都江堰至四姑娘山山地軌道交通扶貧項(xiàng)目（項(xiàng)目名稱）已由四川省發(fā)展和改革委員會(huì)（項(xiàng)目審批、核準(zhǔn)或備案機(jī)關(guān)名稱）以川發(fā)改政策函[2018]1458號、川發(fā)改基礎(chǔ)[2019]69號、川發(fā)改基礎(chǔ)[2020]490號（批文名稱及編號）批準(zhǔn)建設(shè)，項(xiàng)目業(yè)主為四川都金山地軌道交通有限責(zé)任公司，建設(shè)資金來自企業(yè)自籌（資金來源），出資比例為100%，征集人為四川都金山地軌道交通有限責(zé)任公司，現(xiàn)對該項(xiàng)目的地面及高架車站站房概念方案設(shè)計(jì)進(jìn)行公開征集。

The Mountain Rail Transit Poverty Alleviation Project from Dujiangyan to Siguniang Mountain (project name) has been approved for construction by the Sichuan Provincial Development and Reform Commission (name of the Project examination, approval, or filing authority) with CFGZCH[2018]No. 1458, CFGJC[2019]No. 69 and CFGJC[2020]No. 490 (approval  name and serial number). The Project owner is Sichuan Dujin Mountain Rail Transit Co., Ltd., and the construction fund is self-raised by the enterprise (fund source), with a capital contribution ratio of 100%. The host is Sichuan Dujin Mountain Rail Transit Co., Ltd., and the conceptual scheme design of the ground and elevated station buildings of the Project now opens for solicitation.

項(xiàng)目概況

Project Overview

1.項(xiàng)目建設(shè)地點(diǎn)：成都市、阿壩藏族羌族自治州。

1. Project construction site: Chengdu City, Aba Tibetan and Qiang Autonomous Prefecture.

2.項(xiàng)目建設(shè)規(guī)模：本項(xiàng)目擬設(shè)起點(diǎn)于成灌高鐵都江堰站附近，經(jīng)虹口、龍池、映秀、耿達(dá)、臥龍、止于阿壩州小金縣四姑娘山鎮(zhèn)。線路正線長約為124.53km，新建橋梁34013米/26座，橋梁占正線線路長度的27.3%。新建隧道88642米/26座，占正線線路長度的71.18%。全線新建車站11座（都江堰、永豐、蒲陽、虹口、龍池、映秀、耿達(dá)、臥龍、鄧生溝、巴朗山、四姑娘山站），車輛基地1座。擬采取最高設(shè)計(jì)行車速度120km/h、軌距為1000mm的雙線米軌方案。

2. Project construction scale: Planned to start near Dujiangyan Station of Chengdu-Dujiangyan High-speed Railway, the Project passes through Hongkou, Longchi, Yingxiu, Gengda, Wolong, and ends at Siguniangshan Town, Xiaojin County, Aba Prefecture. The main track of the line spans a distance of 124.53 km, with 34,013 m/26 new bridges, and the bridges account for 27.3% of the length of the main track. 26 new tunnels of 88,642 m will be built, accounting for 71.18% of the length of the main track. 11 new stations (Dujiangyan, Yongfeng, Puyang, Hongkou, Longchi, Yingxiu, Gengda, Wolong, Dengshenggou, Balang Mountain and Siguniang Mountain stations) and one rolling stock base will be newly built along the line. It is proposed to adopt a two-line meter gauge scheme with a maximum design speed of 120 km/h and a gauge of 1,000 mm.

都四項(xiàng)目地面及高架站共設(shè)8個(gè)站，從都江堰到四姑娘山方向依次為虹口、龍池、映秀、耿達(dá)、臥龍、鄧生溝、巴朗山、四姑娘山。

There are a total of 8 stations on the ground and elevated stations of the Project from Dujiangyan to Siguniang Mountain. From Dujiangyan to Siguniang Mountain, the stations are Hongkou, Longchi, Yingxiu, Gengda, Wolong, Dengshenggou, Balang Mountain and Siguniang Mountain successively.

3. 征集范圍：本次征集范圍為上述8個(gè)站點(diǎn)的概念方案設(shè)計(jì)。其中重點(diǎn)是耿達(dá)、臥龍、巴朗山站。

3. Solicitation scope: The solicitation scope is the conceptual scheme design of the aforementioned eight stations, with focus on Gengda, Wolong, and Balang Mountain stations.

4.標(biāo)段劃分：本次按1個(gè)標(biāo)段進(jìn)行征集。

應(yīng)征人資格要求

Applicant qualification requirement

1.資質(zhì)要求：應(yīng)征單位應(yīng)具有獨(dú)立法人資格。如為中國境內(nèi)設(shè)計(jì)單位，須具有建筑行業(yè)（建筑工程）乙級及以上工程設(shè)計(jì)資質(zhì)。如為中國境外（包括國外及港澳臺(tái)地區(qū)）設(shè)計(jì)單位，應(yīng)當(dāng)按照中華人民共和國有關(guān)法律、法規(guī)辦理相應(yīng)的市場準(zhǔn)入手續(xù)。

1. Qualification requirements: The applicant unit must have independent legal person qualification. If the applicant is a domestic design unit, it must possess the Grade B or above qualification for engineering design in the construction industry (construction engineering). If the applicant is a design unit outside of China (including foreign countries and Hong Kong, Macao and Taiwan regions), it should go through the corresponding market access procedures in accordance with the relevant laws and regulations of the People's Republic of China.

