項(xiàng)目背景

I.Project Description

重慶市巴南區(qū)惠民片區(qū)位于重慶東部生態(tài)城中部，巴南區(qū)惠民街道范圍內(nèi)，地處樵坪山與明月山之間，北鄰重慶東站、南近南彭公路物流基地等國際開放門戶。

Huimin Area belongs to Huimin Sub-District of Chongqing Ba’nan District, center of Chongqing Eastern Eco-City. It lies between Qiaoping Mountain and Mingyue Mountain, and is adjacent to international transportation hubs such as Chongqing East Railway Station in the north, and Nanpeng Highway Logistics Base in the south.

重慶東部生態(tài)城位于中心城區(qū)東部槽谷、長江生態(tài)文明灣區(qū)，范圍包括西至銅鑼山，東抵東溫泉山、雙寨山之間的巴南區(qū)、南岸區(qū)全域，和廣陽灣智創(chuàng)生態(tài)城與江北區(qū)五寶鎮(zhèn)，是國家城鄉(xiāng)融合發(fā)展示范區(qū)、長江經(jīng)濟(jì)帶綠色發(fā)展示范區(qū)。在中心城區(qū)“一核、兩江、三谷、四山、五城、六名片”的城市布局中，東部生態(tài)城對應(yīng)建設(shè)“國際化、綠色化、智能化、人文化”現(xiàn)代城市中“綠色化”的承載地、未來生態(tài)城市樣板。

Chongqing Eastern Eco-City is located at the eastern valley area of Chongqing city proper and the Yangtze Ecological Conservation Bay. It covers Ba’nan District and Nan’an District which are embraced by Tongluo Mountain in the west and East Hot Spring Mountain and Shuangzhai Mountain in the east. Guangyang Bay Eco-City for Smart Technology & Innovation and Wubao Town of Jiangbei District also fall within its reach.

Chongqing Eastern Eco-City is recognized as a National Demonstration Zone for Urban-Rural Integrated Development and a Demonstration Zone for Green Development along the Yangtze Economic Belt.

It plays a significant role in Chongqing’s urban planning of developing One Core Area, Two Rivers, Three Valleys, Four Mountains, Five Urban Sections, and Six Name-Card Projects. When Chongqing strives to become an international, green, smart and human-centered city, Chongqing Eastern Eco-City will make its contribution to the green development as a model of future-oriented eco-city.

“十四五”期間，巴南區(qū)提出了“一區(qū)五城”戰(zhàn)略重點(diǎn)，即：全面建設(shè)國家城鄉(xiāng)融合發(fā)展試驗(yàn)區(qū)，加快建設(shè)南部新城、重慶國際生物城、重慶高職城、惠民智慧總部新城和大江科創(chuàng)城。其中，惠民智慧總部新城包括惠民、南彭、南泉、天星寺4個(gè)鎮(zhèn)街部分區(qū)域，面積約69平方公里，聚焦建設(shè)國際化、綠色化、智能化、人文化城市典范，圍繞“創(chuàng)新+”“文化+”“生態(tài)+”，打造綠色產(chǎn)業(yè)科技研發(fā)基地、文化創(chuàng)意產(chǎn)業(yè)基地、現(xiàn)代智慧總部基地。

For the 14th Five-Year Plan period, Ba’nan District has set forth a series of strategic priorities of developing the National Pilot Zone for Urban-Rural Integrated Development, accelerating the construction of the New Southern City, Chongqing International Bio-City, Chongqing Higher Vocational Education City, Huimin Smart Headquarters New City and Dajiang S&T Innovation City.

Among them, the Huimin Smart Headquarters New City includes parts of the four towns and sub-districts, namely Huimin, Nanpeng, Nanquan and Tianxingsi, covering an area of approximately 69 square kilometers. It aims to become a fine example of an international, green, smart and human-centered city. Following the philosophies of “Innovation+”, “Culture+” and “Ecology+”, it is developing the Science and Technology R&D Base for Green Industries, Cultural and Creative Industry Base, and Modernized Smart Headquarters Base.

