Project Profile

作為國家一級(jí)漁港，蛇口漁港幾經(jīng)變遷，承載著不少深圳人的記憶，是城市發(fā)展的歷史見證和縮影。自貿(mào)區(qū)的建設(shè)、粵港澳大灣區(qū)綱要的實(shí)施、深圳灣濱海休閑帶的建成為蛇口帶來了全新的面貌，這片印著改革開放印記的片區(qū)，已有了新的歷史定位，老漁港也在等待著新的歷史轉(zhuǎn)折。

為延續(xù)蛇口漁港的特殊文脈，增加城市文化空間的多樣性和體驗(yàn)層次，擬通過國際競賽征集優(yōu)秀設(shè)計(jì)方案，對(duì)漁港進(jìn)行整體升級(jí)改造，使之成為一張深圳文化的閃亮名片。

Shekou Fishing Port, a national first-class fishing port, is a historical witness and epitome of the urban development in Shenzhen. It experienced several changes and bears memory of many Shenzhen people. Along with the construction of the Free Trade Zone, the implementation of the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, and the completion of the Shenzhen Bay Coastal Leisure Zone, Shekou has taken on a new look. This area, marked by the reform and opening up, has a new historical position, and the old fishing port also awaits a new historical turning point.

To continue the special context of Shekou Fishing Port and increase the diversity and experience level of the urban cultural spaces, it is planned to solicit excellent design proposals through international competition to upgrade the fishing port as a whole, making it an attractive business card of cultural development in Shenzhen.

設(shè)計(jì)內(nèi)容

Design Contents

本次競賽設(shè)計(jì)內(nèi)容包括城市設(shè)計(jì)研究、建筑設(shè)計(jì)（漁港配套建筑、跨海步行橋、漁文化公園）和景觀設(shè)計(jì)。

設(shè)計(jì)范圍如圖示，設(shè)計(jì)內(nèi)容包括漁港配套建筑，跨海步行橋、漁文化公園（博物館）及濱水景觀。

The design contents of the Competition include urban design research, architectural design (fishing port supporting buildings, sea-crossing pedestrian bridge, Fishery Culture Park), and landscape design.

The design scope is shown in the figure. The design contents include fishing port supporting buildings, sea-crossing pedestrian bridge, Fishery Culture Park (Museum), and waterfront landscape.

報(bào)名要求

Registration Requirements

（1）本次競賽采用全球公開報(bào)名的方式。接受聯(lián)合體競賽（不限境內(nèi)外），不接受個(gè)人或個(gè)人組合的報(bào)名。

（2）設(shè)計(jì)機(jī)構(gòu)需提供企業(yè)注冊(cè)證明、設(shè)計(jì)許可證明或同等效力的相關(guān)文件。設(shè)計(jì)機(jī)構(gòu)法人為同一人或者存在直接控股關(guān)系的不同機(jī)構(gòu)，不得同時(shí)報(bào)名參賽。

（3）鑒于本項(xiàng)目的復(fù)雜功能要求，設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）應(yīng)包含建筑、景觀、漁港/漁業(yè)工程、橋梁等專業(yè)人員及顧問，并由總設(shè)計(jì)師牽頭，專業(yè)人員及顧問需有相應(yīng)從業(yè)經(jīng)歷及項(xiàng)目經(jīng)驗(yàn)。若以聯(lián)合體形式參賽，需注明聯(lián)合體成員單位和主創(chuàng)設(shè)計(jì)師與設(shè)計(jì)內(nèi)容中建筑及景觀方案的對(duì)應(yīng)關(guān)系。

（4）以聯(lián)合體參賽的合作方需符合以下要求：

a.聯(lián)合體成員不得再單獨(dú)或以其他名義與其他設(shè)計(jì)機(jī)構(gòu)組成其他聯(lián)合體報(bào)名參賽。

b.聯(lián)合體合作方需簽署具法律效用的《聯(lián)合體協(xié)議》，并明確本階段中幾方的分工劃分方式和設(shè)計(jì)費(fèi)用的分?jǐn)偙壤?、分配方式等?/span>

（5）負(fù)責(zé)本項(xiàng)目的主要設(shè)計(jì)工作的主創(chuàng)設(shè)計(jì)師及專業(yè)顧問須參加重要節(jié)點(diǎn)的匯報(bào)會(huì)議等工作，如在競賽過程中發(fā)現(xiàn)主創(chuàng)設(shè)計(jì)師與所提交的參賽文件中的人員不符，主辦方有權(quán)取消其入圍和競賽資格。

(1) Open registration is adopted worldwide. Consortium bidders (both domestic and abroad) are acceptable. Individuals and teams of individuals are not acceptable.

