本閱江路（廣州塔-華南快速）濱江段景觀環(huán)境提升設(shè)計競賽公告己由項目審批/核準(zhǔn)/備案機關(guān)批準(zhǔn)，項目資金來源為自籌資金30000萬元，招標(biāo)人為廣州新中軸建設(shè)有限公司。本項目己具備招標(biāo)條件，現(xiàn)招標(biāo)方式為公開招標(biāo)。

項目概況和招標(biāo)范圍

規(guī)模：2021年8月，廣州市委十一屆十五次全會作岀了全力推動珠江沿岸高質(zhì)量發(fā)展的工作部署，以高標(biāo)準(zhǔn)的生態(tài)保護、高質(zhì)量發(fā)展的復(fù)合功能、高品質(zhì)的公共空間、突顯嶺南特色的文化魅力為導(dǎo)向，打造完整準(zhǔn)確全面貫徹新發(fā)展理念的世界一流濱水活力區(qū)。

范圍：本招標(biāo)項目劃分為1個標(biāo)段，本次招標(biāo)為其中的：

（001）閱江路（廣州塔-華南快速）濱江段景觀環(huán)境提升設(shè)計競賽公告；

投標(biāo)人資格要求

（001閱江路（廣州塔-華南快速）濱江段景觀環(huán)境提升設(shè)計競賽公告）的投標(biāo)人資格能力要求：（一）登記要求

（I）Registration Requirements

以下1-5項為登記必要要求，第6項為參考性要求。

The following items 1-5 are mandatory requirements for registration,and item 6 is for reference only.

本次競賽接受境內(nèi)設(shè)計機構(gòu)單獨或組成聯(lián)合體登記、境外設(shè)計機構(gòu)聯(lián)合體登記，不接受自然人或自然人組合進行登記，其中境外設(shè)計機構(gòu)必須聯(lián)合境內(nèi)設(shè)計機構(gòu)形成聯(lián)合體進行登記。境內(nèi)外設(shè)計機構(gòu)均須在其所在地完成合法、有效的機構(gòu)注冊；根據(jù)股權(quán)結(jié)構(gòu)持股比例占主導(dǎo)的為境外機構(gòu)的各類機構(gòu)，視為境外機構(gòu)。組成競賽聯(lián)合體的機構(gòu)數(shù)量不得超過3家，聯(lián)合體內(nèi)各機構(gòu)不得再以自己名義單獨參賽，或與其他設(shè)計機構(gòu)組成新的聯(lián)合體參賽。聯(lián)合體登記時須提交《聯(lián)合體協(xié)議書》并在協(xié)議里明確聯(lián)合體的主體單位（詳見附件三）。

The design competition accepts domestic design companies individually or collectively as a consortium,and registration of consortium of overseas design companies.Registration of natural persons or combinations of natural persons are not accepted.Overseas design companies must form a consortium with domestic design companies for registration.Overseas design companies must form a consortium with domestic design companies for registration.Both domestic and foreign design companies must complete legal and effective company registration at their locations;Design companies with shareholding structure as predominantly overseas based shareholding ratio will be regarded as overseas design companies.The number of design companies forming a consortium shall not exceed three,and each design company in the consortium shall no longer participate in the competition in its own name or form a new consortium with other design companies.When registering a consortium,it is mandatory to submit the"'Consortium Agreement''and specify the main unit of the consortium in the agreement(see Annex 3 for details).

單位負責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，都不得同時單獨或加入不同的聯(lián)合體進行登記參賽。

Different design companies with the same person in charge or with controlling or management relationship shall not register separately or join different consortium at the same time.

參與競賽的設(shè)計人員應(yīng)為本設(shè)計機構(gòu)的在職員工，領(lǐng)銜設(shè)計師應(yīng)全程參與競賽，領(lǐng)銜設(shè)計師應(yīng)為聯(lián)合體主體單位的在職員工。

Designers participating in the design competition should be employees of the design companies,and the lead designer should participate throughout the entire competition process;the lead designer should also be an employee of the main unit of the consortium.

參賽團隊?wèi)?yīng)由多專業(yè)的人員構(gòu)成，應(yīng)包括但不限于城市規(guī)劃與城市設(shè)計、建筑設(shè)計、園林景觀、交通、市政的專業(yè)人員。

The participating team should comprise of personnel from multi-professional disciplines including but not limited to urban planning and design,architectural design,garden landscaping,transportation,and municipal government administration.

參賽團隊能響應(yīng)本次競賽設(shè)計任務(wù)要求，提出概念性提案。

The team should be able to prepare and present conceptual proposals that meets the design task requirements of the design competition.

領(lǐng)銜設(shè)計師具備以下條件的優(yōu)先考慮：

Lead designers with the following requirements are preferred:

（1）獲得過行業(yè)國家獎項或榮譽；

（i）Recipients of industry or national awards/honors；

（2）具有世界一線特大城市重點地段綜合設(shè)計研究能力與實踐經(jīng)驗；

（ii）Comprehensive design research capabilities and practical experience in first-tier megacities design projects;

（3）具有中央商務(wù)區(qū)、中央活力區(qū)、城市核心地標(biāo)及其周邊的濱水地段詳細設(shè)計能力與實踐經(jīng)驗；

（iii）Comprehensive capabilities and hands-on experience in the detailed design of central business district,central vitality zones,urban core landmarks and surrounding waterfront areas design projects;

（4）具有豐富的生態(tài)景觀及環(huán)境營造經(jīng)驗；

（iv）Extensive experience in ecological landscaping and environmental design projects.

（5）具有豐富的高品質(zhì)公共休閑空間策劃營造經(jīng)驗；

（v）Extensive experience in planning and creating high-quality public leisure space.

（6）具有濱水景觀環(huán)境提升設(shè)計全過程跟蹤及實施落成項目的業(yè)績。

（vi）Proven track record of delivering completed waterfront landscape environment enhancement design projects.;

本項目允哽合體投標(biāo)。