惠民片區(qū)緊鄰廣陽灣智創(chuàng)生態(tài)城、重慶國際生物城、南彭國際商貿(mào)物流城等東部生態(tài)城核心功能板塊，是東部生態(tài)城“一江十脈、三帶七群”山水田園都市空間格局中的重要組成部分，是巴南區(qū)發(fā)展戰(zhàn)略重點(diǎn)中惠民智慧總部新城的重要功能承載地。為高起點(diǎn)、高標(biāo)準(zhǔn)、高水平規(guī)劃建設(shè)惠民片區(qū)，特開展本次城市設(shè)計(jì)方案國際征集。

Huimin Area is close to the Core Sections of Chongqing Eastern Eco-City such as Guangyang Bay Eco-City for Smart Technology & Innovation, Chongqing International Bio-City, and Nanpeng International Trade and Logistics City. It is indispensable in the urban landscape plan which consists of the Yangtze, Five Mountains, Five Rivers, and Three Development Belts. It is also a key location of Huimin Smart Headquarters New City, which is among the strategic priorities of Ba’nan District.

We have launched this Request for Proposal to solicit design plans from home and abroad for Huimin Area for its development with a high starting point, high standards and high quality.

征集目的

2. Solicitation Goals

本次旨在征集具有前瞻性與創(chuàng)新性的城市設(shè)計(jì)理念和方案。以“人”為核心，立足自身優(yōu)勢、注重區(qū)域協(xié)同和差異化發(fā)展，研究謀劃新時(shí)代背景下重慶市巴南區(qū)惠民片區(qū)的發(fā)展愿景。采用“生態(tài)沁人、形態(tài)宜人、業(yè)態(tài)塑人、活態(tài)聚人、神態(tài)動(dòng)人、心態(tài)悅?cè)恕绷鶓B(tài)協(xié)同的場景營造方法，圍繞智慧總部經(jīng)濟(jì)園區(qū)的建設(shè)，重點(diǎn)打造“智慧創(chuàng)新”的生態(tài)產(chǎn)業(yè)社區(qū)場景，描繪“詩意棲居”的未來生活場景，展現(xiàn)“青山綠水”的生態(tài)游憩場景，建設(shè)生態(tài)價(jià)值新標(biāo)桿、城鄉(xiāng)融合新示范、綠色發(fā)展新引擎、品質(zhì)生活新家園、智慧城市新樣板。

The solicitation of the city design scheme aims to collect prospective and innovative concepts and schemes. The scheme shall be humanity-oriented, based on the city’s own advantages, attentive to regional coordination and featured development, envisaging the new era and planning for the future development. At the same time, the scheme is to integrate the following six ideas into the scenario designing, i.e., friendly ecology, pleasant construction, cultivating business, active community, appealing look and harmonious neighborhood, and in this way, to fully create a smart & innovative industry community based on the construction of smart headquarters economic parks, to depict poetic livelihood, to embody ecological leisure. The scheme shall demonstrate the value of ecology, the integrated urban-rural development, the driving force of green economy, the high-quality living standards and model urban planning of smart cities.

設(shè)計(jì)范圍

Design Scope

本次征集分為總體城市設(shè)計(jì)和詳細(xì)城市設(shè)計(jì)兩部分。

The solicitation includes two parts: general urban design, and detailed urban design.

（一）總體城市設(shè)計(jì)

(1) General Urban Design

總體城市設(shè)計(jì)范圍東至明月山“四山”管控區(qū)范圍線、南至忠興、西至樵坪山山體保護(hù)線、北至惠民街道界（具體范圍詳見圖2），面積約24平方公里。

The general design shall cover the area of about 24 square kilometers from the Mingyue Mountain section of “The Forbidden Line of Four Mountains” to the east, the boundary of Zhongxing to the South, the mountain protection line of Qiaoping Mountain to the west and the boundary of Huimin Sub-District to the north (see Picture 2 for detailed information of the scope).

