為全面落實對重慶提出的“兩點”定位、“兩地”“兩高”目標(biāo)、發(fā)揮“三個作用”和營造良好政治生態(tài)的重要指示要求,推動成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè),深入貫徹《中共中央關(guān)于制定國民經(jīng)濟(jì)和社會發(fā)展第十四個五年規(guī)劃和二〇三五年遠(yuǎn)景目標(biāo)的建議》以及長江經(jīng)濟(jì)帶發(fā)展系列座談會精神,按照市委、市政府關(guān)于城市提升以及兩江四岸核心區(qū)整體提升的相關(guān)要求,南岸區(qū)政府對標(biāo)國際一流,體現(xiàn)亮點特色,以建設(shè)長嘉匯大景區(qū)為重點,高標(biāo)準(zhǔn)打造好 “兩江四岸”核心區(qū)。
To fully implement instructions on Chongqing by General Secretary Xi Jinping, including the positioning and goals of Chongqing as“Dual Geographic Importance, Twin Goals and Parallel Progress”, Chongqing’s “Three Roles”and the building of a sound political atmosphere for the development of Chengdu-Chongqing Twin-Hub Mega-Region, and to thoroughly implement the "Recommendations for National Economic and Social Development of the Fourteenth Five-Year Plan of the Central Committee of the Communist Party of China and of the 2035 Long-Term Goals " and requirements of the series of symposiums on the development of the Yangtze River Economic Belt, Nan'an District Government follow the first class international level with a focus on highlights in building the core areas of “Two Rivers and Four Banks”while emphasizing on the building of Grand View Spot of Landmark Riverside.
長嘉匯大景區(qū)地處重慶市“兩江四岸”核心區(qū),是我市城市發(fā)展主軸中的核心組成部分,作為城市會客廳,躋身重慶6張城市新名片之一。該區(qū)域具有明顯的航空及鐵路交通優(yōu)勢,區(qū)域周邊產(chǎn)業(yè)要素齊備,根據(jù)國務(wù)院《關(guān)于建立重慶經(jīng)濟(jì)技術(shù)開發(fā)區(qū)的請示》的批復(fù)、《關(guān)于印發(fā)中國(重慶)自由貿(mào)易試驗區(qū)總體方案的通知》、重慶市人民政府《關(guān)于加快中央商務(wù)區(qū)建設(shè)的意見》,該片區(qū)定位為國家級經(jīng)開區(qū)、自貿(mào)試驗區(qū)、中央商務(wù)區(qū)。推動該區(qū)域建設(shè),是落實習(xí)近平總書記提出加快構(gòu)建“雙循環(huán)”新發(fā)展格局、構(gòu)建成渝雙城經(jīng)濟(jì)圈和全面推動長江經(jīng)濟(jì)帶發(fā)展的戰(zhàn)略舉措;是落實黨中央關(guān)于西部金融中心建設(shè)的重要抓手;也是實現(xiàn)我市都市發(fā)展戰(zhàn)略布局和全市“一區(qū)兩群”協(xié)調(diào)發(fā)展,以及構(gòu)筑和引領(lǐng)南岸區(qū)域金融格局、提升經(jīng)濟(jì)綜合經(jīng)濟(jì)實力的必然要求。
Located in the core area of "Two Rivers and Four Banks", the Grand View Spot is a key component of our urban development axis. It is called our city’living room,one of the six new name cards of Chongqing. It also enjoys obvious advantages of aviation and railway transportation, and complete industrial elements. According to approval of "Request for the Establishment of Chongqing Economic and Technological Development Zone" by the State Council, the "Notice on Printing and Distributing the Overall Plan for China (Chongqing) Pilot Free Trade Zone", "Opinions on Accelerating the Construction of the Central Business District" of the Chongqing Municipal People's Government, the related area is positioned as a national economic development zone, a pilot free trade zone, and a central business district. Promoting the construction of this area is a strategic measure for the implementation of requirements proposed by General Secretary Jin Ping that we shall accelerate the construction of a new development pattern of "dual circulation economy" , the construction of the Mega-Region, and the comprehensive promotion of the development of the Yangtze River Economic Belt; This is also a starting point for the building of western financial center required by the central committee and also an inevitable requirement to realize the strategic layout of urban development and the coordinated development of "one urban area and two town clusters", and construct the regional finance pattern of Nan’an district as a leading force for the improvement of its comprehensive economic strength.
