高鐵站網(wǎng)絡(luò)正以前所未有的速度改變著中國的城市格局，打破城市邊界和空間距離，更為城市未來發(fā)展提供了新的模式與機(jī)遇。結(jié)合《成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)規(guī)劃綱要》《重慶都市圈發(fā)展規(guī)劃》、《關(guān)于支持主城都市區(qū)同城化發(fā)展的改革舉措》等重要文件與綱領(lǐng)，九龍坡區(qū)第十三次黨代會作出區(qū)域發(fā)展重大安排，將重慶西站（九龍坡）高鐵臨港經(jīng)濟(jì)區(qū)（以下簡稱“高鐵臨港經(jīng)濟(jì)區(qū)”）確定為全區(qū)“12345”發(fā)展思路中“四輪驅(qū)動”之一（強(qiáng)化西部（重慶）科學(xué)城九龍坡片區(qū)、九龍美術(shù)半島、九龍新商圈和高鐵臨港經(jīng)濟(jì)區(qū)），旨在全面貫徹落實(shí)黨中央、國務(wù)院決策部署和市委、市政府工作安排，搶抓共建“一帶一路”、推動成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)等重大戰(zhàn)略機(jī)遇，引領(lǐng)全區(qū)重塑高質(zhì)量現(xiàn)代化產(chǎn)業(yè)體系，努力成為重慶主城都市區(qū)高質(zhì)量發(fā)展的戰(zhàn)略支撐點(diǎn)。

重慶西站是成渝地區(qū)多層次軌道交通體系的五個Ⅰ型客運(yùn)樞紐之一、是重慶市“米”字型高鐵網(wǎng)的核心樞紐，是西部地區(qū)最大的高鐵樞紐之一，擁有成渝、渝貴、渝昆、蘭渝等鐵路干線。以高鐵樞紐為核心的高鐵臨港經(jīng)濟(jì)區(qū)集成了場景、流量、平臺等新經(jīng)濟(jì)發(fā)展要素，并具有發(fā)展數(shù)字經(jīng)濟(jì)、流量經(jīng)濟(jì)、總部經(jīng)濟(jì)等業(yè)態(tài)的先天優(yōu)勢，將成為區(qū)域要素資源重新組合的“戰(zhàn)略節(jié)點(diǎn)”、城市和區(qū)域發(fā)展的“新經(jīng)濟(jì)樞紐”。

本次規(guī)劃編制分為兩個階段。第一階段為國際征集階段，第二階段為深化整合階段。

本次征集分為三個階段：公開報名、資格預(yù)審、方案編制及評審。

The solicitation is divided into three stages: public registration, qualification check, plan preparation and review.

第一階段為公開報名。報名內(nèi)容包含報名表、相關(guān)資質(zhì)文件、主創(chuàng)設(shè)計(jì)師業(yè)績、團(tuán)隊(duì)業(yè)績等（詳見附件1）。

The first stage is the public registration. The registration content includes registration form, relevant qualification documents, performance of chief designer, performance of team. (See Annex 1 for details).

第二階段為資格預(yù)審。由資格預(yù)審委員會從有效報名的設(shè)計(jì)機(jī)構(gòu)中，投票評選出票數(shù)前4名入圍，1名備選。

The second stage is the qualification check. The prequalification committee will vote for the top 4 finalists and 1 candidate from the validly registered design institutions.

第三階段為方案編制及評審。入圍設(shè)計(jì)機(jī)構(gòu)需按《重慶西站（九龍坡）高鐵臨港經(jīng)濟(jì)區(qū)規(guī)劃設(shè)計(jì)國際方案征集書》要求，開展方案設(shè)計(jì)。由評審委員會從提交的有效方案機(jī)構(gòu)中，評選出1個一等獎，1個二等獎，1個三等獎、1個優(yōu)秀獎。

▌申請人資格要求  Applicant qualifications

（一）申請人須為獨(dú)立法人，且具備如下條件之一：7.1 The applicant must be an independent legal person and meet one of the following conditions:1、申請人為國內(nèi)機(jī)構(gòu)的，須具有城鄉(xiāng)規(guī)劃甲級資質(zhì)。7.1.1 If the applicant is a domestic institution, it must have Grade A qualification for urban and rural planning.2、申請人為境外機(jī)構(gòu)的，須在其所在國家或地區(qū)具有合法注冊營業(yè)執(zhí)照和相應(yīng)設(shè)計(jì)許可，受新冠肺炎疫情影響，境外機(jī)構(gòu)須在中國設(shè)有分支機(jī)構(gòu)。7.1.2 If the applicant is an overseas organization, it must have a legally registered business license and corresponding design license in the country or region where it is located. ▌應(yīng)征報名及資料提交

遞交資格預(yù)審報名文件截止時間為2022年4月11日16時00分（中國北京時間），設(shè)計(jì)機(jī)構(gòu)需提交附件1-4資料的紙質(zhì)版（正本1份，副本7份）及所有電子版報名材料（內(nèi)容應(yīng)完全一致），其中正本封面須加蓋申請單位公章（聯(lián)合體單位應(yīng)加蓋各成員公章），副本可為正本復(fù)印件。

The deadline for submission of prequalification registration documents is 16:00, April 11, 2022 (Beijing time, China). Design agencies need to submit the paper version of annex 1-4 materials (1 original, 7 copies) and electronic version of all (the content should be exactly the same), the original cover must be stamped with the official seal of the applicant unit (the consortium unit should be stamped with the official seal of each member), and the copy can be a photocopy of the original.