（二）詳細(xì)城市設(shè)計(jì)

(2) Detailed Urban Design

詳細(xì)城市設(shè)計(jì)范圍不少于2個(gè)地段，必須包括首開區(qū)、惠民湖周邊區(qū)域。具體范圍由設(shè)計(jì)單位根據(jù)總體方案選取，總面積不小于3平方公里（不含水域），其中每個(gè)地段不小于1平方公里，重點(diǎn)覆蓋城市公共功能和產(chǎn)業(yè)功能集中區(qū)域。

The detailed urban design scope shall include at least 2 areas, which must cover the firstly developed area and the surrounding area of Huimin Lake. The specific scope can be selected by the applicant accordingly with no less than 3 square kilometers of total area (excluding water), of which no less than 1 square kilometer for each area, focusing on covering the concentrated area of urban public functions and industrial functions.

4. Design Contents

（一）總體城市設(shè)計(jì)

(1) General Urban Design

結(jié)合樵坪山、明月山生態(tài)人文資源，依托重慶東站、南彭公路物流基地，立足環(huán)樵坪山“大數(shù)智”產(chǎn)業(yè)帶，謀劃總體定位，優(yōu)化國土空間規(guī)劃布局，深化落實(shí)東部生態(tài)城規(guī)劃的生產(chǎn)、生活、生態(tài)場景體系。優(yōu)化生態(tài)格局和生態(tài)服務(wù)功能，構(gòu)建藍(lán)綠交織的生態(tài)網(wǎng)絡(luò)；塑造自然與城市有機(jī)融合的空間形態(tài)，構(gòu)建符合山水肌理的組團(tuán)式、簇群化空間格局；策劃重大功能項(xiàng)目、細(xì)化產(chǎn)業(yè)布局，落實(shí)“數(shù)字產(chǎn)業(yè)化、產(chǎn)業(yè)數(shù)字化，生態(tài)產(chǎn)業(yè)化、產(chǎn)業(yè)生態(tài)化”要求，以智慧創(chuàng)新驅(qū)動(dòng)綠色轉(zhuǎn)型，實(shí)現(xiàn)綠色低碳循環(huán)發(fā)展；構(gòu)建智慧綠色交通體系，優(yōu)化內(nèi)部交通組織，打造多層次慢行網(wǎng)絡(luò)，推動(dòng)智慧交通發(fā)展，促進(jìn)品質(zhì)出行；營造城鄉(xiāng)融合的景觀風(fēng)貌，突出小鎮(zhèn)形態(tài)、山村意象、田園意境，再現(xiàn)“巴渝鄉(xiāng)愁”風(fēng)貌特色。

Integrating the ecological and cultural resources of Qiaoping Mountain and Mingyue Mountain, linking Chongqing East Railway Station and Nanpeng Highway Logistics Base, the general design shall center on the “Big Data Intelligence” Industry Belt around the Qiaoping Mountain, sketch out the overall orientation with optimized use and plan of land, to fully implement the industrial, living and ecological scenario as programmed for the Eastern Ecological City. Meanwhile, the following functional requirements shall be considered in the general design: ecologically friendly surroundings in the sky and the earth with ecology setup and function best calculated, shaping the spatial form of nature and urban city, building a pleasant community in line with the landscape. In the design, functional projects and detailed industry layout are to be planned, so as to implement the requirements of "industrialized digital economy, digitalized industry; industrialized ecology economy and ecological industry". Through smart innovation, the design shall realize green transformation and low-carbon development of the Area; build a smart green transportation system, optimize internal transportation, build a multi-level slow traffic network, and promote smart and quality transportation of the Area; create a landscape style of urban-rural integration, intertwine area feature, mountain image and pastoral imagination to reproduce the Bayu Nostalgia.

