本次征集工作分三個階段進(jìn)行：第一階段資格預(yù)審；第二階段選址論證；第三階段詳細(xì)規(guī)劃設(shè)計(jì)。

Comprising three phases: pre-qualification, site selection study and detailed planning & design.

1. 本次征集采用公開報(bào)名的方式 Open Application

公告發(fā)布后，視為報(bào)名開始，境內(nèi)外規(guī)劃規(guī)劃設(shè)計(jì)機(jī)構(gòu)皆可報(bào)名。

The Application begins since this announcement releases.  Both domestic and foreign design companies may register for the competition.

2. 評估會組成 Evaluation Committee

由主辦單位、承辦單位依法組建機(jī)構(gòu)遴選評委會（以下簡稱“評委會”），成員由不少于7 名相關(guān)領(lǐng)域知名專家組成。專業(yè)背景包括城市規(guī)劃、城市設(shè)計(jì)、建筑設(shè)計(jì)、景觀設(shè)計(jì)、交通規(guī)劃等。評委會由評審組長主持評審工作，評審組長通過推舉產(chǎn)生，在評審中與其他成員有同等表決權(quán)；具體評審細(xì)則由評委會確定。

An Evaluation Committee consisting of no less than seven reputed experts from the related industries (including urban planning, urban design, architectural design, landscape design, transportation planning, etc.) will be established by the hosts in accordance with laws and regulations. The Evaluation Committee will be chaired by a recommended chairperson who enjoys the same voting right as other members during evaluation. The detailed evaluation rules will be determined by the Evaluation Committee.

3. 入圍團(tuán)隊(duì)采用資格預(yù)審方式 Pre-qualification

由評委會對報(bào)名團(tuán)隊(duì)的主創(chuàng)設(shè)計(jì)師的業(yè)績和經(jīng)驗(yàn)、擬投入項(xiàng)目的團(tuán)隊(duì)成員及經(jīng)驗(yàn)、公司資格、行業(yè)聲譽(yù)等資格預(yù)審文件進(jìn)行綜合評審，確定團(tuán)隊(duì)的綜合排序，排序前5家入圍團(tuán)隊(duì)參加后續(xù)征集。如有入圍團(tuán)隊(duì)自行放棄等原因無法參與，由主辦單位、承辦單位按照綜合排序依次選擇入圍團(tuán)隊(duì)，確保5家團(tuán)隊(duì)參與征集方案編制。該階段評審結(jié)果不公開成果，僅公示各團(tuán)隊(duì)分?jǐn)?shù)及排名情況。

The prequalification committee is set up by the organizers and the undertakers. The prequalification committee will review performance and experience of chief designers and team members, company qualifications, reputation and then determine the top five finalists of the ranking. If any of the finalists quit or cannot participate, the organizers and the undertakers will select the alternative team according to the ranking, ensuring there are 5 teams to participate in the preparation of the solicitation plan. The evaluation result in this phase is nonpublic, only the ranking of grades on each group would be shown.

4. 選址論證及詳細(xì)規(guī)劃設(shè)計(jì)方案評選采用專家評審方式

Site selection study and detailed planning & design would be evaluated by the evaluation Committee

選址論證：采用明標(biāo)的方式對5家入圍團(tuán)隊(duì)提交的成果進(jìn)行評審，從中評選3家優(yōu)勝方案進(jìn)入第三階段規(guī)劃設(shè)計(jì)。詳細(xì)規(guī)劃設(shè)計(jì)：采用明標(biāo)方式對第二階段的3家優(yōu)勝團(tuán)隊(duì)提交的成果進(jìn)行評審，確定團(tuán)隊(duì)綜合排名，并將結(jié)果予以公布。選址論證及詳細(xì)規(guī)劃設(shè)計(jì)階段均須團(tuán)隊(duì)主創(chuàng)設(shè)計(jì)師現(xiàn)場匯報(bào)方案并回答評委的疑問；評審過程中發(fā)現(xiàn)的問題和產(chǎn)生的糾紛，由評委會討論并由組長裁決。

The submissions of 5 shortlisted teams will be evaluated by open bid and 3 superior competitors will entry the third phase. In the phase of detailed planning &design (3rd phase), the submissions will also be evaluated by open bid, the result and ranking will be published. the competitors will make spot presentation (the principal designers of the team present the scheme and answer jury’s questions. Requirements on presentation details will be uniformly notified). The problems discovered and the disputes generated from review shall be discussed by the review committee and judged by the review chairman.

