Announcement on International Solicitation of Urban Design Schemes in Binhu Bluetown Start-up Area of Beihu Industrial Ecological New City in Qingshan District, Wuhan

為推動(dòng)長江經(jīng)濟(jì)帶發(fā)展，武漢市青山區(qū)以“一軸兩區(qū)三城”發(fā)展戰(zhàn)略為引領(lǐng)，著力發(fā)展青山區(qū)北湖產(chǎn)業(yè)生態(tài)新城，編制了《北湖產(chǎn)業(yè)生態(tài)新城空間發(fā)展規(guī)劃（2019-2035）》，力爭將北湖產(chǎn)業(yè)生態(tài)新城107平方公里區(qū)域打造為“創(chuàng)新之城”、“藍(lán)綠之城”、“宜居之城”。其中濱湖藍(lán)城位于美麗的嚴(yán)西湖畔，是北湖產(chǎn)業(yè)生態(tài)新城的綜合服務(wù)中心，具有創(chuàng)新引領(lǐng)作用的生態(tài)科技新城，青山區(qū)生產(chǎn)、生活、生態(tài)“三生融合”的關(guān)鍵所在。目前濱湖藍(lán)城范圍內(nèi)已逐步啟動(dòng)了城中村改造、還建居民安置，綠色產(chǎn)業(yè)、旅游文化產(chǎn)業(yè)發(fā)展等工作，拉開了建設(shè)生態(tài)宜業(yè)宜居濱湖藍(lán)城新序幕。

Guided by the strategy of “one axis, two districts and three cities” towards the goal to boost the development of Yangtze River Economic Belt, Qingshan District has been committed to the development of Beihu Industrial Ecological New City (107km2) in the district, and compiled the Spatial Development Plan of Beihu Industrial Ecological New City (2019-2035), with an aim to build it into an "Innovative City", "Blue & Green City" and "Livable City". Binhu Bluetown, by the beautiful Yanxi Lake, is an integrated service center of Beihu Industrial Ecological New City, an ecological S&T new town with leading innovation capacity, and the key to the integration of production, life and ecology in Qingshan District. The reconstruction of urban villages and the resettlement of residents from those urban villages, the development of green industry and tourism cultural industry are ongoing within the city, indicating the commencement to the building of ecologically suitable and livable new town.

濱湖藍(lán)城啟動(dòng)區(qū)主要位于武漢市青山區(qū)東部十一村中的五星村，基地緊鄰嚴(yán)西湖、三面環(huán)水，自然景觀條件極佳；同時(shí)作為武鄂高速進(jìn)入武漢主城區(qū)的門戶核心區(qū)域，地理交通位置十分優(yōu)越。為推進(jìn)濱湖藍(lán)城啟動(dòng)區(qū)規(guī)劃建設(shè)，探索生態(tài)宜居、產(chǎn)城融合、高質(zhì)量發(fā)展的濱湖區(qū)域建設(shè)模式，開展本次武漢市青山區(qū)北湖產(chǎn)業(yè)生態(tài)新城濱湖藍(lán)城啟動(dòng)區(qū)城市設(shè)計(jì)方案國際征集工作。

Binhu Bluetown Start-up Area is mainly situated in Wuxing Village in the east Qingshan District, Wuhan City, adjacent to Yanxi Lake and surrounded by water on three sides under favorable natural conditions. Meanwhile, as the gateway to the downtown from Wuhan-Ezhou Expressway, it enjoys superior geographical conditions. In order to promote the planning and construction of the Binhu Bluetown Start-up Area and explore the construction model for lakeside complex featuring ecological livability, city-industry integration and high-quality development, the International Solicitation of Urban Design Schemes in of Binhu Bluetown Start-up Area of Beihu Industrial Ecological New City in Qingshan District, Wuhan is hereby initiated.

