2022年2月28日, 湖北省委、省政府舉行武漢長江新區(qū)成立大會，武漢長江新區(qū)正式揭牌成立。湖北省提出：規(guī)劃建設(shè)武漢長江新區(qū)是實(shí)施全省區(qū)域發(fā)展布局的重要“棋眼”，有利于更好融入大局、服務(wù)國家戰(zhàn)略，更好帶動全局、增強(qiáng)湖北實(shí)力，更好優(yōu)化格局、提升武漢能級，是百年大計(jì)、湖北大事，影響全局、事關(guān)未來，要強(qiáng)化頂層設(shè)計(jì)，高標(biāo)準(zhǔn)編制新區(qū)規(guī)劃。長江新區(qū)中心片區(qū)作為新區(qū)的重點(diǎn)片區(qū)，將聚焦國際交往、創(chuàng)新策源、高端商務(wù)等功能，集中展示世界級濱水城市形象，將打造未來之城先行區(qū)、大美之城樣板區(qū)、典范之城體驗(yàn)區(qū)。為盡快推進(jìn)長江新區(qū)中心片區(qū)規(guī)劃實(shí)施，開展本次武漢長江新區(qū)中心片區(qū)城市設(shè)計(jì)研究及核心地塊建筑集群概念方案設(shè)計(jì)國際征集工作。

On February 28, 2022, the CPC Hubei Provincial Committee and Hubei Provincial People’s Government held the inaugural meeting of Wuhan Changjiang New District. As proposed, the planning and construction of Wuhan Changjiang New District plays a key role in the regional development layout of Hubei Province for the better integration into the overall situation in line with national strategy. To further enhance the strengths of Hubei under the overall layout, further optimize the pattern and upgrade the capacity of Wuhan are the major plans of Hubei for the next century. The planning for the new district should also be made with high standards amid the reinforcement of the top-level design. As a key area of the new district, the Central Area of Wuhan Changjiang New District, with focus on the international exchanges, innovative sources, high-end business and other functions, will strive to display the image of a world-class waterfront city, and build a pioneering, exemplary and demonstrative district for the future. For an effective implementation of the planning on the central area of Changjiang New District, it is hereby initiated the international competition for the designs of the urban design research and the conceptual scheme design of building clusters on the core plot in the central area of Wuhan Changjiang New District.

本次征集活動面向全球公開邀請具有相關(guān)規(guī)劃設(shè)計(jì)經(jīng)驗(yàn)的設(shè)計(jì)機(jī)構(gòu)，歡迎全球優(yōu)秀的設(shè)計(jì)機(jī)構(gòu)廣泛參與。

This competition is open for all excellent design institutions with relevant planning and design experience all over the world.

項(xiàng)目概況

I. Project Overview
（一）項(xiàng)目名稱(I) Project Name

武漢長江新區(qū)中心片區(qū)城市設(shè)計(jì)研究及核心地塊建筑集群概念方案設(shè)計(jì)國際征集

International Competition for the Urban Design Research and the Conceptual Scheme Design of Building Clusters on the Core Plot in the Central Area of Wuhan Changjiang New District

 （二）規(guī)劃設(shè)計(jì)范圍(Ⅱ) Scope of planning and design

本次征集工作包括研究范圍、城市設(shè)計(jì)范圍、核心地塊建筑集群概念方案設(shè)計(jì)三個層次范圍，具體范圍文件詳見設(shè)計(jì)任務(wù)書（報名后提供），重點(diǎn)任務(wù)為核心地塊建筑集群概念方案設(shè)計(jì)，即在20-30公頃左右的核心地塊層面進(jìn)行標(biāo)志性建筑群（如3-5棟組建筑）的概念方案設(shè)計(jì)。

This competition is composed of three aspects, namely scope of research, scope of urban design and conceptual scheme design of the building cluster on core plot. For documents on specific scope, please refer to the Design Order (to be provided after registration), of which the key task is the conceptual scheme design of the building cluster on the core plot, that is, the conceptual scheme design for the landmark buildings (e.g. 3-5 buildings/cluster) on the core plot of about 20-30 hectares.