1. 本次國際征集鼓勵由合法注冊的法人實(shí)體組成的聯(lián)合體參加，強(qiáng)強(qiáng)聯(lián)合，但聯(lián)合體成員不超過2家，境外規(guī)劃設(shè)計(jì)機(jī)構(gòu)必須與境內(nèi)規(guī)劃設(shè)計(jì)機(jī)構(gòu)組成聯(lián)合體，并以境內(nèi)設(shè)計(jì)機(jī)構(gòu)為聯(lián)合體牽頭方，方能報(bào)名。不接受個人及個人組合的報(bào)名。如報(bào)名團(tuán)隊(duì)不足10家，將采用意向邀請方式。

1. The Consortium (the number of teams shall be no more than 2) is encouraged to participate in the solicitation and overseas design agencies must team up with domestic design agencies (play the lead party) as a Consortium to register. The intention invitation will be adopted if the number of teams of registration is less than 10.

2. 境內(nèi)外規(guī)劃設(shè)計(jì)機(jī)構(gòu)必須具有經(jīng)合法注冊并在有效期內(nèi)的營業(yè)執(zhí)照，且必須具有獨(dú)立企業(yè)法人資格。法定代表人為同一個人的兩個及兩個以上法人，母公司、全資子公司及其控股公司，不得同時報(bào)名參賽。

2. Design teams, either from home or abroad, must be an independent legal entity with legally registered and effective business license. For two or more legal entities that have one same legal representative, their parent companies, wholly owned subsidiaries and holding companies are not allowed to register for the Competition at the same time.

3. 參與本次國際征集的設(shè)計(jì)人員應(yīng)為該規(guī)劃設(shè)計(jì)機(jī)構(gòu)的在冊人員，主創(chuàng)設(shè)計(jì)師須由主持過多個同類型項(xiàng)目的人員擔(dān)任，需有 5 年以上相關(guān)工作經(jīng)驗(yàn)，須直接參與征集設(shè)計(jì)全過程, 包括現(xiàn)場踏勘、成果匯報(bào)、評審答疑等。為了保證項(xiàng)目規(guī)劃設(shè)計(jì)人員對中國地區(qū)背景和相關(guān)要求的準(zhǔn)確理解，項(xiàng)目規(guī)劃設(shè)計(jì)人員中應(yīng)至少有一名通曉漢語的人士。如在本次國際征集過程中發(fā)現(xiàn)主創(chuàng)設(shè)計(jì)師與報(bào)名材料所提交的團(tuán)隊(duì)人員不符，主辦單位有權(quán)取消其參加資格。

3. Designers participating in this consulting must be registered personnel of the firm. The chief designer must be those who has presided several similar projects and involved in the entire design. In order to make sure that the project designers have a correct understanding of the background of China and relevant requirements, it should also involve at least 1 teammate with proficient Chinese language skills. If the chief designer actually working for the Competition is inconsistent with the one indicated in the submitted registration materials, his/her group will be disqualified.

4. 報(bào)名團(tuán)隊(duì)成員中申請主體為國內(nèi)機(jī)構(gòu)的，須具有城鄉(xiāng)規(guī)劃甲級或工程設(shè)計(jì)建筑行業(yè)（建筑工程）甲級資質(zhì)；申請主體為境外機(jī)構(gòu)的，須在其所在國家或地區(qū)應(yīng)具有合法營業(yè)范圍，并具有我國境內(nèi)合法經(jīng)營和設(shè)計(jì)許可。報(bào)名團(tuán)隊(duì)成員至少一方應(yīng)符合以上資格條件；

4. The domestic applicant must have a Grade A qualification in urban and rural planning or the engineering design and construction industry (construction engineering) while the overseas applicant must have a legal business in its country or region and also has a legal operation and design license of China. At least one member of the registration team should meet the above conditions;