本次征集活動(dòng)面向全球公開邀請具有相關(guān)規(guī)劃設(shè)計(jì)經(jīng)驗(yàn)的設(shè)計(jì)機(jī)構(gòu)參與，歡迎全球優(yōu)秀的設(shè)計(jì)機(jī)構(gòu)遞交項(xiàng)目咨詢建議書。

This solicitation is open for design institutions with relevant planning and design experience all over the world, for which a project consultation proposal is expected and welcome.

PROJECT OVERVIEW

一、項(xiàng)目概況

（一）項(xiàng)目名稱： Project Name:武漢市青山區(qū)北湖產(chǎn)業(yè)生態(tài)新城濱湖藍(lán)城啟動(dòng)區(qū)城市設(shè)計(jì)方案國際征集International Solicitation of Urban Design Schemes for Binhu Bluetown Start-up Area of Beihu Industrial Ecological New City in Qingshan District, Wuhan
（二）征集任務(wù)： Collection Task:本次國際征集旨在面向全球公開征集具有前瞻性與創(chuàng)新性的城市設(shè)計(jì)方案，秉承可持續(xù)發(fā)展理念，一是對(duì)該地區(qū)的未來發(fā)展方向及功能業(yè)態(tài)進(jìn)行深入研究，提出前瞻性的發(fā)展策略和功能定位；二是在功能定位的研究基礎(chǔ)上，強(qiáng)化區(qū)域“濱湖半島小鎮(zhèn)”特色，明確功能結(jié)構(gòu)、藍(lán)綠網(wǎng)絡(luò)、用地布局、道路與慢行系統(tǒng)、整體空間形態(tài)、分期建設(shè)及經(jīng)濟(jì)測算等規(guī)劃設(shè)計(jì)內(nèi)容，關(guān)注城鄉(xiāng)生態(tài)空間、農(nóng)業(yè)空間的設(shè)計(jì)與引導(dǎo)，以規(guī)劃引領(lǐng)項(xiàng)目落地；三是在規(guī)劃方案基礎(chǔ)上，提出規(guī)劃實(shí)施建議清單，對(duì)下步啟動(dòng)區(qū)建設(shè)與招商提出科學(xué)建議。The international solicitation targets at the forward-looking and innovative urban design schemes all over the world under the concept of sustainable development, covering the following aspects: 1) In-depth research on the future development and functional formats of the region and proposal of prospective development strategies and functional positioning; 2) enhancement of the characteristics of the “l(fā)akeside peninsula town” on the basis of the research of functional orientation, and clear and definite planning and design contents such as functional structure, Blue-Green network, land use layout, road and slow-motion system, overall spatial form, phased construction and economic calculation for project implementation,Pay attention to the design and guidance of urban and rural ecological space and agricultural space for project implementation; 3) definite list of scientific planning implementation suggestions on the basis of planning scheme and proposals for the construction and investment promotion of the Start-up Area in the next step.
本次征集方案將作為濱湖藍(lán)城啟動(dòng)區(qū)規(guī)劃深化的重要支撐文件，助推濱湖藍(lán)城啟動(dòng)區(qū)的招商和項(xiàng)目落地。The solicitation schemes are highly supportive for deepening the planning of Binhu Bluetown Start-up Area, so as to boost the investment promotion and project implementation for Binhu Bluetown Start-up Area.
（三）規(guī)劃設(shè)計(jì)范圍： Scope of planning and design:劃定武鄂高速兩側(cè)街區(qū)、五星村及賈嶺村主要未建設(shè)開發(fā)用地為規(guī)劃設(shè)計(jì)范圍，總用地面積約為200公頃。同時(shí)應(yīng)綜合考慮規(guī)劃設(shè)計(jì)范圍與北湖產(chǎn)業(yè)生態(tài)新城、濱湖藍(lán)城、嚴(yán)西湖等區(qū)域的關(guān)系，協(xié)調(diào)生態(tài)景觀，統(tǒng)籌考慮整體城市功能與產(chǎn)業(yè)方向。The scope of planning and design covers the major part of undeveloped lands in the blocks on both sides of Wuhan-Ezhou Expressway, Wuxing Village and Jialing Village, with a total land area of about 200 hectares. It is also necessary to balance the relationship between the planning and design scope and the areas like Beihu Industrial Ecological New City, Binhu Bluetown and Yanxihu Lake, coordinate the ecological landscape, and take into account the urban function and industrial direction as a whole.