按照《南岸區(qū)十四五規(guī)劃和2035年遠(yuǎn)景目標(biāo)》、《長嘉匯金融中心產(chǎn)業(yè)規(guī)劃》等相關(guān)規(guī)劃要求,長嘉匯金融廣場為長嘉匯大景區(qū)的重要組成部分,擬按照西部金融中心的迎賓開放門戶和面向東盟的金融服務(wù)窗口的目標(biāo)定位進(jìn)行建設(shè),成為涵蓋東盟商務(wù)機構(gòu)、跨境貿(mào)易結(jié)算、綠色金融、金融科技、企業(yè)總部、高端商業(yè)配套、高端人才公寓、開放式金融展廳等功能板塊的金融商務(wù)區(qū),提升長嘉匯金融中心發(fā)展能級、助推重慶建設(shè)西部金融中心的新引擎。
In accordance with relevant planning requirements such as "the Fourteenth Five-Year Plan of Nan’an and the 2035 Long-Term Goals ”, Landmark Riverside Financial Plaza is a key component of Grand View Spot of Landmark Riverside. It will be built based on the positioning as a welcome and open gateway of the western financial center and a financial service window for ASEAN and then will be turned into a financial business district of functional sectors including international trade settlement, green finance, financial technology, corporate headquarters, high-end commercial facilities, high-end talent apartments, and open financial exhibition halls. This will contribute to improvement of the development level of Landmark Riverside Financial Center and building of the new engine of western financial center for Chongqing.

本次征集區(qū)域位于朝天門大橋東橋頭北側(cè),緊鄰長江。征集分為總部經(jīng)濟(jì)區(qū)業(yè)態(tài)研究和長嘉匯金融廣場建筑概念方案設(shè)計兩個層面??偛拷?jīng)濟(jì)區(qū)包括:C4-2(能投4號)地塊、C4-4(能投7號)地塊、C5-1(雷士大廈)地塊、C5-2(能源大廈)地塊、C5-4(中訊大廈)等地塊;建筑概念方案設(shè)計范圍為長嘉匯金融廣場(重慶市南岸區(qū)彈子石組團(tuán)C標(biāo)準(zhǔn)分區(qū)C3-13地塊)。
The solicitation area is located on the north side of the east bridge head of Chaotianmen Bridge, close to the Yangtze River. The solicitation includes the business research of the Headquarters Economy Zone and Architectural Conceptual Design of Financial Plaza of Landmark Riverside. The the Headquarters Economy Zone has plots as followed: C4-2 (Nengtou No. 4), C4-4 (Nengtou No. 7) , C5-1 (NVC Building) , C5-2 (Energy Building), and C5-4 (Zhongxun Building); the design of the architectural concept plan is for Financial Plaza of Landmark Riverside (including: C3-13 of standard zone of Danzishi Group C, Nan'an District, Chongqing).

Research Scope of the Headquarters Economy Zone
落實上位要求、銜接相關(guān)規(guī)劃,結(jié)合地段城市職能定位,對總部經(jīng)濟(jì)區(qū)的業(yè)態(tài)、功能進(jìn)行研究。注重長嘉匯金融廣場的業(yè)態(tài)策劃,明確長嘉匯金融廣場的具體業(yè)態(tài)及各類業(yè)態(tài)所占比重,實現(xiàn)地塊互聯(lián)互動,打造有機、整體、繁榮的高品質(zhì)總部經(jīng)濟(jì)區(qū)。
We will carry out upper-level and linking plannings. Based on city function positioning, we will do research in business types and functions of the headquarters economy zone. We will also pay attention to the business type planning of the Financial Plaza, clarify its specific business types and the proportion of each type for the connectivity of land plots, and for the creation of an integrated high-quality headquarters economy zone.

長嘉匯金融廣場是建設(shè)“長嘉匯金融中心、國際化迎賓半島”、打造總部經(jīng)濟(jì)區(qū)的核心地塊之一,基于上述功能定位,考慮現(xiàn)狀地塊周邊主要布局為100米高建筑。為更好的展示總部經(jīng)濟(jì)區(qū)形象,優(yōu)化片區(qū)整體空間形態(tài),征集方案須根據(jù)任務(wù)書要求開展設(shè)計。長嘉匯金融廣場地處重慶市兩江四岸核心區(qū)、根據(jù)《兩江四岸核心區(qū)整體提升規(guī)劃方案》要求,需在朝天門大橋、南濱路、北濱二路等多視點分析建筑形態(tài),設(shè)計方案應(yīng)與會客廳地標(biāo)建筑相得益彰,不得影響地標(biāo)建筑形象展示。
Financial Plaza of Landmark Riverside is one of the core plots for building "Financial Center of Landmark Riverside and International Welcome Peninsula" and building a headquarters economic zone. In order to better display the image of the headquarters economy zone and optimize the overall spatial form of the area, The solicaitation plan must be based on Task book. Landmark Riverside Financial Plaza is located in the core area of the“Two Rivers and Four Banks ”, we find it is necessary to analyze the architectural form from multiple viewpoints such as Chaotianmen Bridge, Nanbin Road, and Beibin Second Road according to the requirements of the "Overall Improvement Plan for the Core Area of Two Rivers and Four Banks" and the design plan should echo with the landmark (urban living room) in harmony building.
