(hereinafter referred to as the “Host”) entrusts Shenzhen Eden Advisory Co., Ltd as Solicitation Agent (hereinafter referred to as “Solicitation Agent”) to organize the International Solicitation for Architectural Conceptual Scheme of Chengdu Jiaozi Park Financial Business District “Two Parks and One Center” Initial Project and invites design agencies with relevant design experience worldwide to apply and submit pre-qualification Application Documents. Through this pre-qualification, the Host will select three applicants to participate in the solicitation activity and the Solicitation Documents (including the Design Brief) will only be provided to the three shortlisted applicants. Applicants must submit Application Documents regarding the buildings of B09, B10 and C05 plots and overall characteristic block at the same time. Applicants who meet the eligibility criteria are welcome to submit the Pre-qualification Application Documents.

成都交子公園金融商務(wù)區(qū)位于四川省成都市中心城區(qū)南部錦江兩岸,總面積 9.3 平方公里,是成都推進(jìn)西部金融中心建設(shè)主承載地、國際化都市級公園商圈和未來公園社區(qū)典范。“兩園一中心”為片區(qū)核心功能支撐,包括西部金融總部產(chǎn)業(yè)園、金融科技創(chuàng)新生態(tài)園及“一帶一路”開放合作中心。本次“兩園一中心”首開項(xiàng)目位于商務(wù)區(qū)三期高新片區(qū) B09、B10、C05 地塊,重點(diǎn)發(fā)展數(shù)字金融、數(shù)字人民幣、財(cái)富管理等金融科技產(chǎn)業(yè)。項(xiàng)目地理位置優(yōu)越,周邊商務(wù)商業(yè)氛圍成熟,道路系統(tǒng)完善,交通便利,毗鄰交子公園及錦江,具有良好的景觀視野及朝向。

二、征集程序II.Solicitation procedure
1.資格預(yù)審

征集人和征集代理將組建資格預(yù)審評審委員會,對按時遞交了資格預(yù)審《申請文件》的應(yīng)征申請人進(jìn)行審查和評審,擇優(yōu)選取 3 位應(yīng)征人參加征集活動。
The Host and Solicitation Agent will set up a pre-qualification review jury to examine and review the applicants who have submitted the pre-qualification Application Documents on time, and three applicants will be selected to participate in the solicitation activities.
2.概念方案評審2.Conceptual scheme review
征集人和征集代理將組建方案評審專家評審委員會,對 B09、B10 及 C05 地塊建筑及整體特色街區(qū)應(yīng)征的概念方案分別進(jìn)行綜合評審,并對3位應(yīng)征人提交的 B09、B10 及 C05 地塊建筑及整體特色街區(qū)概念方案分別進(jìn)行排序。
The Host and Solicitation Agent will set up an expert scheme review jury to separately conduct the comprehensive review for the conceptual schemes of buildings of B09, B10 and C05 plots as well as overall characteristic block, and respectively rank the conceptual schemes of buildings of B09, B10 and C05 plots overall characteristic block submitted by three applicants.
3.中選方案的確定3.Determination of the selected schemes
征集人在向相關(guān)政府主管單位和部門匯報了專家評審結(jié)果,并征詢了相關(guān)政府主管單位和部門的意見后,針對每個地塊從 3 個方案中各確定 1 個為中選方案,三個地塊的中選方案可以來自同一個應(yīng)征人或者不同的應(yīng)征人。
After reporting the expert review results to the relevant competent authorities and departments and consulting the opinions of the relevant competent authorities and departments, the Host determines one of the three schemes for each plot as the selected scheme. 4.深化設(shè)計(jì)咨詢4.Design development consulting
征集人在確定各地塊中選方案后,將與各方案的中選單位簽訂深化設(shè)計(jì)咨詢合同,完成建筑方案深化設(shè)計(jì)咨詢、方案報規(guī)報建配合、施工實(shí)施階段配合等顧問工作。深化設(shè)計(jì)咨詢費(fèi)由應(yīng)征人自行報價,與建筑概念方案設(shè)計(jì)成果同時遞交。深化設(shè)計(jì)咨詢費(fèi)的報價將被作為概念方案評審的重要考慮因素之一。
After determining the selected scheme for each plot, the Host will sign the design development consulting contract with the selected units of each scheme and complete the design development consulting of the architectural scheme, the cooperation of the scheme submission to planning and construction authorities, the cooperation of the construction implementation stage and other advisory work. The design development consulting fee will be quoted by the applicant on its own and submitted at the same time with the deliverables of the architectural concept scheme. The quotation for the design development consulting fee will be considered as one of the factors in the conceptual scheme review.