REQUIREMENTS ON APPLICANT QUALIFICATIONS

二、應(yīng)征人資格要求

（一）應(yīng)征人應(yīng)為依法注冊的從事城市規(guī)劃、城市設(shè)計(jì)的法人實(shí)體；The applicant shall be a legal entity duly registered according to law and engaged in urban planning and design;
（二）應(yīng)征人應(yīng)有與本項(xiàng)目功能性質(zhì)相類似的城市規(guī)劃或城市設(shè)計(jì)經(jīng)驗(yàn)；The applicant shall have experience in urban planning or urban design similar to that of function and nature of this project;
（三）本次征集接受聯(lián)合體報(bào)名，聯(lián)合體牽頭單位與成員數(shù)量合計(jì)不超過3家，聯(lián)合體報(bào)名還需滿足如下條件：Registration by consortium is acceptable for the solicitation, and the total number of leading unit and members of the consortium shall not exceed 3 The registration by consortium shall also meet the following conditions:
① 聯(lián)合體各方必須簽訂聯(lián)合體協(xié)議書，明確聯(lián)合體牽頭單位和成員的權(quán)利義務(wù)；All parties to the consortium shall sign a consortium agreement to clarify the rights and obligations of the leading unit and members thereof;
② 以聯(lián)合體形式參加征集的，聯(lián)合體各方不得再單獨(dú)參加或者與其他應(yīng)征人另外組成聯(lián)合體參加本次征集活動(dòng)；For participation in the form of a consortium, any party to the consortium shall not participate alone or in another consortium with any other applicants;
（四）除聯(lián)合體的成員外，參加征集的應(yīng)征人之間不應(yīng)存在關(guān)聯(lián)關(guān)系。Except for the members of the consortium, the applicants to the solicitation shall not be interrelated.
（五）參與本項(xiàng)目的專業(yè)技術(shù)人員須為該應(yīng)征機(jī)構(gòu)的在冊人員，主創(chuàng)設(shè)計(jì)師須有主持過多個(gè)同類型項(xiàng)目經(jīng)驗(yàn)，且主創(chuàng)設(shè)計(jì)師及團(tuán)隊(duì)成員須全過程參與本項(xiàng)目（項(xiàng)目現(xiàn)場踏勘、方案設(shè)計(jì)、方案匯報(bào)）。因?yàn)橐咔樵?，若境外主?chuàng)設(shè)計(jì)師確不能到現(xiàn)場，需通過視頻參加以上活動(dòng)，并由境內(nèi)主要設(shè)計(jì)師到場參加。項(xiàng)目團(tuán)隊(duì)需各專業(yè)工種配備齊全。為了保證項(xiàng)目團(tuán)隊(duì)人員對(duì)中國地區(qū)背景和相關(guān)要求的準(zhǔn)確理解，境外應(yīng)征機(jī)構(gòu)的專業(yè)技術(shù)人員團(tuán)隊(duì)中應(yīng)至少有一名通曉漢語人士。The professionals involved in this project must be the current registered staff of the applicant institution; the chief designer must have experience in directing several similar projects, and the chief designer and team members must participate in the whole process of the project (project site survey, scheme design, scheme reporting) . Due to the epidemic situation, if the chief designer from abroad or Medium and high risk areas of epidemic cannot participate in person, he or she must participate in the above activities via video, and the main domestic designers should be present to participate. The project team shall be fully equipped with all professional types of work. The professional team of the foreign applicant institution should include at least one member who is proficient in Chinese to ensure the accurate understanding of the regional background and relevant requirements.