5. 報(bào)名團(tuán)隊(duì)配置需包含產(chǎn)業(yè)經(jīng)濟(jì)、城鄉(xiāng)規(guī)劃、城市設(shè)計(jì)、建筑設(shè)計(jì)、景觀設(shè)計(jì)、生態(tài)規(guī)劃、市政規(guī)劃設(shè)計(jì)、交通規(guī)劃設(shè)計(jì)等相關(guān)專業(yè)人員；

5. The registration team needs to include relevant professionals in industrial economy, planning and design, urban design, architectural design, landscape design, ecological planning, urban planning and design, and transportation planning and design;

6. 報(bào)名團(tuán)隊(duì)如為聯(lián)合體，應(yīng)共同簽署一份聯(lián)合體協(xié)議書，并明確各規(guī)劃設(shè)計(jì)機(jī)構(gòu)的職責(zé)分工、各自承擔(dān)的工作量及權(quán)益比例，評選獎金承辦單位將根據(jù)聯(lián)合體協(xié)議書簽多方合同；

6. A consortium in registration should sign a consortium agreement, and specify the division of responsibilities, workloads and equity ratios of each team. The undertaker for award matters will conduct the multi-party contract signing according to the agreement.

1. 獎金Prize

通過資格預(yù)審入圍的5家單位（含聯(lián)合體）提交的選址論證成果應(yīng)滿足征集要求經(jīng)專家評審委員會評審后形成選址論證階段3家優(yōu)勝方案。經(jīng)專家評審委員會評審為有效成果的設(shè)計(jì)單位（含聯(lián)合體）將獲得相應(yīng)階段設(shè)計(jì)補(bǔ)償費(fèi)。

In each phase, 3 winning companies (consortium included) will be determined by the Evaluation Committee through qualified 5 companies (consortium included) by which Site Selection Study submitted meet solicitation requirements. The winning companies get winning bonus. The rest 2 companies will get compensation fees.

（1）選址論證階段 Phase Site Selection Study

優(yōu)勝方案設(shè)計(jì)單位（含聯(lián)合體）各獲得40萬元，其余設(shè)計(jì)單位含聯(lián)合體各獲得20萬元。

Winning bonus: ￥400,000

Compensation fees: ￥200,000 Each

（2）詳細(xì)規(guī)劃涉及階段 Detailed Planning & Design

選址論證階段的3家優(yōu)勝方案設(shè)計(jì)單位（含聯(lián)合體）開展詳細(xì)規(guī)劃設(shè)計(jì)經(jīng)專家評審委員會評審。第一名方案設(shè)計(jì)團(tuán)隊(duì)獲得中標(biāo)設(shè)計(jì)費(fèi)（含后續(xù)整合深化費(fèi)）220萬元，第二名方案設(shè)計(jì)團(tuán)隊(duì)獲得設(shè)計(jì)補(bǔ)償費(fèi)80萬元，第三名設(shè)計(jì)團(tuán)隊(duì)獲得設(shè)計(jì)補(bǔ)償費(fèi)40萬元。

1 winning company (consortium included) will be determined by the Evaluation Committee through 3 winning companies (consortium included) by which Detailed Planning & Design submitted meet solicitation requirements. The winning company gets winning bonus. The rest 2 companies will get compensation fees.

Winning bonus: ￥2,200,000 (Submission integration fee included)

Runner-up compensation fees: ￥800,000

The bronze compensation fees: ￥400,000

2. 獎金的支付 Prize Payment

（1）本次征集的獎金均以人民幣支付，所獲獎金產(chǎn)生的任何稅金由規(guī)劃設(shè)計(jì)機(jī)構(gòu)自理，須提供符合主辦方要求的中國國內(nèi)完稅發(fā)票。相關(guān)費(fèi)用在最終征集結(jié)果公示結(jié)束后開始辦理支付手續(xù)。

(1) Prize in this consulting will be paid in RMB, any tax arising from the bonus and design compensation, etc. shall be borne by design institutions themselves, and the tax payment invoices used in China shall be provided as required by the host. Relevant expenses will start to be paid after end of publication of the final consulting results.