（三）征集目標(biāo)(III) Competition target

長江新區(qū)產(chǎn)業(yè)發(fā)展緊扣“樞紐、數(shù)字、智造、綠色、生命”五大方向，長江新區(qū)中心片區(qū)在功能定位上應(yīng)強(qiáng)化國際交往、創(chuàng)新策源、高端商務(wù)等現(xiàn)代都會服務(wù)功能。

Following the industrial orientation of "hub, digit, intellectual creation, green and life", Wuhan Changjiang New District highlights the functions of modern metropolis like international exchanges, innovative policy sources and high-end business for the central area.

長江新區(qū)中心片區(qū)城市設(shè)計(jì)旨在向國內(nèi)外征集最具創(chuàng)意的城市設(shè)計(jì)方案，基于統(tǒng)一設(shè)計(jì)、連片打造的原則，以國際化視野、前瞻性思維，按最高水平、最高標(biāo)準(zhǔn)規(guī)劃設(shè)計(jì)中心片區(qū)，重點(diǎn)展現(xiàn)長江文化精神和武漢城市特色，從國際化大趨勢、城市化新進(jìn)程、科技新前沿等層面出發(fā)，構(gòu)建面向未來的城市空間表達(dá)，確保不留遺憾、不落敗筆，將長江新區(qū)建設(shè)成為融合國際國內(nèi)創(chuàng)新合作要素、具有國際城市特色的新區(qū)標(biāo)桿。本次征集方案將作為武漢長江新區(qū)中心片區(qū)城市規(guī)劃和建設(shè)的重要支撐文件。

It is planned to seek the most creative urban design schemes from home and abroad for the central area of Wuhan Changjiang New District. The schemes should highlight the culture of the Yangtze River and the characteristics of Wuhan in principle of contiguous building with uniform designs, with international vision and prospective thinking and under the highest level and standard. Meanwhile, the schemes should also effectively exhibit the spaces for the future without any regret and defect from the perspectives of internationalization trend, new urbanization process and cutting-edge technologies, building the district into a featured benchmark boasting innovative elements on cooperation at home and abroad. The schemes under this competition will be highly supportive for the urban planning and construction in the central area of Wuhan Changjiang New District.

應(yīng)征人資格要求

II. Requirements on Applicant Qualifications

（一）應(yīng)征人應(yīng)為依法注冊的從事城市設(shè)計(jì)、建筑設(shè)計(jì)的法人實(shí)體；

(I) The applicant shall be a legal entity duly registered according to law and engaged in urban and building design;

（二）應(yīng)征人應(yīng)有與本項(xiàng)目功能性質(zhì)相類似的城市設(shè)計(jì)或城市建筑群設(shè)計(jì)經(jīng)驗(yàn)；

(II) The applicant shall have experience in urban design or urban cluster design similar to that of function and nature of this project;

（三）本次征集接受聯(lián)合體報名，聯(lián)合體牽頭單位與成員數(shù)量合計(jì)不超過3家，聯(lián)合體報名還需滿足如下條件：

(III) Participation in a consortium is acceptable for the competition, and the total number of leading unit and members of the consortium shall not exceed three. The registration by consortium shall also meet the following conditions:

1、聯(lián)合體各方必須簽訂聯(lián)合體協(xié)議書，明確聯(lián)合體牽頭單位和成員的權(quán)利義務(wù)；

1. All parties to the consortium shall sign a consortium agreement to clarify the rights and obligations of the leading unit and members thereof;

2、以聯(lián)合體形式參加征集的，聯(lián)合體各方不得再單獨(dú)參加或者與其他應(yīng)征人另外組成聯(lián)合體參加本次征集活動；

2. For participation in the form of a consortium, any party to the consortium shall not participate in its own name or in another consortium;

（四）除聯(lián)合體的成員外，參加征集的應(yīng)征人之間不應(yīng)存在關(guān)聯(lián)關(guān)系。

(IV) Except for the members of the consortium, the applicants to the competition shall not be involved in direct holdings, under management relationship or share the same person in charge.