三、征集流程

本次方案征集按如下三個(gè)階段進(jìn)行：This competition contains three stages:
（一）第一階段為“項(xiàng)目咨詢建議書征集”階段。Stage I: Collection of Project Consultation Proposal.
1、主辦單位發(fā)布征集公告。The Organizer issues a competition announcement.
2、有意參加本次征集活動(dòng)的應(yīng)征人可通過電子郵件進(jìn)行信息登記并提交簽署的《保密承諾書》（點(diǎn)擊“閱讀原文”下載信息登記表等附件，填寫完畢后E-mail至指定郵箱），應(yīng)征人信息登記資料應(yīng)為蓋章或簽字的PDF掃描版（同時(shí)附上DOC格式），E-mail至郵箱bhlccssj@163.com，協(xié)辦單位收到并完成信息登記后，將《項(xiàng)目咨詢建議書征集大綱》（下文簡稱《征集大綱》）電子版文件發(fā)送給應(yīng)征人。Any applicant with intent can make registration via e-mail and sign and submit the Letter of Commitment on Non-disclosure（Click "read the original text" to download the information registration form and other attachments. After the aforesaid documents are received, the Sponsor shall send an electronic version of the Solicitation Outline for Project Consultation Proposal to the applicant.
3、《征集大綱》獲取時(shí)間：2022年4月29日至2022年5月16日17:00（中國北京時(shí)間）。Time to acquire the competition Outline: April 29, 2022 to 17:00 on May 16, 2022 (Beijing Time).
4、應(yīng)征人應(yīng)按照《征集大綱》的要求編制《項(xiàng)目咨詢建議書》，包括商務(wù)文件、技術(shù)文件和演示文件三個(gè)部分，其中技術(shù)文件應(yīng)突出基地分析、工作認(rèn)知、功能定位、規(guī)劃設(shè)計(jì)構(gòu)思，采用“圖文并茂”的形式，表達(dá)設(shè)計(jì)機(jī)構(gòu)對(duì)該區(qū)域的理解與初步構(gòu)思，并在遞交截止時(shí)間2022年5月25日12：00前（中國北京時(shí)間）將《項(xiàng)目咨詢建議書》PDF掃描版發(fā)送至指定郵箱bhlccssj@163.com（收到資格預(yù)審申請文件的時(shí)間以上述指定郵箱收件箱顯示的收件時(shí)間為準(zhǔn)）。The applicant shall prepare the Project Consultation Proposal according to the competition Outline, which includes three sections: business documents, technical documents and presentation documents, among them, the technical documents shall highlight the base analysis, work cognition, functional positioning, planning and design conception, and express the design organization's understanding and preliminary conception of the area in the form of "pictures and texts" and send the PDF scanned copy of the Project Consultation Proposal to the designated mailbox bhlccssj@163.com before 12:00 on May 25 2022 (Beijing Time) (the time of receipt shall be subject to that specified in the inbox of the aforesaid mailbox).
5、主辦單位將組織對(duì)應(yīng)征人遞交的項(xiàng)目咨詢建議書進(jìn)行評(píng)審，選出3家設(shè)計(jì)機(jī)構(gòu)入圍，入圍單位在得到確定入圍通知后，應(yīng)按時(shí)提交《參與確認(rèn)函》。The Organizers will review the Project Consultation Proposal submitted by the applicant, and select three institutions to the next stage. The shortlisted institutions shall submit the Confirmation of Participation on time after receiving the notice of selection.
（二）第二階段為“城市設(shè)計(jì)方案競賽”階段。Stage II: Urban Design Scheme Competition.
1、主辦單位擬于2022年6月1日邀請入圍的設(shè)計(jì)機(jī)構(gòu)來漢領(lǐng)取《設(shè)計(jì)任務(wù)書》，并進(jìn)行現(xiàn)場答疑和現(xiàn)場踏勘等啟動(dòng)工作，然后正式開展城市設(shè)計(jì)方案編制。第二階段入圍機(jī)構(gòu)應(yīng)基于前期內(nèi)容，深化研究本區(qū)域的功能定位與產(chǎn)業(yè)策劃，明確用地布局與開發(fā)規(guī)模、城市空間形態(tài)、藍(lán)綠網(wǎng)絡(luò)體系、道路與慢行系統(tǒng)、生態(tài)與農(nóng)業(yè)空間引導(dǎo)、分期建設(shè)及經(jīng)濟(jì)測算等內(nèi)容，并提出規(guī)劃實(shí)施建議清單。在功能上應(yīng)從青山區(qū)北湖產(chǎn)業(yè)生態(tài)新城濱湖藍(lán)城出發(fā)，提出合理的產(chǎn)業(yè)發(fā)展方向、思路和布局建議；設(shè)計(jì)方案上應(yīng)聚焦基地“濱湖半島小鎮(zhèn)”特色，注重與嚴(yán)西湖、武鄂高速空間聯(lián)系，解決基地與高壓走廊、武鄂高速之間的空間割裂，關(guān)注藍(lán)綠空間塑造、同時(shí)對(duì)城鄉(xiāng)生態(tài)空間、農(nóng)業(yè)空間提出設(shè)計(jì)思路與引導(dǎo)措施，運(yùn)用新技術(shù)、新手段，打造生態(tài)宜居、產(chǎn)城融合、高質(zhì)量發(fā)展的濱湖藍(lán)城啟動(dòng)區(qū)。