2.業(yè)績要求：應(yīng)征單位應(yīng)至少提供1項(xiàng)近五年（2017年1月1日至應(yīng)征截止時(shí)間，以合同簽訂時(shí)間為準(zhǔn)）正在設(shè)計(jì)或新承接至少1個(gè)車站站房或大型公共場館（候機(jī)廳、候車廳、體育場、音樂廳、博物館等）概念方案或方案設(shè)計(jì)業(yè)績。

2. Achievement requirements: The applicant should provide at least one conceptual scheme or scheme design proof achievement of station building or large public venue (airport departure lounge, waiting hall, stadium, concert hall, museum, etc.) being designed or newly undertaken in the past five years (from January 1, 2017 to the application deadline, subject to the contract signing time).

3.設(shè)計(jì)總負(fù)責(zé)人資格要求：

（1）境內(nèi)應(yīng)征人設(shè)計(jì)總負(fù)責(zé)人：須具備中華人民共和國的一級注冊建筑師資格，至少擔(dān)任過1個(gè)類似項(xiàng)目的設(shè)計(jì)負(fù)責(zé)人。

(1) Chief designer of the domestic applicant: must possess the Register Qualification Certificate of Constructor of the People's Republic of China and has served as the responsible designer of at least one similar project.

（2）境外或港澳臺(tái)應(yīng)征人設(shè)計(jì)總負(fù)責(zé)人：須具備相應(yīng)建筑師資格，至少擔(dān)任過1個(gè)類似項(xiàng)目的設(shè)計(jì)負(fù)責(zé)人。

(2) Chief designer of the applicant outside of China (including foreign countries and Hong Kong, Macao and Taiwan regions) : must possess the corresponding constructor qualification and has served as the responsible designer of at least one similar project.

（類似項(xiàng)目是指車站站房或大型公共場館（候機(jī)廳、候車廳、體育場、音樂廳、博物館）概念方案或方案設(shè)計(jì)）

4.本次方案設(shè)計(jì)征集不接受聯(lián)合體應(yīng)征。

 Procedures for the solicitation

1.征集文件獲取

1. Acquisition of solicitation s

凡有意參加方案應(yīng)征的單位，請于2022年5月16日起在中國招標(biāo)投標(biāo)公共服務(wù)平臺(tái)（網(wǎng)址：http://www.cebpubservice.com/）、蜀道集團(tuán)投資集團(tuán)有限責(zé)任公司（https://www.shudaojt.com）、四川蜀道新制式軌道集團(tuán)有限責(zé)任公司官網(wǎng)（網(wǎng)址：https://www.scgdjt.com/）免費(fèi)獲取征集文件。

All applicant units which are interested in participating in the scheme application should check the official websites of China Tendering and Bidding Public Service Platform (website: http://www.cebpubservice.com/), Shudao Investment Group Co., Ltd. (website: https://www.shudaojt.com), and Sichuan Shudao New System Rail Group Co., Ltd. (website: https://www.scgdjt.com/) from May 16, 2022 onwards to acquire the solicitation s for free.

2.方案設(shè)計(jì)及成果提交

2. Schematic design and submission of deliverables

應(yīng)征文件遞交的截止時(shí)間：2022年6月30日9時(shí)30分（北京時(shí)間），遞交地點(diǎn)為：四川蜀道新制式軌道集團(tuán)有限責(zé)任公司本項(xiàng)目開選室（四川省成都市錦江區(qū)三色路163號銀海芯座B座20層），方案現(xiàn)場介紹和說明7月1日14時(shí)進(jìn)行（提前準(zhǔn)備PPT），介紹時(shí)間控制在10分鐘以內(nèi)。逾期送達(dá)或者未送達(dá)指定地點(diǎn)或者不按照征集文件要求密封的應(yīng)征文件，征集人將予以拒收。

Deadline for submission of application s is: 9:30 on June 30, 2022 (Beijing time), and submission  is: Project Selection Room of Sichuan Shudao New System Rail Group Co., Ltd. (20F, Tower B, Yinhai Star, No 163 Sanse Road, Jinjiang District, Chengdu City, Sichuan Province). The on-site presentation and explanation of the scheme will be carried out at 14:00 on July 1 (PPT is prepared in advance), with the presentation time controlled within 10 minutes. The host will reject application s that are overdue or not delivered to the designated place or not sealed as required in solicitation s.