（二）詳細(xì)城市設(shè)計(jì)

(2) Detailed Urban Design

內(nèi)容包括但不限于對功能布局、開發(fā)強(qiáng)度、交通組織、建筑群空間組合關(guān)系和塔樓的布局，以及建筑高度、體量、形態(tài)、風(fēng)貌等方面提出控制要求；明確公共開放空間布局、形式和規(guī)模，開展場地景觀設(shè)計(jì)、生態(tài)景觀設(shè)計(jì)、道路景觀設(shè)計(jì)等，并對重要開放空間周邊的城市界面進(jìn)行管控；重點(diǎn)針對首開區(qū)、惠民湖周邊等重要區(qū)域進(jìn)行街區(qū)形象設(shè)計(jì)，包括區(qū)域地標(biāo)、天際輪廓、街道界面、重要節(jié)點(diǎn)、濱水景觀環(huán)境等。

The contents include but are not limited to the following: putting forward control requirements for function layout, development intensity, traffic organization, spatial combination of building and layout of towers, and the height, volume, shape, architectural style of the buildings. Meanwhile, the design is also supposed to define the layout, form and scale of public open space, and carry out site design, ecological landscape design, road landscape design. Plus, it is also required to implement control over the urban interface around important open spaces. For the key areas, such as the areas around firstly developed area and Huimin Lake, block image design is to be carried out, as well as urban landmarks, the skyline, street interface, important nodes, waterfront hydrophilic landscape environment and so on.

征集形式

5. Solicitation Approaches

本次方案征集采用公開報(bào)名的方式，公告發(fā)布后，即視為報(bào)名開始。

The solicitation will take public registration and submission. After the announcement is issued, registration is deemed to begin.

主辦單位通過對公開報(bào)名單位進(jìn)行資格預(yù)審，遴選5家高水平設(shè)計(jì)單位（含聯(lián)合體）參與方案征集，并選出3家備選團(tuán)隊(duì)。若報(bào)名設(shè)計(jì)單位（含聯(lián)合體）不足8家，將采用意向邀請方式，邀請其他優(yōu)秀設(shè)計(jì)團(tuán)隊(duì)參與。

Through public registration and prequalification, the Hosts will select 5 high-level applicants (consortium included) to participate in the design scheme recruitment, and three applicants will be selected as substitute. In case of less than 8 registrations, intentional invitation will be adopted, and qualified candidates will be invited to participate.

公開報(bào)名申請人資格

6. Qualification Requirements for Public Registration Applicants

（一）報(bào)名團(tuán)隊(duì)成員中申請主體為國內(nèi)機(jī)構(gòu)的，須具有城鄉(xiāng)規(guī)劃甲級或工程設(shè)計(jì)建筑行業(yè)（建筑工程）甲級資質(zhì)；申請主體為境外機(jī)構(gòu)的，須在其所在國家或地區(qū)應(yīng)具有合法營業(yè)范圍，并具有我國境內(nèi)合法經(jīng)營和設(shè)計(jì)許可。不接受境外機(jī)構(gòu)單獨(dú)報(bào)名。鼓勵(lì)境內(nèi)外機(jī)構(gòu)聯(lián)合及設(shè)計(jì)團(tuán)隊(duì)跨界聯(lián)合，融合城市設(shè)計(jì)、建筑設(shè)計(jì)、景觀設(shè)計(jì)、產(chǎn)業(yè)與功能策劃等不同經(jīng)驗(yàn)的團(tuán)隊(duì)，聯(lián)合體成員不超過3家。不接受個(gè)人及個(gè)人組合的報(bào)名。

(1) If the main applicant of the candidate team is a domestic institution, an A-level Qualification for Urban and Rural Planning or Engineering Design and Construction Industry (Construction Engineering) is required; as for overseas applicant, authorized business scope in the registration country or region, AND a legal business and design license in China are required. No foreign institutions will be accepted to apply solely. It is highly recommended that applicant entities from both home and abroad unite no more than 3 member teams with urban design, architectural design, landscape design, industrial or functional planning experience to form a consortium. Individual applicant or union of individuals are not qualified.