征集流程

III. Process of Competition

本次方案征集分為三個階段進(jìn)行：

This competition contains three stages:

（一）第一階段為“資格預(yù)審”階段。

(I) Stage I: Pre-qualification

1、主辦單位發(fā)布征集公告，面向全球優(yōu)秀的設(shè)計(jì)機(jī)構(gòu)開展資格預(yù)審。

1. The Organizer issues a competition announcement.

2、有意參加本次征集活動的應(yīng)征人可通過郵件進(jìn)行信息登記（點(diǎn)擊“閱讀原文”下載信息登記表，填寫完成后E-mail至指定郵箱）并簽訂《保密承諾函》，應(yīng)征人信息登記表及資料以蓋章或簽字的PDF掃描版和DOC格式E-mail至郵箱 cjxqcssj@163.com  ，協(xié)辦單位收到后，將《武漢長江新區(qū)中心片區(qū)城市設(shè)計(jì)研究及核心地塊建筑集群概念方案設(shè)計(jì)征集大綱》（下文簡稱《征集大綱》）電子版文件發(fā)送給應(yīng)征人?！墩骷缶V》獲取時間：2022年4月8日至2022年4月19日17:00（中國北京時間）。

2. Any applicant with intent can make registration via e-mail and sign and submit the Letter of Commitment on Non-disclosure. The Applicant Registration and relevant documents shall be rendered in PDF scanned copy with seal or signature (also attached with DOC files) and shall be sent via e-mail to cjxqcssj@163.com. After the aforesaid documents are received, the Sponsor will send an electronic version of the Competition Outline for the Urban Design Research and the Conceptual Scheme Design of Building Clusters on the Core Plot in the Central Area of Wuhan Changjiang New District (hereinafter referred to as Competition Outline) to the applicant.

3、《征集大綱》獲取時間：2022年4月8日至2022年4月19日17:00（中國北京時間）。

3. Time to acquire the Competition Outline: April 8, 2022 to 17:00 on April 19, 2022 (Beijing Time).

4、應(yīng)征人應(yīng)按照《征集大綱》的要求編制資格預(yù)審文件，包括商務(wù)文件、技術(shù)文件和演示文件三個部分，并在遞交截止時間2022年5月9日12：00前（中國北京時間）將《資格預(yù)審文件》PDF掃描版發(fā)送至指定郵箱 cjxqcssj@163.com （收到資格預(yù)審文件的時間以上述指定郵箱收件箱顯示的收件時間為準(zhǔn)）。

4. The applicant shall prepare the Documents for Pre-qualification Application according to the Competition Outline, which includes three sections: business documents, technical documents and presentation documents, and send the PDF scanned copy of the Documents for Pre-qualification Application to the designated mailbox cjxqcssj@163.com before 12:00 on May 9 2022 (Beijing Time) (the time of receipt shall be subject to that specified in the inbox of the aforesaid mailbox).

5、主辦單位將組織對應(yīng)征人遞交的資格預(yù)審文件進(jìn)行評審，選出6家設(shè)計(jì)機(jī)構(gòu)入圍，入圍單位應(yīng)在得到確定入圍通知后，應(yīng)按時提交《參與確認(rèn)函》。

5. The Organizers will review the Documents for Pre-qualification Application submitted by the applicant, and select six institutions to the next stage. The shortlisted institutions shall submit the Confirmation of Participation on time after receiving the notice of selection.

（二）第二階段為“方案競賽”階段。

(II) Stage II: Urban Design Competition

1、主辦單位擬于2022年5月16日邀請入圍的設(shè)計(jì)機(jī)構(gòu)來漢進(jìn)行現(xiàn)場答疑和現(xiàn)場踏勘等啟動工作。

1. The Organizers plan to invite the shortlisted design institutions to China for on-site Q&A and on-site reconnaissance on May 16, 2022.

2、主辦單位和承辦單位擬于2022年6月16日（方案競賽階段開始后4周左右），將組織中期成果檢查，入圍的設(shè)計(jì)機(jī)構(gòu)應(yīng)派項(xiàng)目負(fù)責(zé)人進(jìn)行中期成果匯報。

2. The Organizers and Co-organizers will organize mid-term results inspection on June 16, 2022 around the fourth week after the commencement of Design Competition), for which the shortlisted design institutions shall arrange project leaders to make reports on the mid-term results.