逾期送達(dá)或者未送達(dá)指定地點(diǎn)的資格預(yù)審報名文件，主辦方將不予受理。

The organizer will not accept the registration documents for qualification check that are delivered overdue or not delivered to the designated place.

▌設(shè)計(jì)費(fèi)用 Design cost

設(shè)計(jì)機(jī)構(gòu)在規(guī)定時間內(nèi)提交有效應(yīng)征文件，且滿足技術(shù)任務(wù)書文件要求，由評審委員會按程序?qū)Ψ桨冈O(shè)計(jì)成果進(jìn)行評審，并確定排名。設(shè)計(jì)機(jī)構(gòu)將獲得如下獎金（含稅）：

The documents will be submit within the specified time, and meet the requirements of the technical document. The review committee will review the design results and determine the ranking. The design agency will receive the following bonuses (tax included):

一等獎（1名）：總計(jì)人民幣貳佰柒拾萬元整（小寫￥2,700,000.00元），其中包括獎金人民幣壹佰貳拾萬元整（小寫￥1,200,000.00元）及方案深化整合費(fèi)用人民幣壹佰伍拾萬元整（小寫￥1,500,000.00元）；

First prize (1 winner): a total of two hundred and seventy thousand yuan (lowercase ￥2,700,000.00), including a bonus of one hundred and twenty thousand yuan (lowercase of ￥1,200,000.00) and the deepening of the program integration cost of one hundred and fifty thousand yuan (lowercase ￥1,500,000.00);

二等獎（1名）：人民幣捌拾萬元整（小寫￥800,000.00元）；

Second prize (1 winner): Eight hundred thousand yuan (￥800,000.00);

三等獎（1名）：人民幣陸拾萬元整（小寫￥600,000.00元）。

（一）本次國際征集公告采用中英文對照格式，當(dāng)中英文內(nèi)容不一致時，以中文為準(zhǔn)。12.1 This international solicitation announcement adopts Chinese or Chinese-English bilingual format, if the meaning of content is inconsistent of Chinese and English versions, the Chinese one shall prevail.（二）本次國際征集階段時長約45天；深化整合階段時長約60天。（深化整合階段時間可根據(jù)項(xiàng)目進(jìn)度調(diào)整）12.2 The time of the international solicitation phase is about 45 days; the time of the deepening phase is about 60 days. (The deepening time can be adjusted according to the project progress)（三）主辦單位的日程安排時間均以中國北京時間為準(zhǔn)。受疫情影響，主辦單位可對具體時間節(jié)點(diǎn)和會議形式作適時調(diào)整，并及時通知設(shè)計(jì)機(jī)構(gòu)。12.3 The schedule by the organizer is based on Beijing time. Due to the Covid-19 pandemic, the organizer can make timely adjustments to the specific time nodes and meeting way, and notify design agencies in time.（四）獲得正式邀請函的設(shè)計(jì)機(jī)構(gòu)主創(chuàng)設(shè)計(jì)師與主要設(shè)計(jì)人員須親自參與啟動會現(xiàn)場踏勘、方案評審、深化階段主要會議的交流與匯報。請?jiān)O(shè)計(jì)機(jī)構(gòu)根據(jù)各地區(qū)疫情防控要求提前作好相應(yīng)準(zhǔn)備。12.4 The chief designer and main designers of the design agency who have received the formal invitation letter must personally participate in the site survey, conceptual plan review, exchanges and reports at the main meetings of the deepening stage. Design agencies are requested to make corresponding preparations in advance according to the requirements of Covid-19 prevention and control at different regions.（五）凡報名參加本次活動的設(shè)計(jì)機(jī)構(gòu)，均被視為同意并接受本次活動規(guī)則以及各階段相應(yīng)的文件及其補(bǔ)充（修改）文件和澄清文件之全部內(nèi)容及條款。12.5 All design agencies that sign up for this event are deemed to have agreed and accepted the rules of this event and the corresponding documents at each stage, as well as their supplementary (modified) documents and all the contents and terms of the clarification documents.（六）應(yīng)征設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）需保證所有報名材料真實(shí)、合法和有效，并承擔(dān)相關(guān)法律責(zé)任。12.6 The consortium of applied design institutions (consortium) shall ensure that all application materials are true, legal and valid, and bear relevant legal responsibilities.（七）各申請人參加本次活動產(chǎn)生的一切費(fèi)用均自理。12.7 All applicants shall be responsible for all expenses incurred in participating in this event.（八）活動解釋權(quán)：因?qū)Ρ敬位顒右?guī)則的有不同理解，本次活動的主辦單位享有解釋權(quán)。12.8 Right to interpret the event:  Due to different understandings of the items of this activity, the organizer has the right to interpret.