（二）申請人（含聯(lián)合體）須在方案征集啟動(dòng)會(huì)召開之前按照《重慶市基礎(chǔ)測繪地理信息成果提供使用管理辦法》要求取得1:2000矢量地形圖的申領(lǐng)資格，并及時(shí)按程序申領(lǐng)地形圖。

(2) The applicant or consortium must obtain 1:2000 vector topographic maps in accordance with the requirements of the Chongqing Basic Mapping Geographic Information Results Provision and Use Management Measures before the launch of the scheme solicitation, and timely apply for topographic maps in accordance with the procedures.

（三）申請人（含聯(lián)合體）團(tuán)隊(duì)配置需包含城鄉(xiāng)規(guī)劃、城市設(shè)計(jì)、建筑設(shè)計(jì)、景觀設(shè)計(jì)、交通設(shè)施設(shè)計(jì)相關(guān)專業(yè)，及產(chǎn)業(yè)研究、功能策劃相關(guān)人員。

（3）The applicant or consortium should have professionals related to urban and rural planning, urban design, architectural design, landscape design and transportation facilities design, as well as personnel related to industrial research and function planning.

（四）聯(lián)合體報(bào)名需提交具有法律效力的《聯(lián)合體協(xié)議》，明確牽頭單位。

(4) The consortium applicant shall turn in the Consortium Agreement with legal effect, clarifying the leading entity.

（五）聯(lián)合體各方不得再單獨(dú)以自己名義，或者與另外的設(shè)計(jì)單位組成聯(lián)合體參加本次競賽。法定代表人為同一個(gè)人的兩個(gè)及兩個(gè)以上法人，母公司、全資子公司及其控股公司，不得同時(shí)報(bào)名參賽。

(5) The consortium members shall not participate in the competition in its own name or form a consortium with another design entity. Two or more legal persons whose legal representative is the same person, parent companies, wholly-owned subsidiaries and their holding companies shall not register for the competition at the same time.

（六）申請人（含聯(lián)合體）業(yè)績要求：2018年1月1日至今，承擔(dān)過同類型的城市設(shè)計(jì)類項(xiàng)目（須提供合同復(fù)印件并加蓋申請人公章）。

(6) Performance requirements of the applicant (consortium included): since January 1, 2018, the candidate applicant shall have the experience of the same type of urban design projects (a copy of the contract required and stamped with the official seal of the applicant).

（七）申請人（含聯(lián)合體）業(yè)績獎(jiǎng)項(xiàng)、主創(chuàng)設(shè)計(jì)師的經(jīng)歷及業(yè)績獎(jiǎng)項(xiàng)、團(tuán)隊(duì)成員資歷將作為資格評審的重要參考。

(7) The applicant's awards (consortium included), the experience and performance awards of the main designer and the qualification of team members will be used as an important reference for qualification evaluation.

（八）申請人（含聯(lián)合體）不得存在下列情形之一：

1.申請人是不具有獨(dú)立法人資格的附屬機(jī)構(gòu)（單位）；

2.被責(zé)令停業(yè)的；

3.被暫?；蛉∠稑?biāo)資格的；

4.財(cái)產(chǎn)被接管或凍結(jié)的；

5.在最近三年內(nèi)有騙取中標(biāo)或嚴(yán)重違約或重大質(zhì)量問題查證屬實(shí)的；

6.因合同糾紛或質(zhì)量糾紛進(jìn)入仲裁或司法程序，尚未結(jié)束的。

(8) The applicant (consortium included) shall not be under any of the following circumstances:

a. The applicant is a subsidiary body (unit) without independent legal entity;

b. Being ordered to suspend business;

c. Being suspended or disqualified from bidding;

d. Whose property is taken over or frozen by relevant authority;

e. In the last three years, there have been fraudulent bid winning, serious breach of contract or major quality problems verified;

f. The contract dispute or quality dispute has entered arbitration or judicial proceedings and has not been completed;

（九）參與本次征集的設(shè)計(jì)人員應(yīng)為設(shè)計(jì)單位（含聯(lián)合體）的在冊人員，主創(chuàng)設(shè)計(jì)師應(yīng)由主持過多個(gè)同類型項(xiàng)目的規(guī)劃師或建筑師擔(dān)任，且須直接參與本次征集方案設(shè)計(jì)全過程。

(9) The designers participating in this recruitment shall be the registered personnel of the design entity (consortium included). The chief designer shall be a planner or architect who has presided over multiple projects of the same type, and must directly participate in the whole process of this recruitment.