（2）國外規(guī)劃設(shè)計(jì)機(jī)構(gòu)若無法使用本機(jī)構(gòu)帳戶收取人民幣的，須與主辦方簽訂三方支付協(xié)議并授權(quán)國內(nèi)合法獨(dú)立法人代收款項(xiàng), 因此產(chǎn)生的稅費(fèi)由設(shè)計(jì)單位自行負(fù)責(zé)。

(2) If an overseas design institution fails to collect RMB by using own corporate account, it shall sign the third-party payment agreement with the host and authorize a legitimate and independent legal person in China to collect on behalf, with the resulting taxes and fees to be borne by itself.

3. 其他 Miscellaneous

(1) 規(guī)劃設(shè)計(jì)機(jī)構(gòu)參加本次征集的所有費(fèi)用（含差旅住宿費(fèi)）均自行承擔(dān)。

(1) Design institutions shall bear all expenses for participating in this consulting (including the travel and accommodation expenses).

(2) 如評審委員會認(rèn)為規(guī)劃設(shè)計(jì)機(jī)構(gòu)提交的成果文件未達(dá)到本次征集設(shè)計(jì)工作深度及要求的，主辦方將不予支付其設(shè)計(jì)獎金。

(2) If the review committee holds that the deliverable submitted by any design institution fail to reach the depth and requirements of this consulting and design, the hosts will not pay any prize thereof.

本次國際征集包括資格預(yù)審、選址論證、詳細(xì)規(guī)劃設(shè)計(jì)三個階段，詳見下表。

注：以上時間以北京時間為準(zhǔn)，主辦單位可對具體時間節(jié)點(diǎn)、踏勘及答疑會、評審會形式作適時調(diào)整。

Note: The timetable above is subject to Beijing Time. The Hosts may adjust the dates and the ways to conduct site visits, Q&A meeting and review meetings as may be necessary. 

1. 報(bào)名文件內(nèi)容要求Registration Document Content Requirement

A4規(guī)格（210mm×297mm），1正4 副，不超過40 張單頁紙內(nèi)容（涵蓋附件1-7要求內(nèi)容，雙面打印，頁碼只到80，頁數(shù)限制不含封面封底扉頁和目錄），簡裝。需包含以下內(nèi)容：

The registration document should include one original copy and four duplicate copies in A4 size (210mm×297mm), including no more than 40 pieces of paper (print on both sides with the page number up to 80 at maximum, excluding front and back covers, title page and table of contents). Following contents should be covered.

（1）征集報(bào)名表（詳見附件1要求）

（2）類似項(xiàng)目業(yè)績表（詳見附件2要求）

在規(guī)定截止日期前送達(dá)，有下列情形之一者，經(jīng)評審委員會三分之二以上評委認(rèn)定視為無效設(shè)計(jì)成果：

1. 由主辦方提供的資料、軟件和其他物品，其所有權(quán)（包括版權(quán)）等合法權(quán)益歸甲方。未經(jīng)主辦方書面同意，規(guī)劃設(shè)計(jì)機(jī)構(gòu)不得擅自使用或交由任何第三方使用前述資料、軟件和其他物品，否則，規(guī)劃設(shè)計(jì)機(jī)構(gòu)應(yīng)承擔(dān)由此產(chǎn)生的所有責(zé)任并賠償甲方因此遭受的所有損失。

1. 公開發(fā)布信息后，直到最終征集結(jié)果公布為止，凡屬于對征集文件的審查、澄清、評價和比較的有關(guān)資料以及優(yōu)勝候選人的推薦情況、與評審有關(guān)的其他任何情況均應(yīng)嚴(yán)格保密；任何有關(guān)的信息和資料均不得向規(guī)劃設(shè)計(jì)機(jī)構(gòu)或上述工作無關(guān)的人員泄露。

本次征集活動受中華人民共和國法律管轄，征集工作和所有文件適用中國法律。征集相關(guān)文件、合同履行中若發(fā)生爭議，雙方應(yīng)友好協(xié)商解決；協(xié)商不成時，采用訴訟方式解決爭議，訴訟地點(diǎn)為項(xiàng)目所在地人民法院。
