted materials,the organizer/organizer has the right to cancel their participation qualification.
　　(6)Two or more legal entities or institutions with the same legal representative,parent company and its wholly-owned subsidiaries,or companies with controlling relationships,shall be considered as the same participating entity and shall not submit two or more applications in the name of multiple participating applicants at the same time.
　　(7)To ensure that the designers have an accurate understanding of the background and relevant requirements of this competition,at least one member of the main design team should be native to Chinese.

　　競(jìng)賽獎(jiǎng)金
　　Competition bonus
　　1、獎(jiǎng)金設(shè)置
　　一等獎(jiǎng)1名：獲得獎(jiǎng)金人民幣150萬(wàn)元整。
　　二等級(jí)1名：獲得獎(jiǎng)金人民幣100萬(wàn)元整。
　　優(yōu)秀獎(jiǎng)1名：獲得獎(jiǎng)金人民幣50萬(wàn)元整。
　　2、支付方式
　　獎(jiǎng)金在本次國(guó)際競(jìng)賽結(jié)果公示結(jié)束（且沒(méi)有異議）后開(kāi)始辦理支付手續(xù)。獎(jiǎng)金費(fèi)用均以人民幣支付。以聯(lián)合體形式參賽并獲得獎(jiǎng)金的設(shè)計(jì)機(jī)構(gòu)，獎(jiǎng)金將統(tǒng)一發(fā)放至聯(lián)合體指定的賬戶。設(shè)計(jì)機(jī)構(gòu)所獲獎(jiǎng)金產(chǎn)生的任何稅金由設(shè)計(jì)機(jī)構(gòu)自理。
　　設(shè)計(jì)機(jī)構(gòu)應(yīng)按照要求提供國(guó)內(nèi)合法增值稅發(fā)票等付款資料，并按照要求配合完成費(fèi)用結(jié)算各項(xiàng)手續(xù)。
　　國(guó)外設(shè)計(jì)機(jī)構(gòu)若無(wú)法使用本機(jī)構(gòu)帳戶收取人民幣的，可授權(quán)國(guó)內(nèi)合法獨(dú)立法人代收款項(xiàng)及開(kāi)具發(fā)票。
　　1.Bonus settings
　　First Prize:Received a prize of RMB 1.5 million.
　　First place in the second level:Get a bonus of RMB 1 million.
　　1 Outstanding Award:Received a prize of RMB 500000.
　　2.Payment method
　　The payment procedures for the bonus will begin after the announcement of the results of this international competition is completed(and there are no objections).The bonus fees are all paid in RMB.Design institutions that participate in the form of a consortium and receive bonuses will be uniformly distributed to the account designated by the consortium.Any taxes generated from the bonus received by the design agency shall be borne by the design agency itself.
　　The design agency shall provide domestic legal value-added tax invoices and other payment materials as required,and cooperate in completing various procedures for cost settlement as required.
　　If foreign design institutions are unable to use their own accounts to collect RMB,they may authorize domestic legal and independent legal persons to collect funds and issue invoices on their behalf.

　　一、第一階段：資格預(yù)審階段（2023年8月26日～2023年9月12日）
　　2023年8月26日發(fā)布正式公告。
　　2023年8月30日資料下載申請(qǐng)截止。
　　2023年9月1日應(yīng)征申請(qǐng)人通過(guò)郵件方式遞交提交《競(jìng)賽報(bào)名表》,主辦方發(fā)送相關(guān)設(shè)計(jì)資料，報(bào)名截止。
　　2023年9月8日應(yīng)征申請(qǐng)人遞交資格預(yù)審文件和概念提案文件。
　　2023年9月9日召開(kāi)資格預(yù)審會(huì)。
　　2023年9月11日公布資格預(yù)審結(jié)果。
　　2023年9月12日入圍申請(qǐng)人提交參賽確認(rèn)函。
　　二、第二階段：競(jìng)賽階段（2023年9月13日～2023年10月25日）
　　2023年9月13日正式發(fā)布第二階段設(shè)計(jì)資料。
　　2023年9月14日現(xiàn)場(chǎng)踏勘及答疑會(huì)。
　　2023年9月28日中期匯報(bào)。
　　2023年10月19日應(yīng)征人遞交方案成果。
　　2023年10月21日召開(kāi)方案評(píng)審會(huì)。
　　2023年10月25公布方案評(píng)審結(jié)果。
　　注意：以上時(shí)間以北京時(shí)間為準(zhǔn)，主、承辦單位可根據(jù)工作需要調(diào)整上述日程安排。

　　The second phase design materials will be released on September 13,2023.
　　On September 14,2023,on-site survey and Q&A.
　　Interim report on September 28,2023.
　　The applicant will submit the results on October 19,2023.
　　A plan review meeting will be held in late October 2023.
　　The results of the plan review will be announced in late October 2023.
　　Note:The above timetable(Beijing Time)is tentative and subject to adjustment by the Hosts and the Organizer.