根據(jù)前期分析,對長嘉匯金融廣場(藍(lán)色范圍線以內(nèi)地塊)進(jìn)行建筑概念方案設(shè)計。設(shè)計內(nèi)容包括但不限于:明確重要建筑的方案構(gòu)思、結(jié)構(gòu)選型、平面布置、建筑造型等,以及地塊整體的景觀設(shè)計、場地豎向設(shè)計、交通流線組織、基礎(chǔ)設(shè)施配套等。
According to the previous analysis, we will carry out the Architectural Concept Design of the Financial Center of Landmark Riverside ( blue range line) . The design content includes but is not limited to: plan conception, structure selection, layout, and architectural modeling of important buildings, as well as the overall landscape design of the plot, vertical site design, traffic flow organization, and infrastructure.
(三)成果要求 Requirements
滿足《重慶市城鄉(xiāng)規(guī)劃條例》(2017年)、《重慶市城市規(guī)劃管理技術(shù)規(guī)定》及建筑設(shè)計等相關(guān)文件的要求。設(shè)計單位需提交成果內(nèi)容如下:
We shall meet the requirements of "Chongqing Urban and Rural Planning Regulations" (2017), "Chongqing Urban Planning Management Technical Regulations" and architectural design. The design unit needs to submit the results as follows:
1. 設(shè)計文本 Design text
策劃應(yīng)滿足設(shè)計內(nèi)容要求,文本表達(dá)形式不限,建筑概念設(shè)計方案文本包含設(shè)計說明和圖紙。需提交正本2份,副本25份,規(guī)格為A3(297mm×420mm),軟皮膠裝。
The plan should meet the requirements of the design content without limits in the form of text expression. The text of the architectural concept design plan shall contain design instructions and drawings. It is a need to submit 2 originals and 25 copies both with soft leather packaging, (A3 (297mm×420mm).

設(shè)計說明可以文字、圖片、表格等形式呈現(xiàn)。圖紙包括(但不限于)以下內(nèi)容:
The design description can be in the form of words, pictures, and tables. The drawings include (but are not limited to) the following:
? 總平面圖及建筑各層平面圖,立面圖和主要剖面圖;
The general plan, each floor plan, elevation and main section of the building;
? 效果圖,包括鳥瞰圖、夜景效果圖、室外人視點效果圖、室內(nèi)主要功能廳設(shè)計效果圖等;
Effective pictures covering bird's-eye view, night scene, outdoor eye viewpoint, and indoor main function hall design;
? 設(shè)計分析圖,包括功能分析、空間分析、交通分析圖、環(huán)境綠化景觀分析圖、內(nèi)部流線分析圖、消防分析圖等;
Design analysis diagrams covering function, space, traffic, environmental greening landscape, internal flow line and fire protection;
? 豎向設(shè)計圖,圖紙比例與總平面圖一致,應(yīng)反映現(xiàn)狀地形;
Vertical design drawing: the proportion of the drawing shall be consistent with the general plan, and it should reflect the current topography;
? 其他必要的表達(dá)設(shè)計意圖的分析圖和構(gòu)思說明圖紙。

2. 展板 Exhibition board
上述設(shè)計成果選擇主要內(nèi)容展示,提供A0展板6張,統(tǒng)一采用豎向排版,并應(yīng)用阿拉伯?dāng)?shù)字在圖板的右下角排序編號。
You shall choose highlights of the above design results for display and use 6 A0 exhibition boards provided.You shall adopt vertical typesetting in a uniform manner and sort the numbers in the lower right corner of the board.
3. 實體模型 Entity model
建筑概念設(shè)計方案需制作1:500實體模型。
You need to make a 1:500 physical model for the conceptual design plan.
4. 匯報文件 Reporting documents
多媒體演示文件:制作10分鐘以內(nèi)的多媒體自動演示文件,包含2分鐘三維動畫;該文件作為設(shè)計方案評審的介紹和演示材料。
Multimedia presentation file: you shall make a multimedia automatic presentation file within 10 minutes, including 2 minutes of three-dimensional animation; this file is used as an introduction and presentation material for the design plan review .