The Organizers, on June 1, 2022, plans to invite the short-listed design institutions to Wuhan to receive the Design Order and carry out on-site Q&A and reconnaissance before the preparation of urban design scheme. In the second stage, the short-listed institutions shall deepen the study of the functional positioning and industrial planning of the area based on the previous contents, clarify the land use layout and development scale, urban spatial form, Blue-Green network, road and slow-traffic system, ecological and agricultural spatial guidance, phased construction and economic estimate, for which a list of planning and implementation suggestions shall be proposed. Functionally, it is appropriate to put forward reasonable direction, ideas and layout suggestions for industry development starting from Binhu Bluetown in Beihu Industrial Ecological New City, Qingshan District. The design scheme shall focus on the characteristics of the base "Binhu Peninsula Town", highlight the spatial connection with Yanxihu Lake and Wuhan-Ezhou Expressway to address the spatial separation between the base and the high-voltage corridor and Wuhan-Ezhou Expressway, and emphasize the shaping of Blue-Green space and the design ideas and guiding measures for urban and rural ecological spaces and agricultural spaces, for the purpose of building a Binhu Bluetown Start-up Area featuring ecological livability, city-industry integration and high-quality development with the support of new technologies and techniques.
2、主辦單位和承辦單位擬于2022年7月1日（方案競賽階段開始后4周左右），將組織中期成果檢查，入圍的設(shè)計(jì)機(jī)構(gòu)應(yīng)派項(xiàng)目負(fù)責(zé)人進(jìn)行中期成果匯報(bào)。The Organizers and Co-organizers will organize mid-term results inspection on July 1, 2022 （around the fourth week after the commencement of Design Competition), for which the shortlisted design institutions shall arrange project leaders to make reports on the mid-term results.
3、入圍的設(shè)計(jì)機(jī)構(gòu)須于2022年7月21日12:00時(shí)前提交成果至主辦單位指定地點(diǎn)（具體地點(diǎn)另行通知）。主辦單位將舉辦專家評(píng)審會(huì)（具體時(shí)間地點(diǎn)另行通知），設(shè)計(jì)機(jī)構(gòu)須派項(xiàng)目負(fù)責(zé)人或主創(chuàng)設(shè)計(jì)人員來漢匯報(bào)設(shè)計(jì)成果，方案經(jīng)專家評(píng)審，確定方案推薦排名，并報(bào)送主辦單位確認(rèn)征集結(jié)果。The shortlisted design institutions shall submit the results to the workplace (to be specified later) designated by the Organizers before 12:00 on July 21, 2022.The Organizers will convene an expert review meeting (with time and place to be specified later) where the design institutions shall arrange project leader or the creator in chief to make a report on site. After expert review, a recommended ranking of the schemes will be defined and submitted to the Organizer for confirmation.
（三）第三階段為“方案整合及深化”階段。Stage III: Scheme Integration and Deepening.
“方案整合及深化”階段，中選的設(shè)計(jì)機(jī)構(gòu)將作為方案整合機(jī)構(gòu)須在中選后21個(gè)日歷天內(nèi)按主辦單位及承辦單位意見建議吸收其他設(shè)計(jì)方案的優(yōu)點(diǎn)，進(jìn)行方案整合及深化，整合成果應(yīng)達(dá)到征集方案最終目標(biāo)要求，通過主辦單位和承辦單位驗(yàn)收。The selected design institution to be engaged in scheme integration and deepening shall take in the advantages of other design schemes as suggested by the Organizers and Co-organizers within 21 calendar days after the said institution is selected. The integration results shall meet the ultimate requirements of this competition and shall be acceptable for the Organizers and the Co-organizers.