六、應(yīng)征申請人的資格要求VI.Qualification requirements of the applicant
1、資質(zhì)要求:
1. Qualification requirements:
(1)國外機(jī)構(gòu)作為應(yīng)征申請人的,須在其所在國家或地區(qū)具有合法營業(yè)及設(shè)計(jì)許可;(1) If a foreign agency acts as an applicant, it must have a legal business and design license in its country or region;
(2)國內(nèi)機(jī)構(gòu)作為獨(dú)立應(yīng)征申請人的,須具有建筑行業(yè)(建筑工程)甲級(或以上)資質(zhì)或建筑設(shè)計(jì)事務(wù)所甲級資質(zhì)(港、澳、臺地區(qū)機(jī)構(gòu)須在其所在地具有合法營業(yè)及設(shè)計(jì)許可)。
(2) If a domestic agency acts as an independent applicant, it must have Grade A (or above) qualifications in the building industry (construction engineering) or Grade A qualifications in architectural design firms (agencies in Hong Kong, Macao and Taiwan must have legal business and design licenses in their locations).

5、參與本次征集的規(guī)劃設(shè)計(jì)人員應(yīng)為該設(shè)計(jì)機(jī)構(gòu)的在冊人員,主創(chuàng)設(shè)計(jì)師必須真正負(fù)責(zé)本次項(xiàng)目,參與本次征集全過程,且答疑會、評審匯報均需參加。為了保證項(xiàng)目規(guī)劃設(shè)計(jì)人員對中國地區(qū)背景和相關(guān)要求的準(zhǔn)確理解,項(xiàng)目規(guī)劃設(shè)計(jì)人員中應(yīng)至少有一名通曉中文的人士。

每個地塊經(jīng)征集人征詢相關(guān)政府主管單位和部門意見后,由征集人確定的中選單位,將獲得后續(xù)深化設(shè)計(jì)咨詢合同,深化設(shè)計(jì)咨詢費(fèi)控制價為人民幣8664.768萬元(含稅)(按照規(guī)劃指標(biāo)中計(jì)容面積481376平方米*180元/每平方米計(jì)算,最終計(jì)容面積以政府批復(fù)的規(guī)劃許可證的內(nèi)容為準(zhǔn)。)。應(yīng)征人根據(jù)方案自行報價,報價金額不應(yīng)超過控制價。
After consulting the opinions of the competent government departments for each plot, the Host determines the selected unit of each plot. These units will be awarded a subsequent design development consulting contract, and the design development consulting fees will be controlled within RMB 86.64768 million yuan (including tax)(which is calculated according to 481,376 m2 * 180 yuan/ m2 in the capacity building area of the planning indicator. 具體工作內(nèi)容為:(1)完成用地紅線圖內(nèi)的相關(guān)設(shè)計(jì),包括:1)建筑專業(yè)初步設(shè)計(jì)深度、2)幕墻專項(xiàng)初步設(shè)計(jì)深度、3)景觀專項(xiàng)概念設(shè)計(jì)深度、4)室內(nèi)專項(xiàng)概念設(shè)計(jì)深度、5)室外泛光照明專項(xiàng)概念設(shè)計(jì)深度、6)標(biāo)識專項(xiàng)概念設(shè)計(jì)深度,建筑設(shè)計(jì)的深度應(yīng)符合《建筑工程設(shè)計(jì)文件編制深度規(guī)定》(2016 版)中關(guān)于方案設(shè)計(jì)階段、初步設(shè)計(jì)階段,建筑設(shè)計(jì)的設(shè)計(jì)說明和圖紙要求。(2)配合征集人通過法定流程選定的國內(nèi)設(shè)計(jì)院完成方案設(shè)計(jì)的規(guī)劃報批工作、初步設(shè)計(jì)工作,涉及方案效果落地的施工圖設(shè)計(jì)審查工作、以及實(shí)施階段的現(xiàn)場配合工作。