(2) The design firm shall provide the corporate registration certificate, design license certificate or relevant documents of the same effect. Design firms headed by the same individual or whose shares are directly held by the same individual/have a direct holding relation are not allowed to register for the Competition at the same time.

(3) In view of the complex functions of the Project, the design firm (consortium) shall include professionals and consultants in architecture, landscape, fishing port/fishery engineering, bridge, etc., with a chief designer. The professionals and consultants shall have relevant working experience and reference projects. For consortia, if applicable, the corresponding relationship of consortium members and the chief designer with the architectural and landscape design should be specified in the design contents.

(4) Members of consortia should meet the following requirements:

a. Members of a consortium are not allowed to register twice for the Competition by their own name or via another consortium in the name of another firm.

b. The members should sign a legally effective Consortium Agreement, and specify the division of work between the members at this phase, the proportion and way of distribution of the design fee, etc.

(5) The chief designer directing the project and specialty consultants shall attend themilestone presentation meetings. Should the chief designer present during the Competition be inconsistent with the one specified in the Application Documents, the Hosts have the right to disqualify the team from the shortlist and competition.

在全球范圍內(nèi)公開征集設(shè)計(jì)方案，參賽設(shè)計(jì)機(jī)構(gòu)根據(jù)競賽規(guī)則及設(shè)計(jì)任務(wù)書，提交相應(yīng)的報(bào)名文件和概念提案，通過機(jī)構(gòu)遴選會(huì)選取8家設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）及2家備選機(jī)構(gòu)（聯(lián)合體）進(jìn)入到方案設(shè)計(jì)階段。

The Competition is open to all design firms worldwide. Design teams will be required to submit corresponding registration documents and design proposals pursuant to the Work Rules and the Design Brief. Eight design teams (consortia) and two alternative design teams (consortia) will be selected through a Selection Panel to participate in the subsequent concept design.

設(shè)計(jì)費(fèi)

Cost of Contract

依據(jù)《2002年工程勘察設(shè)計(jì)收費(fèi)標(biāo)準(zhǔn)》計(jì)算設(shè)計(jì)費(fèi)，工程復(fù)雜程度調(diào)整系數(shù)取復(fù)雜（Ⅲ級(jí)）1.15，設(shè)計(jì)費(fèi)幅度調(diào)整值上浮20%，方案設(shè)計(jì)及建筑專業(yè)初步設(shè)計(jì)費(fèi)用約占設(shè)計(jì)費(fèi)總額30%，約為826萬元（暫定），最終設(shè)計(jì)費(fèi)將根據(jù)概算批復(fù)進(jìn)行調(diào)整。

In accordance with design fee calculation specified in Standards for Charges on Engineering Survey and Design (Ver.2002), the engineering complexity adjustment factor is complex (Ⅲ) 1.15, the design fee fluctuation range value is 20%, the concept design and preliminary architectural design fee is tentatively set at RMB 8,260,000, accounting for about 30% of the total design fee. Total amount of the design fee is subject to adjustment based on the approved budgetary estimate.

設(shè)計(jì)獎(jiǎng)金

Prizes

優(yōu)選獎(jiǎng)（第1~3名）：含稅人民幣120萬元/名

入圍獎(jiǎng)（第4~8名）：含稅人民幣60萬元/名

主辦單位將結(jié)合專家評(píng)審意見從3個(gè)優(yōu)選獎(jiǎng)方案中確定優(yōu)勝方案，授予方案設(shè)計(jì)及建筑專業(yè)初步設(shè)計(jì)合同（具體工作范圍及內(nèi)容以最終簽訂的設(shè)計(jì)合同為準(zhǔn)），其獲得的競賽獎(jiǎng)金將在設(shè)計(jì)合同費(fèi)中扣除。

Finalist (the 1st , 2nd and 3rd place): RMB 1,200,000 each(including tax)

Shortlist (the 4th - 8th place): RMB 600,000 each(including tax)

The Hosts will determine the winning design proposal from the top three finalists based on evaluation comments of the experts, and award the winner the contract for concept design and preliminary architectural design (specific work scope and contents subject to the final design contract), and the competition prize will be deducted from the design contract fee.