DESIGN FEE

四、設(shè)計(jì)費(fèi)

本次征集活動(dòng)承辦單位將與確認(rèn)中選的設(shè)計(jì)機(jī)構(gòu)簽訂方案整合深化合同，合同額300萬元人民幣；In this solicitation, the Co-organizers will sign a Scheme Integration and Deepening Contract with confirm the selected design institution, with a contract value totaling RMB3 million;
給予確認(rèn)第二名的設(shè)計(jì)機(jī)構(gòu)120萬元人民幣的設(shè)計(jì)補(bǔ)償（獎(jiǎng)金）；The design institution confirm ranking No.2 will be given a design compensation (bonus) of RMB1.2 million;
給予確認(rèn)第三名的設(shè)計(jì)機(jī)構(gòu)80萬元人民幣的設(shè)計(jì)補(bǔ)償（獎(jiǎng)金)。The design institutions confirm ranking No.3 will be given a design compensation (bonus) of RMB800,000.
（注：以上費(fèi)用均含稅，且設(shè)計(jì)機(jī)構(gòu)須與承辦單位簽訂合同。）(Note: All the fees mentioned above are tax inclusive and all the design institutions involvedmust sign a contract with the Co-organizers.)

INSTRUCTIONS FOR COMPETITION

五、征集說明

（一）本次征集活動(dòng)設(shè)計(jì)費(fèi)均以人民幣在境內(nèi)支付，境外應(yīng)征人無法收取人民幣的，可授權(quán)國內(nèi)合法獨(dú)立法人代收款項(xiàng)。The design fees for this competition will be paid in RMB in China. For overseas applicants that are unable to receive Renminbi, a domestic independent legal person may be authorized for collection.
（二）應(yīng)征人對(duì)應(yīng)征方案享有署名權(quán)，經(jīng)主辦單位許可后可通過傳播媒介、專業(yè)雜志、書刊或其他形式評(píng)價(jià)、展示其應(yīng)征作品。主辦單位、承辦單位以及項(xiàng)目建設(shè)單位有權(quán)在本項(xiàng)目的設(shè)計(jì)中使用應(yīng)征設(shè)計(jì)成果，主辦單位、承辦單位以及項(xiàng)目建設(shè)單位在本項(xiàng)目的方案調(diào)整綜合時(shí)可以全部或部分使用應(yīng)征設(shè)計(jì)文件及設(shè)計(jì)成果，也可對(duì)其進(jìn)行修改，主辦單位、承辦單位以及項(xiàng)目建設(shè)單位還可對(duì)所有應(yīng)征成果印刷、出版和展覽，可通過傳播媒介、專業(yè)雜志、書刊或其他形式評(píng)價(jià)、展示、宣傳應(yīng)征設(shè)計(jì)成果。The applicant has the right of authorship for its application scheme, which may be evaluated or demonstrated via media, professional magazines, books and periodicals or otherwise upon the permission of the Organizer. The Organizer, Co-organizers and project construction unit have the right to use the designs under this solicitation in the design process, and use all or part of or modify the design documents and results under this solicitation in adjusting and integrating the schemes of this project. The Organizer, Co-organizers and project construction unit may also print, publish and exhibit all the results from the solicitation, and evaluate, display and publicize the design results through media, professional magazines, books and periodicals or in any other form.