本次征集分為資格預(yù)審、方案征集、整合深化三個(gè)階段。

The Solicitation consists three stages, i.e., Prequalification of Applicants, Recruitment of Designs and Intensive Study and Deep Integration of the Candidate Designs.

注：以上時(shí)間均為中國北京時(shí)間，若受疫情等不可抗力因素影響，主辦單位可對活動(dòng)具體時(shí)間節(jié)點(diǎn)、啟動(dòng)會(huì)、方案評審會(huì)形式作適時(shí)調(diào)整。若入圍團(tuán)隊(duì)未及時(shí)取得測繪成果申領(lǐng)資格并申領(lǐng)到地形圖，影響編制進(jìn)度，由入圍團(tuán)隊(duì)自行負(fù)責(zé)，方案中期檢查等時(shí)間節(jié)點(diǎn)不會(huì)因此延后。

Note: the listed time is Beijing Time (UTC+8:00). In case of pandemic, the Hosts will adjust the specific time node of the event, the form of launching meeting and review meeting in due time. The finalist applicant should be responsible for the team progress of the preparation. If the finalist applicant fails to obtain the qualification of mapping results and topographic maps in time, the mid-term inspection and other determined timetable of the solicitation shall not be delayed.

征集說明

8. Specifications

（一）公開報(bào)名的申請人（含聯(lián)合體）將由主辦單位組織專家對報(bào)名材料進(jìn)行資格預(yù)審，前5名作為入圍團(tuán)隊(duì)，同時(shí)第6-8名作為備選（須排序）。若入圍團(tuán)隊(duì)因自行放棄等原因無法參與，由主辦單位按照備選團(tuán)隊(duì)排序依次替補(bǔ)。

(1) The Hosts will invite experts to prequalify the applicants (consortium included) for public registration. The top 5 will be the shortlisted design entities, and the 6th-8th will be the substitutes (in order). If the shortlisted ones are unable to participate due to reasons such as abandonment by themselves, the Hosts shall replace them according to the order of substitutes.

（二）入圍團(tuán)隊(duì)?wèi)?yīng)按照附件8相關(guān)要求，將申請材料提交給重慶市測繪成果分發(fā)服務(wù)大廳（詳詢023-67033390），按程序申領(lǐng)1:2000矢量地形圖。

(2) The finalist applicant should submit the application materials to Chongqing Mapping Results Distribution Service Hall (for details, please call 023-67033390) and apply for 1:2000 vector topographic maps according to the procedures in accordance with the relevant requirements in Annex 8.

（三）申請人（含聯(lián)合體）須保證所有報(bào)名材料真實(shí)、合法和有效，不得利用他人資質(zhì)冒名頂替，一經(jīng)發(fā)現(xiàn)將取消資格，并追究相關(guān)責(zé)任。

(3) The applicants (consortium included) must ensure that all application materials are true, legal and effective, and shall not use others' qualifications to impersonate. Once found, it will be disqualified and prosecuted for liability.

（四）申請人（含聯(lián)合體）通過資格預(yù)審入圍后，方案評審會(huì)前須進(jìn)行方案中期檢查會(huì)，具體會(huì)議形式及要求將由主辦單位提前一周通知。

(4) After the applicant (consortium included) has passed the prequalification, a mid-term inspection meeting shall be held before the design review meeting. The specific meeting form and requirements will be notified by the Hosts one week in advance.