當(dāng)采取遠(yuǎn)程開選方式時(shí)，具體事項(xiàng)另行通知。

In case of remote selection initiation, the specific matters will be notified separately.

當(dāng)接受的應(yīng)征文件不足三家時(shí)，應(yīng)征文件原封退回。

In case of less than three application s accepted, the application s submitted will be returned unopened.

征集費(fèi)用支付

Payment of solicitation fees

1.本項(xiàng)目地面及高架車站站房方案征集分為兩階段征集，第一階段評選不超過6名應(yīng)征人入圍進(jìn)行方案深化設(shè)計(jì)，第二階段針對深化的方案設(shè)計(jì)評選出1~3名。

1. The scheme for ground and elevated station buildings of the Project is solicited in two stages. In the first stage, no more than six applicants will be shortlisted for the in-depth design of the scheme, and in the second stage, one to three applicants will be selected as winners for the in-depth scheme design.

2.第一階段按綜合得分由高到低綜合合得分75分以上的前六名為第一階段中選候選人，參與第二階段的深化設(shè)計(jì)；不足六名按實(shí)際情況確定；不足3名得分75分以上的應(yīng)征人時(shí)，不推薦中選候選人。第一階段入圍的應(yīng)征人，只有在第二階段按照征集人要求遞交了方案文件時(shí)，才能獲得此費(fèi)用。

2. In the first stage, the top six applicants with a comprehensive score over 75 points from high to low are the candidates which are selected in the first stage and will participate in the in-depth design in the second stage; if there are less than six qualified applicants, they will be determined according to the reality; if there are less than three applicants with a comprehensive score over 75 points, no selected candidate will be recommended. Applicants shortlisted in the first stage could only receive the fees after they submit the proposal s in accordance with the requirements of the host in the second stage.

3.第二階段針對入圍的應(yīng)征人的深化方案設(shè)計(jì)評選出1~3名，第一名酬金180萬元，第二名酬金80萬元，第三名酬金50萬元（酬金均不包含第一階段入圍獎(jiǎng)30萬元），第一名作為中選人完成深化設(shè)計(jì)，全過程配合結(jié)構(gòu)設(shè)計(jì)單位完成站房設(shè)計(jì)（不另外支付費(fèi)用），第二名、第三名按照征集人要求配合好第一名開展工作（不另外支付費(fèi)用）。

3. In the second stage, one to three winners among shortlisted applicants will be selected for the in-depth scheme design. The first-place winner will gain 1.8 million yuan, the second-place winner will acquire 800,000 yuan, and the third-place winner will receive 500,000 yuan. (This compensation does not include 300,000 yuan for the shortlisted applicants in the first stage.) The first-place winner, as the selected agency, will complete the in-depth design and cooperate with the structural design unit to complete the station building design throughout the entire process (with no additional fee paid). The second-place and third-place winners should cooperate with the first-place winner in work as required by the host (with no additional fee paid).

4.征集人在后續(xù)對中選設(shè)計(jì)方案進(jìn)行最終優(yōu)化設(shè)計(jì)時(shí)，可能部分采用應(yīng)征人所提交的設(shè)計(jì)方案、設(shè)計(jì)理念、設(shè)計(jì)元素等方案相關(guān)內(nèi)容，應(yīng)征人響應(yīng)本征集文件即視為同意并認(rèn)可征集人使用己方所提交方案設(shè)計(jì)文件；且應(yīng)征人應(yīng)無條件同意并保證征集人免受第三方關(guān)于侵犯設(shè)計(jì)權(quán)、專利權(quán)、商標(biāo)權(quán)或其它知識(shí)產(chǎn)權(quán)的指控、起訴、索賠或投訴等任何權(quán)利主張；任何第三方如果提出侵權(quán)指控、起訴、索賠或投訴等權(quán)利主張，該應(yīng)征人應(yīng)與第三方交涉并承擔(dān)可能發(fā)生的一切法律責(zé)任以及造成的后果和費(fèi)用，并賠償征集人的一切相關(guān)損失。

4. Upon ultimate optimization design by the host subsequently for the selected design scheme, it may adopt relevant contents such as design scheme, design concept, design elements related to the scheme submitted by applicants in part. The applicant’s response to the solicitation s is deemed as permitting and acknowledging the host to use scheme design s submitted by them; and the applicant must unconditionally agree and guarantee that the host will be exempted from allegations, lawsuits, proceedings, complaints or other claim for rights of any infringement on design rights, patent rights and trademark rights or other intellectual property rights by any third party; if any third party files any infringement allegation, lawsuit, proceedings, complaints or other claims for rights, the applicant should negotiate with the third party and bear all possible legal responsibilities, consequences and expenses that may incur and compensate the host for any related losses.

5.方案服務(wù)費(fèi)均為含增值稅含稅價(jià)，在支付費(fèi)用之前，應(yīng)征人都應(yīng)向征集人提供增值稅專用發(fā)票。

5. The scheme service fee is the price including VAT. Before paying the fee, the applicant should provide the host with a special VAT invoice.