（三）應(yīng)征人應(yīng)保證提交的應(yīng)征設(shè)計(jì)文件及設(shè)計(jì)成果在中國境內(nèi)或境外沒有且不會(huì)侵犯任何其他人的知識(shí)產(chǎn)權(quán)（包括但不限于著作權(quán)、專利權(quán)）或?qū)Ｓ屑夹g(shù)或商業(yè)秘密。應(yīng)征人應(yīng)保證，如果其應(yīng)征設(shè)計(jì)文件使用或包含任何其他人的知識(shí)產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密，應(yīng)征人已經(jīng)獲得權(quán)利人的合法、有效、充分的授權(quán)。應(yīng)征人因侵犯他人知識(shí)產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密所引起的全部賠償責(zé)任應(yīng)由應(yīng)征人承擔(dān)。The applicant shall guarantee that the submitted design documents and results are free from infringement upon the intellectual property rights (including but not limited to copyright and patent right), technical know-how or business secrets of any other person within or outside China. The applicant shall guarantee that if any intellectual property right or know-how or business secrets of any other person is used or contained in the design documents, it has obtained the legal, effective and sufficient authorization of the right holders. The applicant shall bear all the liabilities for compensation arising from infringement on the intellectual property rights, technical know-how or business secrets of others.
（四）應(yīng)征人所獲設(shè)計(jì)補(bǔ)償（獎(jiǎng)金）的稅金（含中國境內(nèi)、外應(yīng)繳納的各項(xiàng)稅費(fèi)）和在整個(gè)過程中發(fā)生的一切費(fèi)用均由應(yīng)征人自理。The taxes (including taxes and fees payable in and out of China) of design compensation (bonus) received by the applicant and all expenses incurred in the whole process shall be borne by the applicant.
（五）本次征集活動(dòng)中的所有文件及往來信函均應(yīng)使用中文書寫。All documents and correspondence in this solicitation shall be rendered in Chinese.
（六）參加本次活動(dòng)的應(yīng)征人均被視為承認(rèn)本公告的所有條款。All the applicants for this solicitation are deemed to have recognized all the terms of this announcement.
（七）本次征集活動(dòng)及相關(guān)文件的最終解釋權(quán)歸主辦單位所有。This solicitation and related documents shall be subject to the final interpretation of the Organizer.
（八）本次征集活動(dòng)本身及與本次活動(dòng)相關(guān)的文件所適用的法律和法規(guī)僅為中華人民共和國的法律和法規(guī)。The laws and regulations applicable to this solicitation and the documents concerned are the laws and regulations of the People's Republic of China.

本公告將在中國政府采購網(wǎng)、武漢青山區(qū)人民政府官網(wǎng)、眾規(guī)武漢微信公眾號(hào)、湖北中盛匯金項(xiàng)目管理有限公司官網(wǎng)等其他受主辦方或承辦方委托、授權(quán)的各類媒體平臺(tái)同時(shí)發(fā)布。本公告的修改、補(bǔ)充均以在上述媒體發(fā)布的內(nèi)容為準(zhǔn)。主辦方、承辦方擁有最終解釋權(quán)。This announcement will be released simultaneously on the Chinese Government Procurement Network, official website of the People's Government of Qingshan District, Wuhan, WeChat official account of “ZHONG GUI WUHAN”, official website of Hubei Zhongsheng Huijin Project Management Co., Ltd. and other media platforms entrusted or authorized by the Organizers or Co-organizers. The modification and supplements to this announcement shall be subject to the contents published by the media mentioned above. The Organizers and Co-organizers shall reserve the right of final interpretation.