（五）主創(chuàng)設(shè)計(jì)師須出席各階段的重要會(huì)議，包括但不限于啟動(dòng)會(huì)、方案中期檢查會(huì)、方案評審會(huì)，以及整合深化階段的相關(guān)重要會(huì)議。

(5) The chief designer must attend important meetings at all stages, including but not limited to the Launch Meeting, mid-term inspection and review meeting, and relevant important meetings at Stage 3.

（六）若主創(chuàng)設(shè)計(jì)師與資格預(yù)審材料所提交的信息不符或未經(jīng)主辦單位認(rèn)可擅自更換主創(chuàng)設(shè)計(jì)師，則視為參加方案征集的資格無效，主辦單位將對其單位和個(gè)人納入相關(guān)誠信管理。

(6) If the chief designer is inconsistent with the information submitted in the prequalification materials or is replaced without the approval of the Hosts, the participation qualification will be deemed invalid, and the Hosts will report the liability of both the entity and the individual to relevant credit management system.

（七）入圍團(tuán)隊(duì)在規(guī)定時(shí)間內(nèi)提交有效應(yīng)征文件，由方案評審委員會(huì)按程序?qū)μ峤坏某晒M(jìn)行評審，確定3家推薦方案。

1.入圍團(tuán)隊(duì)將獲得如下獎(jiǎng)金（含稅）：

3家推薦方案：各人民幣壹佰萬元整（小寫￥1,000,000.00元）；

其他方案：各人民幣伍拾萬元整（小寫￥500,000.00元）。

2.對于成果偏離任務(wù)書要求過大、質(zhì)量太差的，經(jīng)方案評審委員會(huì)評議認(rèn)定，主辦單位有權(quán)不支付征集獎(jiǎng)金，并進(jìn)行公開通報(bào)。

3.主辦單位綜合審議后，從3家推薦方案的入圍團(tuán)隊(duì)中確定1家獲得整合深化權(quán)，簽訂整合深化合同，費(fèi)用不超過人民幣叁佰萬元整（小寫￥3,000,000.00元）。入圍團(tuán)隊(duì)如果自愿放棄整合深化權(quán)，主辦單位有權(quán)指定其他2家單位中的任何1家開展整合深化工作。

4.以上費(fèi)用均為人民幣，并且本次征集活動(dòng)僅以人民幣結(jié)算。

(7) The shortlisted applicants shall submit valid application documents within the specified time, and the Review Committee shall review the submitted results according to procedures and determine THREE recommended schemes.

a. The shortlisted applicants will receive the following bonuses (including tax):

Three recommended schemes: CNY One Million (in figures ￥ 1,000,000.00);

Other schemes: CNY Five Hundred Thousand (in figures ￥ 500,000.00).

b. If the final design deviate too much from the requirements of the assignment and the quality is too poor, the Hosts has the right not to pay the bonus and make an announcement after being evaluated and determined by the Review Committee.

c. After the comprehensive review from the Hosts, one of the shortlisted applicants that provided the selected THREE recommended schemes shall be determined according to relevant procedure to obtain the priority of the deep integration and will sign a contract, with the value not exceeding CNY Three Million (in figures ￥ 3,000,000.00). In line with the expert reviews and the requirements of the Hosts, the designated entity or consortium shall finish the final design of the scheme. If the shortlisted applicant is to give up the right of integration, the Hosts has the right to designate any of the other two entities to finish the integration.

d. The a/m fees are in CNY, and this recruitment will only be settled in CNY.

（八）方案征集過程中發(fā)生的一切費(fèi)用及因獎(jiǎng)金、整合深化費(fèi)用而發(fā)生的有關(guān)稅費(fèi)，由設(shè)計(jì)單位（含聯(lián)合體）自行負(fù)責(zé)。

(8) All the taxes caused by the bonus and integration contract shall be borne by the design entity (consortium included) itself.