(2) cooperating with the domestic design institute selected by the Host via the statutory process to complete the planning and approval work and the preliminary design of the scheme design, the review of the construction drawing design involving the implementation of the scheme rendering, and the on-site cooperation during the implementation phase.
2. 方案補(bǔ)償費(fèi)2. Compensation
應(yīng)征人將按照提交的方案數(shù)量,獲得相應(yīng)方案補(bǔ)償費(fèi),每個地塊方案補(bǔ)償費(fèi)為人民幣 80萬元,方案補(bǔ)償協(xié)議將在方案評審會結(jié)束后30個工作日內(nèi)簽訂,方案補(bǔ)償費(fèi)協(xié)議簽訂后,應(yīng)征人在結(jié)合方案評審意見、相關(guān)政府主管單位和部門意見對方案進(jìn)行優(yōu)化,并按期向征集人交付優(yōu)化方案并經(jīng)驗(yàn)收合格后開始辦理支付手續(xù)。征集人征詢相關(guān)政府主管單位和部門意見后,由征集人確定中選單位后,該單位獲得的方案補(bǔ)償費(fèi)將抵扣其相應(yīng)的深化設(shè)計(jì)咨詢費(fèi)。
The shortlisted applicants will receive the corresponding design compensation according to the number of schemes, scheme design compensation of each plot amounts to RMB 800,000 yuan. The design compensation agreement will be signed within 30 working days after the end of scheme review meeting. The applicant shall optimize the scheme in combination with the scheme review opinions and the opinions of relevant government authorities and departments and deliver the optimization scheme to the Host on schedule. After the acceptance, the Host will start to handle the payment procedures. After consulting the opinions of the competent government departments, the Host determines the selected unit of each plot. The design compensation obtained by the unit will be deducted from its corresponding design development fees.
當(dāng)應(yīng)征人出現(xiàn)下列情況時,征集人不予支付方案補(bǔ)償費(fèi)。
The Host will not pay the compensation when the following circumstances arise.
(1)應(yīng)征人未按規(guī)定時間遞交完整的《應(yīng)征文件》;
(1) The applicant has not submitted the full Application Documents according to the prescribed time;
(2)應(yīng)征人只遞交了一個、或兩個地塊的《應(yīng)征文件》,未同時對B09、B10、C05地塊建筑以及整體特色街區(qū)遞交《應(yīng)征文件》,征集人不會就該地塊單獨(dú)支付方案補(bǔ)償費(fèi);
(2) The applicant only submits the Application Documents for one or two plot and fails to submit the Application Documents for buildings of B09, B10, C05 plots and overall characteristic block simultaneously, so the Host won’t pay the compensation for the plot separately.
(3)應(yīng)征人遞交的《應(yīng)征文件》被方案評審專家評審委員會認(rèn)定為未對《征集文件》的要求作出實(shí)質(zhì)性的響應(yīng);
(3) The Application Documents submitted by the applicant is identified by the expert scheme review jury as not making a substantive response to the requirements of Solicitation Documents;
(4)應(yīng)征人遞交的《應(yīng)征文件》被方案評審專家評審委員會認(rèn)定為未達(dá)到本次征集設(shè)計(jì)工作深度及要求的;
(4) The Application Documents submitted by the applicant is identified by the expert scheme review jury as not meeting the depth and requirements of the design work of the solicitation;
(5)征集期間,應(yīng)征人的資格條件發(fā)生變化,不能達(dá)到上述第六條規(guī)定的資格要求,被征集人取消應(yīng)征人資格。
(5) During the solicitation, if the qualification conditions of the applicant have changed and the applicant fails to meet the qualification requirements stipulated in Article VI above, the applicant is disqualified by the Host.
3. 深化設(shè)計(jì)咨詢費(fèi)、方案補(bǔ)償費(fèi)的支付方式3. Payment method of design development consulting fee and compensations
本次征集的方案補(bǔ)償費(fèi)及深化設(shè)計(jì)咨詢費(fèi)均以人民幣直接支付給應(yīng)征人,所有中國境內(nèi)、外應(yīng)繳納的各項(xiàng)稅費(fèi)均由應(yīng)征人自理,須提供符合征集人要求的中國國內(nèi)完稅發(fā)票。境外應(yīng)征人若無法使用本機(jī)構(gòu)帳戶收取人民幣的,須與征集人簽訂三方支付協(xié)議并授權(quán)國內(nèi)合法獨(dú)立法人代收款項(xiàng), 征集人在為應(yīng)征人代扣代繳中國境內(nèi)勞務(wù)增值稅及所得稅后,將剩余款項(xiàng)支付至其國內(nèi)合法獨(dú)立法人機(jī)構(gòu),因此產(chǎn)生的所有費(fèi)用由應(yīng)征人自行負(fù)責(zé)。
The compensation and design development consulting fees of this solicitation will be paid in RMB directly to the applicant, and all taxes and fees payable inside and outside China should be borne by the applicant on its own, and the invoices for domestic tax payment in China should be provided in accordance with the requirements of the host. If the overseas applicant is unable to use its account to receive RMB, it needs to sign a tripartite payment agreement with the host and authorizes the legal and independent legal person in China to receive the payment on its behalf. After withholding and paying the value-added tax and income tax on labor services in China for the applicant, the host will pay the remaining amount to its domestic legal independent legal person, and all expenses incurred therefrom shall be borne by the applicants.
4.其他4. Others4.1 應(yīng)征人參加本次資格預(yù)審及方案征集的所有費(fèi)用(含差旅住宿費(fèi)、模型制作、打印費(fèi)等)均自行承擔(dān)。
