對科學(xué)城九龍坡片區(qū)進(jìn)行城市策劃工作，包括謀劃目標(biāo)定位、提出產(chǎn)業(yè)發(fā)展策略、構(gòu)建產(chǎn)業(yè)功能體系、布局城市配套功能、營造生產(chǎn)生活生態(tài)場景，同時對規(guī)劃區(qū)內(nèi)生態(tài)保護(hù)、土地利用、空間結(jié)構(gòu)、交通組織、城鄉(xiāng)融合等方面進(jìn)行規(guī)劃設(shè)計。最終提出規(guī)劃的實施措施以及分期開發(fā)的保障措施，建立實施項目庫，明確項目建設(shè)時序。The work includes planning target positioning, proposing industrial development strategies, constructing an industrial function system, arranging urban supporting functions, creating ecological scenes of production and life, and providing ecological protection, land use, and space in the planned area. The review committee will select 1 first prize, 1 second prize, and 1 third prize from the submitted effective scheme institutions.This project requires joint registration, which must meet the following conditions:1、聯(lián)合體成員單位不超過3家。聯(lián)合體成員中申請人為國內(nèi)機構(gòu)的，須具有城鄉(xiāng)規(guī)劃甲級資質(zhì)；申請人為境外機構(gòu)的，須在其所在國家或地區(qū)應(yīng)具有合法營業(yè)范圍，并具有相應(yīng)設(shè)計許可。聯(lián)合體成員至少一方應(yīng)符合以上相應(yīng)資格條件，另一方不得為個人。同時要求聯(lián)合具有產(chǎn)業(yè)策劃經(jīng)驗的機構(gòu)報名。7.1 No more than 3 member units of the consortium. （一）本次國際征集公告采用中英文對照格式，當(dāng)中英文內(nèi)容不一致時，以中文為準(zhǔn)。
12.1 This international solicitation announcement adopts Chinese or Chinese-English bilingual format, if the meaning of content is inconsistent of Chinese and English versions, the Chinese one shall prevail.（二）本次國際征集階段時長約60天；深化整合階段時長約60天。（深化整合階段時間可根據(jù)項目進(jìn)度調(diào)整）12.2 The time of the international solicitation phase is about 60 days; the time of the deepening phase is about 60 days. (The deepening time can be adjusted according to the project progress)（三）主辦單位的日程安排時間均以中國北京時間為準(zhǔn)。受疫情影響，主辦單位可對具體時間節(jié)點和會議形式作適時調(diào)整，并及時通知設(shè)計機構(gòu)。
12.3 The schedule by the organizer is based on Beijing time. Due to the Covid-19 pandemic, the organizer can make timely adjustments to the specific time nodes and meeting way, and notify design agencies in time.（四）獲得正式邀請函的設(shè)計機構(gòu)主創(chuàng)設(shè)計師與主要設(shè)計人員須親自參與啟動會現(xiàn)場踏勘、方案評審、深化階段主要會議的交流與匯報，并用中文進(jìn)行匯報。請設(shè)計機構(gòu)根據(jù)各地區(qū)疫情防控要求提前作好相應(yīng)準(zhǔn)備。12.4 The chief designer and main designers of the design agency who have received the formal invitation letter must personally participate in the site survey, conceptual plan review, exchanges and reports at the main meetings of the deepening stage, and report in Chinese. Design agencies are requested to make corresponding preparations in advance according to the requirements of Covid-19 prevention and control at different regions.（五）凡報名參加本次活動的設(shè)計機構(gòu)，均被視為同意并接受本次活動規(guī)則以及各階段相應(yīng)的文件及其補充（修改）文件和澄清文件之全部內(nèi)容及條款。12.5 All design agencies that sign up for this event are deemed to have agreed and accepted the rules of this event and the corresponding documents at each stage, as well as their supplementary (modified) documents and all the contents and terms of the clarification documents.（六）應(yīng)征設(shè)計機構(gòu)聯(lián)合體需保證所有報名材料真實、合法和有效，并承擔(dān)相關(guān)法律責(zé)任。12.6 The consortium of applied design agencies shall ensure that all application materials are true, legal and valid, and bear relevant legal responsibilities.（七）各申請人參加本次活動產(chǎn)生的一切費用均自理。12.7 All applicants shall be responsible for all expenses incurred in participating in this event.（八）活動解釋權(quán)：因?qū)Ρ敬位顒右?guī)則的有不同理解，本次活動的主辦單位享有解釋權(quán)。12.8 Right to interpret the event: Due to different understandings of the items of this activity, the organizer has the right to interpret.