（九）本次征集為中英文對照說明，最終解釋語言以中文為準(zhǔn)。

成果要求

9. Requirements of the Design

（一）資格預(yù)審材料：包含申請人報(bào)名表、資質(zhì)證明文件、申請人及主創(chuàng)設(shè)計(jì)師相關(guān)業(yè)績、主創(chuàng)設(shè)計(jì)團(tuán)隊(duì)成員表及相關(guān)證明材料等；提交聯(lián)合體協(xié)議、聯(lián)合體成員工作分工方案，具體要求詳見附件。

(1) Prequalification: the application materials shall include the application form, qualification documents, relevant performance of the applicant and the chief designer, the main team members form and relevant materials; the Consortium Agreement and work division plan of consortium members. See the attachment for more details.

（二）方案征集成果：包括設(shè)計(jì)成果與匯報(bào)成果兩部分。設(shè)計(jì)成果包含但不限于表達(dá)設(shè)計(jì)內(nèi)容要求的文本（包括文字說明和相關(guān)圖紙），A3規(guī)格（297mm*420mm），一式20本。匯報(bào)成果包括展板、演示多媒體、匯報(bào)PPT，其中，展板為A0規(guī)格（1189mm*841mm），不少于6張；演示多媒體約6分鐘（含動(dòng)畫）；總匯報(bào)時(shí)長（包括多媒體播放時(shí)間）不超過20分鐘。需提交與設(shè)計(jì)成果和匯報(bào)成果一致的電子文件，以U盤形式提交，一式2份。具體要求以最終發(fā)布的任務(wù)書為準(zhǔn)。

(2) Scheme recruitment: the recruitment is composed of design and report results. The design results include but are not limited to the text explaining the design (including text and relevant drawings), in A3 paper (297mm * 420mm), 20 copies. The report results include display boards, multimedia presentations and PPT reports, of which the display boards are in A0 size (1189 * 841mm), with no less than 6 slides; multimedia display for about 6 minutes (including animation); The total report time (including the play of multimedia) shall not exceed 20 minutes. Electronic documents consistent with the design results and report results shall be submitted in the form of USB flash disk, 2 copies. The specific design requirements shall be subject to the final scheme collection assignment.

（三）整合深化成果：主要包括城市設(shè)計(jì)說明書、導(dǎo)則、實(shí)體模型及動(dòng)畫宣傳片等，達(dá)到《重慶市城市設(shè)計(jì)編制技術(shù)導(dǎo)則》地段城市設(shè)計(jì)深度。具體成果要求根據(jù)整合深化合同確定。

(3) Integration of the designs: It mainly includes urban design instructions, guidelines, solid models and animated publicity films, and shall reach the Chongqing Urban Design Preparation Technical Guidelines lot urban design depth. The detailed requirements of the achievements will be determined according to the contract in the Stage 3.

（一）報(bào)名時(shí)間：2022年03月18日—2022年03月28日（中國北京時(shí)間）。

(1) Signing-up Time: March 18- 28, 2022 (Beijing Time, UTC+8:00).

（二）資料提交：設(shè)計(jì)單位（含聯(lián)合體）應(yīng)同時(shí)提交紙質(zhì)版和電子版資格預(yù)審材料。紙質(zhì)版資格預(yù)審材料遞交至重慶市城市規(guī)劃協(xié)會(huì)（重慶市渝北區(qū)規(guī)劃測繪創(chuàng)新基地3號樓710），電子版資格預(yù)審材料發(fā)送至指定電子郵箱，截止時(shí)間為2022年03月28日17時(shí)00分，逾期不予受理。

(2) Submission of Registration Materials: The applicant (consortium included) needs to turn in Prequalification documents both in paper and electronic version. The paper materials should be sent to Chongqing City Planning Association (Room 710, Building 3, Chongqing Planning Surveying and Mapping Innovation Base, Yubei District, Chongqing), and the electronic version of the documents should be sent to the designated email address. The deadline for both version is 17:00, March 28, 2022, and overdue will not be accepted.