3、入圍的設(shè)計(jì)機(jī)構(gòu)須于2022年7月19日12:00時前提交成果至主辦單位指定地點(diǎn)（具體地點(diǎn)另行通知）。主辦單位將舉辦專家評審會（具體時間地點(diǎn)另行通知），設(shè)計(jì)機(jī)構(gòu)須派項(xiàng)目負(fù)責(zé)人或主創(chuàng)設(shè)計(jì)人員來漢匯報設(shè)計(jì)成果，方案經(jīng)專家評審，確定方案推薦排名，并報送主辦單位確定方案整合深化機(jī)構(gòu)。

3. The shortlisted design institutions shall submit the results to the workplace (to be specified later) designated by the Organizers before 12:00 on July 19, 2022.The Organizers will convene an expert review meeting (with time and place to be specified later) where the design institutions shall arrange project leader or the creator in chief to make a report on site. After expert review, a recommended ranking of the schemes will be defined and submitted to the Organizers for determining the institution to be engaged in scheme integration and deepening.

（三）第三階段為“方案整合及深化”階段。

(III)Stage III: Scheme Integration and Deepening

方案整合深化機(jī)構(gòu)須在中選后60個日歷天內(nèi)，按主辦單位及承辦單位要求吸收其他設(shè)計(jì)方案的優(yōu)點(diǎn)，進(jìn)行方案整合及深化，整合成果應(yīng)達(dá)到征集方案最終目標(biāo)要求，通過主辦單位和承辦單位驗(yàn)收。

The selected design institution to be engaged in scheme integration and deepening shall take in the advantages of other design schemes as required by the Organizers and Co-organizers within 60 calendar days after the said institution is selected. The integration results shall meet the ultimate requirements of this competition and shall be acceptable for the Organizers and the Co-organizers.

設(shè)計(jì)費(fèi)

IV. Design Fee

（一）第二階段“城市設(shè)計(jì)方案競賽”階段，根據(jù)專家評審?fù)扑]排名，

(I) At the second stage -  Urban Design Competition, all the institutions participated in will be ranked upon expert review:

給予排名第一的設(shè)計(jì)機(jī)構(gòu)350萬元人民幣的設(shè)計(jì)費(fèi)，

The design institution ranking No.1 will be given a design fee of RMB3.5 million;

給予排名第二的設(shè)計(jì)機(jī)構(gòu)200萬元人民幣的設(shè)計(jì)費(fèi)，

The design institution ranking No.2 will be given a design fee of RMB2 million;

給予排名第三的設(shè)計(jì)機(jī)構(gòu)200萬元人民幣的設(shè)計(jì)費(fèi)，

The design institution ranking No.3 will be given a design fee of RMB2 million;

給予排名第四的設(shè)計(jì)機(jī)構(gòu)120萬元人民幣的設(shè)計(jì)費(fèi)，

The design institution ranking No.4 will be given a design fee of RMB1.2 million;

給予排名第五的設(shè)計(jì)機(jī)構(gòu)120萬元人民幣的設(shè)計(jì)費(fèi)，

The design institution ranking No.5 will be given a design fee of RMB1.2 million;

給予排名第六的設(shè)計(jì)機(jī)構(gòu)120萬元人民幣的設(shè)計(jì)費(fèi)。

The design institution ranking No.6 will be given a design fee of RMB1.2 million;

（二）確定的方案整合深化機(jī)構(gòu)另外獲得240萬元人民幣的設(shè)計(jì)費(fèi)。

(II) The selected institution to engaged in scheme integration and deepening will be given an extra of design fee of RMB2.4 million.

（注：以上費(fèi)用均含稅，且設(shè)計(jì)機(jī)構(gòu)須與承辦單位簽訂合同）

(Note: All the fees mentioned above are tax inclusive and all the design institutions involved must sign a contract with the Co-organizers.)

征集說明 

V. Instructions for Competition

（一）本次征集活動設(shè)計(jì)費(fèi)均以人民幣在境內(nèi)支付，境外應(yīng)征人無法收取人民幣的，可授權(quán)國內(nèi)合法獨(dú)立法人代收款項(xiàng)。

(I) The design fees for this competition will be paid in RMB in China. For overseas applicants that are unable to receive Renminbi, a domestic independent legal person may be authorized for collection.