遞交資格預(yù)審報名文件截止時間為2021年10月26日17時00分,地點為重慶鼎石建筑規(guī)劃設(shè)計有限公司(重慶市渝北區(qū)星光五路3號中興綜合樓一期)。采用郵寄方式遞交資格預(yù)審報名文件的接收截止時間為2021年10月26日17時00分(以郵件到達(dá)時間為準(zhǔn))。申請人須將填寫后的報名表、應(yīng)征資料蓋章掃描后,按附件提交要求(相關(guān)信息按報名提交材料模板) Email至組織單位郵箱(824406433@qq.com、304378484@qq.com)。本次征集不接受網(wǎng)上郵件報名,逾期送達(dá)或者未送達(dá)指定地點的資格預(yù)審報名文件,征集人將不予受理。
The deadline for submission of prequalification registration document is at 17:00 on October 22, 2021, at Chongqing Dingshi Architectural Planning and Design Co., Ltd. (Phase 1 of Zhongxing Complex, No. 3 Xingguangwu Road, Yubei District, Chongqing). The deadline by mail is 17:00 on October 22, 2021 (subject to the arrival time of the mail). ? 征集說明 Instructions
(一)本次征集活動分為兩個階段:第一階段為資格預(yù)審,時長約20天;第二階段為建筑方案設(shè)計及評審,時長約50天。
6.1 This solicitation is divided into two stages: pre-qualification, (about 20 days)and architectural plan design and review (about 50 days).
(二)資格預(yù)審階段將由評審委員會對報名材料進(jìn)行資格預(yù)審,從中遴選出5個申請人(含聯(lián)合體)入圍。
6.2 At the pre-qualification stage, the review committee will pre-qualify the application materials and then select 5 applicants (including consortium) as finalists.
(三)本次征集設(shè)置1個一等獎和4個優(yōu)秀獎,入圍設(shè)計單位(聯(lián)合體)提交的設(shè)計成果應(yīng)滿足設(shè)計任務(wù)書要求。經(jīng)專家評審委員會確定為有效成果后(無效成果將不予評獎及發(fā)放獎金)從中選出三家一等獎候選單位,并由主辦方擇期綜合評審確定一家設(shè)計單位(含聯(lián)合體)為一等獎,未獲得一等獎的其余四家入圍設(shè)計單位(聯(lián)合體)為優(yōu)秀獎。一等獎獎金及深化整合費用380萬元(含稅),獲得一等獎的設(shè)計機構(gòu)須對其他四家方案優(yōu)點和評審意見進(jìn)行優(yōu)化整合(整合深度與征集任務(wù)書要求相同)直至主辦單位評審?fù)ㄟ^為止,一等獎設(shè)計機構(gòu)優(yōu)先獲得建筑方案設(shè)計合同,對建筑概念方案設(shè)計進(jìn)行深化,完成建筑方案設(shè)計直至取得重慶市規(guī)劃和自然資源局批復(fù),合同金額580萬元(含稅);4名優(yōu)秀獎獎金各80萬元(含稅)。
6.3 We set 1 first prize and 4 excellence awards,and the design results submitted by the shortlisted design units (consortium) should meet the requirements of the design document. After the expert review committee determines that it is a valid result (invalid results will not be awarded and bonuses will not be awarded), three units will be selected as candidates for the first prize winner before the organizer carry out a comprehensive review to determine a design unit (including consortium) as the winner. And the remaining four shortlisted design units (consortium) are given excellence awards. The first prize bonus and the deep integration cost is 3.8 million yuan (tax included) and the design agency that wins the first prize must optimize and integrate the advantages and review opinions of the other four units (the integration depth is the same as the solicitation document) until it is passed by reviews of the organizers. The first prize winner will be given priority to the architectural plan design contract, to deepen the architectural conceptual plan design, and complete the architectural plan design until attaining the approval of the Chongqing Municipal Planning and Natural Resources Bureau. The contract amount is 5.8 million yuan (tax included); each of the four 4 excellence award winners can be awarded 800,000 yuan each (tax included).
(四)方案征集過程中發(fā)生的一切費用及因設(shè)計補償費而發(fā)生的有關(guān)稅費,由各申請人自行負(fù)責(zé)。
6.4 Each applicant shall be responsible for all expenses incurred in the process of soliciting and for related taxes due to design compensation fees.
(五)本次方案征集要求由報名時明確的主創(chuàng)設(shè)計師進(jìn)行方案匯報,一旦報名成功,則視為接受本條款說明。
6.5 The solicitation requires that the main creative designer at registration shall give report. Once the registration is successful, it will be deemed to accept the description of this clause.
(六)申請人(含聯(lián)合體)需保證所有報名材料真實、合法和有效,并承擔(dān)相關(guān)法律責(zé)任。
6.6 Applicants (including consortium) must ensure that all application materials are true, legal and valid, and bear relevant legal responsibilities.