（二）應(yīng)征人對應(yīng)征方案享有署名權(quán)，經(jīng)主辦單位許可后可通過傳播媒介、專業(yè)雜志、書刊或其他形式評價、展示其應(yīng)征作品。主辦單位、承辦單位以及項(xiàng)目建設(shè)單位有權(quán)在本項(xiàng)目的設(shè)計(jì)中使用應(yīng)征設(shè)計(jì)成果，主辦單位、承辦單位以及項(xiàng)目建設(shè)單位在本項(xiàng)目的方案調(diào)整綜合時可以全部或部分使用應(yīng)征設(shè)計(jì)文件及設(shè)計(jì)成果，也可對其進(jìn)行修改，主辦單位、承辦單位以及項(xiàng)目建設(shè)單位還可對所有應(yīng)征成果印刷、出版和展覽，可通過傳播媒介、專業(yè)雜志、書刊或其他形式評價、展示、宣傳應(yīng)征設(shè)計(jì)成果。

(II) The applicant has the right of authorship for its application scheme, which may be evaluated or demonstrated via media, professional magazines, books and periodicals or otherwise upon the permission of the Organizers. The Organizers, Co-organizers and project construction unit have the right to use the designs under this competition in the design process, and use all or part of or modify the design documents and results under this competition in adjusting and integrating the schemes of this project. The Organizers, Co-organizers and project construction unit may also print, publish and exhibit all the results from the competition, and evaluate, display and publicize the design results through media, professional magazines, books and periodicals or in any other form.

（三）應(yīng)征人應(yīng)保證提交的應(yīng)征設(shè)計(jì)文件及設(shè)計(jì)成果在中國境內(nèi)以及境外沒有且不會侵犯任何其他人的知識產(chǎn)權(quán)（包括但不限于著作權(quán)、專利權(quán)）或?qū)Ｓ屑夹g(shù)或商業(yè)秘密。應(yīng)征人應(yīng)保證，若其應(yīng)征設(shè)計(jì)文件使用或包含任何其他人的知識產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密，應(yīng)征人已經(jīng)獲得權(quán)利人的合法、有效、充分的授權(quán)。應(yīng)征人因侵犯他人知識產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密所引起的全部賠償責(zé)任應(yīng)由應(yīng)征人承擔(dān)。

(III) The applicant shall guarantee that the submitted design documents and results are free from infringement upon the intellectual property rights (including but not limited to copyright and patent right), technical know-how or business secrets of any other person in and out of China. The applicant shall guarantee that if any intellectual property right or know-how or business secrets of any other person is used or contained in the design documents, it has obtained the legal, effective and sufficient authorization of the right holders. The applicant shall bear all the liabilities for compensation arising from infringement on the intellectual property rights, technical know-how or business secrets of others.

（四）應(yīng)征人所獲設(shè)計(jì)費(fèi)的稅金（含中國境內(nèi)、外應(yīng)繳納的各項(xiàng)稅費(fèi)）和在整個過程中發(fā)生的一切費(fèi)用均由應(yīng)征人自理。

(IV) The taxes (including taxes and fees payable in and out of China) of design fee received by the applicant and all expenses incurred in the whole process shall be borne by the applicant.

（五）本次征集活動中的所有文件及往來信函均應(yīng)使用中文或中英雙語，中英文內(nèi)容如有出入以中文為準(zhǔn)。

(V) All documents and correspondence in this solicitation shall be rendered in Chinese or in both Chinese and English. In case of any discrepancy between Chinese and English version, the former shall prevail.

（六）參加本次活動的應(yīng)征人均被視為承認(rèn)本公告的所有條款。

(VI) All the applicants for this competition are deemed to have recognized all the terms under this announcement.

（七）本次征集活動及相關(guān)文件的最終解釋權(quán)歸主辦單位所有。

(VII) This competition and related documents shall be subject to the final interpretation of the Organizers.

（八）本次征集活動本身及與本次活動相關(guān)的文件所適用的法律和法規(guī)僅為中華人民共和國的法律和法規(guī)。

(VIII) The laws and regulations applicable to this competition and the documents concerned are the laws and regulations of the People's Republic of China.
